Cofnodion y cyfarfod a gynhaliwyd yn y Ganolfan, Capel Iwan Ddydd Iau, y 6ed o Hydref 2022 am 7.00 y.h.

1. PRESENNOL: Yn y Gadair - Cyng. Nigel Williams, Cynghorwyr: y Cyng. Hazel Evans, Hywel Bowen, William Davies, Don Griffiths, Philip Gibbons, Pat Thomas, Richard James, a Jeff Kedward PCSO. Clerc - Manon Thomas.

4. HEDDLU:

A. Dywedodd y Cyng. Don Griffiths bod ffenest wedi torri yn y neuadd. Awgrymodd Jeff Kedward PCSO y dylid rhoi hysbysiad ar y gwefannau cymdeithasol yn holi os oedd unrhywun yn y gymuned wedi gweld rhywbeth neu yn gwybod pwy wnaeth.

B. Dywedodd y Cadeirydd ei fod yn hapus gweld presenoldeb PCSO yn yr ardal.

C. Dywedodd Jeff Kedward PCSO y dylid anfon gohebiaeth i’r orsaf heddlu yng Nghastellnewydd Emlyn o hyn ymlaen.

D. Dywedodd Jeff Kedward PCSO bod y ‘Community Speed Watch’ yng Nghenarth wedi dod i ben gan fod mam un o’r arweinwyr wedi marw sy’n drueni. Dywedodd os gellid dod o hyd i 6 person i gymryd rhan gellid ailddechrau’r cynllun. Awgrymodd y Cyng. Philip Gibbons nad oedd pawb yn cefnogi’r cynllun felly y byddai’n anodd cael cefnogaeth. Dywedodd Jeff Kedward PCSO bod y cynllun yn nodi model a rhif adnabod y ceir. Dywedodd y Cyng. Philip Gibbons y byddai’n hapus ceisio dod o hyd i gyfranogwyr.

E. Dywedodd Jeff Kedward PCSO y byddant yn gweithio dros penwythnos rali Cilwendeg ar yr 22ain o Hydref.

A. 6.B-1/JUL21 - Diffibrylydd - Dywedodd y Cyng. Hazel Evans bod y Cyngor Sir wedi cytuno i ddarparu arwyddion. Dywedodd y Cyng. Don Griffiths y bu’n rhaid tynnu Diffibrylydd Capel Iwan allan mewn argyfwng yn ddiweddar ond ni ddefnyddiwyd y Diffibrylydd. Dywedodd y Cyng. Don Griffiths ei fod wedi gwirio i weld os oedd popeth yn iawn gyda’r Diffibrylydd wedi’r digwyddiad hwn a cadarnhaodd bod pob dim yn iawn. Diolchodd y Cadeirydd iddo.

D. 11.B-2/DEC - Giât Cefn y Neuadd - Cadarnhaodd y Cadeirydd bod y Giât bellach wedi’i hongian a diolchodd i’r Cyng. Richard James, William Davies a Don Griffiths am eu cymorth.

Dywedodd y Cadeirydd mai gwraidd y pyst sydd wedi pydru. Dywedodd y Cyng. Don Griffiths nad yw’n angenrheidiol cael ffens yno. Dywedodd y Cadeirydd ei fod wedi siarad gyda Jenny Wheeler am y peth a dywedodd bod y clawdd wedi’i dorri a’r gweddillion wedi’u gadael ar y llawr. Dywedodd y Cyng. Richard James bod hi’n well cael ffens er mwyn dangos y ‘boundary’. Dywedodd y Cyng. William Davies y byddai pyst pren yn iawn a cytunodd y Cadeirydd gan ddweud nad yw’r ffens yn dangos. Awgrymodd y Cyng. Philip Gibbons y byddai rhoi ‘sheep netting’ yn well yn yr achos hwn gan fod y pris yn swnio’n ddrud iawn o ystyried beth sydd angen mewn gwirionedd ond nad yw’n gwybod pa mor hir yw’r pyst. Dywedodd y Cyng. William Davies bod pyst trydan yno hefyd a bod angen rhoi’r pyst newydd yn yr un lle. Cytunwydd y byddai’n well cael cyfarfod gyda Simon Davies a’r Cyng. Anthony John a rhai Cynghorwyr i drafod. Y Clerc i gysylltu gyda’r Cyng. Anthony John i drefnu hyn.

O. 10.B-7/JUL Maes Picnic Cenarth - Dywedodd y Cadeirydd ei fod wedi bod lawr yn yr ardal gyda morthwyl a’i fod wedi darganfod mai coed Deri sydd yno a nododd eu bod yn edrych yn wael gan bod cymaint o fwsog a llygredd yno. Dywedodd y Cadeirydd mai dim ond glanhau’r meinciau yno sydd angen gwneud. Dywedodd y Cadeirydd byddai angen ‘pressurewasher’ a ‘generator’ hefyd ond byddai’n fwy na hapus i wneud y gwaith. Dywedodd y Cyng. Richard James bod ganddo ‘pressurewasher’ petrol. Cytunwyd y byddai’r Cadeirydd a’r Cyng. Richard James yn trefnu glanhau’r meinciau.

