Cenarth Community Council

The Council meeting was held on Thursday 7th December 2017 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present: - William Davies, Samuel Jones, Don Griffiths, Richard James, Guto Jones, Meurig Thomas, Anthony John and County Councillor Hazel Evans. Apologies received from Nigel Williams, Jeff Lewis (Illness) and Hywel Bowen (Holiday). Due to the absence of the chairman the members proposed that the vice chairman Anthony John should take the chair. PCSO Jeff Kedward was also not available.

Anthony John welcomed everyone to the meeting and asked the clerk to read the minutes of the November meeting. They were proposed as being correct by Meurig Thomas and Guto Jones.

Matters Arising

  1. Highway problems in the area: Councillor Hazel Evans stated that she had taken up all the complaints from the last meeting with Mr Tony Williams (Highways Dept). The clerk was asked to contact the department again regarding the following.
  2. Guto Jones had several complaints about the road conditions from Tanglwst village down to Cwm Morgan. There was a very bad area from Glyncoch to Troedyrhiw.
  3. Richard James stated that the entrance near Pontgarreg Farm was covered with stones and debris and the roadside gutters were blocked.
  4. Don Griffiths stated that deep pot holes had formed on the bend opposite Hendy Farm, Cenarth and no action had been taken to fill the potholes on the bend between Blaenpant and Bryngolau.He also stated that the surface water gutters from Gwynfa, Capel Iwan down to Maesgwyn were blocked and all water was running down the road. Also no action had been taken regarding the parked vehicles leading down to Pentre isaf which were making entry difficult especially in cases of emergency. The clerk was asked to write a kind letter to the garage owner asking him to move some of the offending vehicles. Don also stated that water and mud was running down the road from Bwlchcaebrith square to Rhyd Bridge. This was frozen last week.
  5. Meurig Thomas drew attention to the terrible state of the road from Blaenachddu up to Ffynnonwen - full of potholes. Clerk to contact Highways.
  6. Samuel Jones asked whether it would be possibel to carry out repair work on the road edges and gutters from Blaengwyddon Fach down to Plain road junction. It was dangerous for cars passing each other and many had slid into the deep trenches either side.
  7. It was stated by WIlliam Davies that the road surface in the Black Oak Farm area was again all broken up and the last tarmac laid had been washed away. The gutters were also blocked from the square down the road towards Tanglwst and frozen over last week. Contact Highways again.
  8. The clerk was asked again to contact Mr Nigel Powell - Footpath and Rangers Dept. regarding the licence to cut overhanging branches at St Llawddogs well area, Cenarth. Also check with Mr Arwel Price (Engineer) Street Light Dept. regarding the two lamps not working in Capel Iwan area i.e. Groesffordd and Penrheol Uchaf.
  9. Councillor Hazel Evans promised to contact the clerk when she saw the County comments on the Electoral REview before the Community Council sent in their comments.

Correspondence

  1. A letter was received from Mr Jason Lawday - Countryside Access Unit asking for further information regarding the footpath from Three Horseshoes, Cenarth down to the Rivier Teifi. The clerk had met with Jeff Lewis who had made further searches into old documents for the area and had also taken a series of photographs outlining the path and obstructions that had been erected. Members examined the data and agreed that the documents should be forwarded to Mr Jason Lawday. Members thanked Jeff for all his research work.
  2. A letter and consultation response questionnaire was recevied from NHS Wales Health Collaborative regarding the setting up of a Major Trauma Network for South and West Wales and South Powys. They wanted to know whether there was agreement to this development of establishing a major trauma network at Cardiff and a large unit at Swansea. Members agreed to the proposals and the clerk handed out consultation response questionnaires to be completed by members.
  3. A letter was received from Julia James, Secretary of Cenarth M.C. Chapel Chaired Eisteddfod 2018 asking whether the council would be willing to support the event financially this year again. It was proposed by Richard James and Samuel Jones that the Community Council would donate a sum of £150 towards the running costs.
  4. It was proposed by Don Griffiths and William Davies that the clerk should renew his membership of the Society of Local Council Clerks for 2018.
  5. A letter was recevied from Mid and West Wales Fire and Rescue Services with Community Safety News. An interesting fact was that 45 dwelling fires had 4 serious injuries and that 36% of these fires were caused by cooking and 53% of incidents occured at properties without smoke alarms. There is a free smoke alarm campaign to all residence in the community. For a free home safety check contact the Fire Service on 0800 169 1234. People should also be aware of Carbon Monoxide gas and should fit a CO Alarm and also keep the chimney swept regularly.

Planning Application Consultation:

  1. W/36449 –full planning change of use from Garden Shed to a Holiday Let at Penrhiw, Cwm Morgan for Mr Anthony Woodman - no objections.
  2. W/36523- Full planning - Agriculture Building at Pengwern Uchaf, Penrherber to Ms C A Williams - No Objections.
  3. W/36532- Building for Forestry work at Woodland, Flatwood, Cenarth - applicant Catherine Wyatt, Gelli y Gafel, Glandwr, Whitland, SA34 0YD - No objections.

Payments:

  1. Gift to Cenarth M.C. Chapel Eisteddfod 2018 sum of £150. Proposed by Richard James and Samuel Jones.
  2. Ms Jenny Wheeler - work and grass cutting at Capel Iwan greens from July to end of November 2017, weed killer and labour - sum of £183.50. Proposed payment by William Davies and Don Griffiths.
  3. Membership fees for clerk to Society of Local Council Clerks 2018 - sum of £72. Proposed by Don Griffiths and William Davies.
  4. Payment to Mrs Ann James, Bryngolau Farm for placing council minutes for December 2017 on Councils Website. Sum of £20. Proposed by Meurig Thomas and Samuel Jones.

A cheque was recevied from Windjem Power Ltd as a Community Grant with regard to the Blaenbowi Wind Farm project - Three windmills. Sum of £3000. This has been paid into Barclays Bank, Newcastle Emlyn.

Any Other Business:

  1. William Davies stated that someone had been fly-tipping in the layby on Rhiwddu, Capel Iwan. An old bed mattress and evergreen branches had been dumped there. The clerk and Councillor Hazel Evans to contact the Fly-Tipping Dept, Carmarthen.