P. 10.C-7JUL - Mynediad Cadair Olwyn Cenarth - Dywedodd y Clerc ei bod wedi cysylltu gyda Gwynne Morris o’r Tivy Trout Association ac yn aros i glywed nôl.

Q. 10.D-7/JUL - Tirlithriad Cwm Morgan - Dywedodd y Cyng. Pat Thomas bod y darn hyn wedi bod fel hyn erioed. Dywedodd y Cyng. Philip Gibbons bod trigolion y cwm wedi codi’r mater gydag ef gan eu bod yn yrrwyr beiciau modur. Cytunwyd y byddai’r Cyng. Philip Gibbons yn anfon llun o’r darn i’r Cyng. Hazel Evans.

A. Cinio Nadolig - Dywedodd y Clerk ei bod yn aros i glywed nôl. Cynnigwyd y Clwb Rygbi yng Nghastellnewydd Emlyn a dywedodd y Clerc y byddai’n ymholi. Dywedodd y Cyng. Pat Thomas bod cinio nadolig y Lamb yn Rhos yn £33.95 yr un.

B. Gofynnodd y Cyng. Don Griffiths os bydd angen 2 rhith eleni eto ar gyfer Sul y Cofio. Cyturnwyd y bydd angen 2 rhith.

C. Dywedodd y Cadeirydd bod rhywun wedi gadael llwyth o friciau gwyn ar ochr heol Gellidywyll. Dywedodd y Cyng. Hazel Evans y byddai’n rhoi gwybod i’r Cyngor Sir am hyn.

11. SYLWADAU’R CYNGHORWYR -

A. Dywedodd y Cadeirydd bod hi’n braf gweld y Cyng. Hywel Bowen yn cymryd rhan mewn cyngerdd diweddar i godi arian at elusen gyda chȏr Clwb Rygbi Castellnewydd Emlyn.

12. CYFARFOD NESAF - Cynhelir y cyfarfod nesaf ar y 3ydd o Dachwedd. Daeth y Cyfarfod i ben am 8:05yh.

OCTOBER 2022 MEETING

Cenarth Community Council Meeting

Minutes of the meeting held at the Center, Capel Iwan on Thursday, 6th of October 2022 at 7.00 pm.

1. PRESENT: In the Chair -Cllr. Nigel Williams, Councillors: Hazel Evans, William Davies, Don Griffiths, Hywel Bowen, Philip Gibbons, Pat Thomas, Richard James and PCSO Jeff Kedward. Clerk - Manon Thomas.

2. APOLOGIES: Guto Jones, Anthony John, Meurig Thomas and Cyng. Ken Howell.

3. DECLARATIONS OF INTEREST: None

4. POLICE:

A. Cllr. Don Griffiths said that a window has been smashed in the hall. Jeff Kedward PCSO suggested that a notice should be put on social media sites asking if anyone in the community had seen something or knew who did it.

B. The Chairman said he was happy to see the presence of PCSO in the area.

C. Jeff Kedward PCSO said that correspondence should be sent to the police station n Newcastle Emlyn from now on.

D. Jeff Kedward PCSO said that the Community Speed Watch in Cenarth has come to an end as the mother of one of the leaders has died which is a shame. He said if 6 people could be found to participate the scheme could be restarted. Cllr. Philip Gibbons suggested that potentially not everyone supports the plan so it would be difficult to get participants. PCSO Jeff Kedward said the plan identified the car's model and identification number. Cllr. Philip Gibbons said that he would be happy to try to find participants.

E. Jeff Kedward PCSO said they will be working over the Cilwendeg rally weekend on the 22nd of October.

5. MINUTES: Minutes for the September 2022 Meeting were proposed by Cllr. Hywel Bowen and Seconded by Cllr. Don Griffiths

6. MATTERS ARISING FOR MINUTES:

A. 6.B-1 / JUL - Defibrillator - Cllr. Hazel Evans said that the County Council has agreed to provide signs. Cllr. Don Griffiths said recently had to take Capel Iwan's Defibrillator out in an emergency but the Defibrillator was not used. Cllr. Don Griffiths said that he checked to see if everything was fine with the Defibrillator after this incident and he confirmed that everything was fine. The Chairman thanked him.

B. 6.A-3 / MAR - CCTV - The Clerk stated that that she had chased for an update but had not heard anything.

C. 11.8-1/JUL - Kiosk Capel Iwan - Cllr. Hywel Bowen stated that each time he chases for an update, he gets the same answer and there is still no update. Cllr. Don Griffiths stated that we used to own the Kiosks on Bryn Square and Capel Iwan Square

D. 11.B-2 / DEC -Hall Back Gate - The Chairman confirmed that the gate has now been hung and thanked Cllrs Richard James, Don Griffiths and William Davies for their help.

E. 10.A-3 / MAR - Windmill ‘Thank You’ Plaque - The Clerk confirmed that she has sent the wording on to Cllr. Guto Jones.

F. 11.A-3 / MAR - Fencing Behind the Vestry - The Clerk said that she had received a message from Cllr. Anthony John with a new price for the needs of Simon Davies and this price was discussed among the Councillors. The Chairman said that the root of the posts are rotten. Cllr. Don Griffiths said that it is not necessary to have a fence there. The Chairman said that he had spoken to Jenny Wheeler about it and she said that the hedge had been trimmed and the remains had been left on the floor. Cllr. Richard James said that it is better to have a fence in order to show the boundary. Cllr. William Davies said that wooden posts would be fine and the Chairman agreed saying that the fence is not visable. Cllr. Philip Gibbons suggested that it might be better to put sheep netting in this case as the price sounds very expensive considering what is actually needed but he does not know how long the posts are. Cllr. William Davies said that there are electricity posts there too and that the new posts need to be put in the same place. It was agreed that it would be better to have a meeting with Simon Davies and Cllr. Anthony John and some Councilors to discuss. The Clerk to contact Cllr. Anthony John to organize this.

G. 11.A-7/APR - Water on the side of the road between Bwlchydomen and Bwlchcaebrith - The Clerk said that she had sent a list to Tony Williams and that he was arranging for a team to go out to investigate.

H. 11.B-7/APR - Hole in the road between Glannant and Clos Glas - The Clerk said that she had sent a list to Tony Williams and that he was arranging for a team to go out to investigate.

I. 10.A-12/MAY - Tree between the Center and Maes Gwyn - The Clerk said that she had sent a list to Tony Williams and that he was arranging for a team to go out to investigate.

J. 10.C-12/MAY - Road on Blaenpant corner - The Clerk said that she had sent a list to Tony Williams and that he was arranging for a team to go out to investigate.

K. 10.D-12/MAY - Road past Blaengwyddon - The Clerk said that she had sent a list to Tony Williams and that he was arranging for a team to go out to investigate.

L. 10.E-12/MAY - Road on Bryngolau corner - The Clerk said that she had sent a list to Tony Williams and that he was arranging for a team to go out to investigate.

M. 10..F-12/MAY - Road between Tŷ Cerrig and Brohedydd - The Clerk said that she had sent a list to Tony Williams and that he was arranging for a team to go out to investigate.

N. 10.A-7/JUL - Dolbryn Caravan Park Cars- The Clerk stated that she had sent a letter to the owners regarding a ‘STOP’ sign.

O. 10.B-7/JUL Cenarth Picnic Area - The Chairman said that he had been down in the area with a hammer and that he had discovered that there were Oak benches there and he noted that they looked bad as there was so much moss and pollution there. The Chairman said that it was necessary to clean the benches there. The Chairman said that a pressurewasher and a generator would also be needed but he would be more than happy to do the work. Cllr. Richard James said that he has a petrol pressurewasher. It was agreed that the Chairman and Cllr. Richard James would organise the cleaning of the benches.

P. 10.C-7JUL - Cenarth Wheelchair Access - The Clerk stated that she had contacted Gwynne Morris from the Tivy Trout Association regarding this and was waiting to hear back.

Q. 10.D-7/JUL - Cwm Morgan Subsidance - Cllr. Pat Thomas said that this piece has always been like this. Cllr. Philip Gibbons said that residents of Cwm Morgan raised the issue with him as they were motorcyclists. It was agreed that Cllr. Philip Gibbons would send photos of the section to Cllr. Hazel Evans.

7. CORRESPONDENCE:

B. Email 4/9 - Cllr. Anthony John regarding the fence

C. Email out 6/10 - Dolbryn Caravan Park

D. Email out 6/10 - Tony Williams regarding the potholes

F. Letter in from the YFC Chairman asking for a donation. It was agreed that the Council would support the matter once again. It was agreed that the Council would donate £200 by the Chairman and this was Seconded by Cllr. Philip Gibbons and Cllr. Hywel Bowen.

9. FINANCIAL MATTERS

The Clerk stated that the following payments were made over the past month:

10. MATTERS NEEDING DISCUSSION -

A. Christmas Dinner - The Clerk said she was waiting to hear back. The Rugby Club in Newcastle Emlyn was proposed and the Clerk said she would enquire. Cllr. Pat Thomas said that the Lamb Christmas dinner at Rhos is £33.95 each.

B. Cllr. Don Griffiths asked if we need 2 wreaths gain this year for Remembrance Day. It was agreed that 2 wreaths will be needed.

C. The Chairman said that someone had left a load of white bricks on the side of Gellidywyll Road. Cllr. Hazel Evans said that she would inform the County Council about this.

11. COUNCILORS’ COMMENTS:

A. The Chairman stated that it was good to see Cllr. Hywel Bowen taking part in a recent concert for charity with Newcastle Emlyn Rugby Club choir.

12. NEXT MEETING - The next meeting will be held on the 3rd of November. The meeting ended at 8.05pm
