Cenarth Community Council

The council meeting was held on Thursday 6th July 2017 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present: - Nigel Williams (Chairman), William Davies, Samuel Jones,
Jeff Lewis, Don Griffiths, Richard James, Meurig Thomas, Anthony John. Apologies received from Guto Jones, Hywel Bowen and PCSO Jeff Kedward. Also present was County Councillor Hazel Evans.

Nigel Williams welcomed everyone to the meeting and asked the clerk to read the minutes of the June Meeting. They were proposed as being correct by William Davies and Jeff Lewis.

Matters Arising

  1. The clerk and Councillor Hazel Evans stated that no works had been carried out on the problem areas on the roads. Hazel stated that she would contact the Area Surveyor – Mr Tony Williams again and press for works to be carried out especially on the deep pot hole on Blaenpant to Bryngolau bend and the road surface from Penrheol Uchaf to Derlwyn Square. Also she would check whether Highways had sent a camera down the ditch above Gelynnen , Capel Iwan. Hazel also stated that the stretch of road near Bwlchpal, Newcastle Emlyn was going to be re-surfaced.

  2. Nigel stated that he had been in contact with Hywel Bowen regarding the laying of a concrete base for the public seat near Argoed Meadow Caravan Park, Cenarth. Nigel had been down to the site and dug out the required foundations. Hywel had promised to bring down the ballast and cement for the base fixings. Nigel would inform members when the work would start.

  3. The clerk read a letter and showed maps he had received from the Carmarthenshire County Council -Public Rights of Way Dept. regarding the footpath from the 3 Horseshoes Inn in Cenarth down to the River Teifi. The maps did show a footpath which had not been registered in the past.Forms had been enclosed to register a footpath - the Community Council would have to provide witnesses and statements that the path had been used by the public. Members discussed the issue and proposed that Councillor Jeff Lewis should take charge of the documents and research into the required data.

  4. The clerk stated that he,Jeff and William had been down to St. Llawddogs Well area in Cenarth to assess what was required to be done to rotten overhanging branches on a tree near the well. It was agreed that several branches needed to be cut down or if they were blown down by storm conditions the well structure and picnic tables would be damaged. They also were a risk to the public. The clerk had contacted the Supervisor of the Mynediad Cefn Gwlad team – Mr Nigel Powell who looked after Public Rights of Way and footpaths and explained the problem we faced. Nigel stated that as Cenarth was a S.S.I. he would have to obtain a special licence before cutting down any trees. He also asked the Community Council to send him a letter of request for the work that needed to be done. Members agreed that the clerk should send a letter of request to Mr Nigel Powell.

  5. The clerk stated that he had been in contact with Mr Arwel Price (Engineer) with the Street Lighting Department regarding the two street lights near Penrheol Uchaf and Merlin’s Lair, Capel Iwan which were not working since SWALEC and BT Openreach had carried out Broadband Connection work near the site. The Merlin’s Lair lamp was now working but the Penrheol Uchaf one was still not working. The clerk was asked to contact the Street Scene Dept. – Tostre once again and also make further enquiries regarding the lamp at Groesffordd, Capel Iwan which had been disconnected. The clerk also stated that he had received a complaint from the residents at No 1 Bro Hendy, Capel Iwan stating that the light from the street lamp outside their house was shining into their bedroom. The clerk was asked to mention the fact to the street Lighting Dept. and maybe have a defector plate fitted on the lamp.

Correspondence:

  1. A letter received from Carmarthenshire County Council stating that a Waste and Tyre Amnesty was being held at Newcastle Emlyn Mart Car Park on Thursday, July 27th from 8 a.m. to 1 p.m. Only 4 car tyres per household accepted – Carmarthenshire residents only – proof of address required.

  2. Carmarthenshire Area Committee was held on Tuesday – 20th June at 7:00 p.m. at Cawdor Hall, Newcastle Emlyn – Chairman Nigel Williams attended - Nigel stated a good meeting was held.

  3. A letter was received from Urdd Gobaith Cymru East and West Carmarthenshire area which has a membership of over 5,900 and is the highest in Wales and is an exciting and dynamic charity for children and young people and offers different activities to everyone. The Council agreed to send a donation to the movement to help to ensure great opportunities for children and young people in the area.

  4. The clerk handed out booklets from Hywel Dda University Health Board asking members to fill Questionnaires on Transforming Clinical Services and also “Help us to connect Adult Mental Services with Local People”.

Planning:

  1. W/35758- Proposed erection of an extension to an existing agriculture building at Brynteg, Penrherber, Newcastle Emlyn for Mr & Mrs Louise and Mike Harrison. The council had no objection.

Any Other Matters:

  1. Councillor Hazel Evans stated that she had been approached by residents near Ty Cerrig, Capel Iwan asking whether improvements could be done to the triangular area at the fork junction. The original grass area had been destroyed by the Water Board contractors. Members asked Hazel to check with the Highways Dept. to ask them for their opinions for restoration.

  2. Council Hazel Evans stated that questions had been asked about the usage of Argoed Coach Park Public Conveniences. Local members stated that a lot of visitors and tourists and coaches used the facility during the summer months. The Carmarthenshire County Council were thinking of closing it during winter months.

  3. The clerk stated that he had been asked by residents of Tanglwst village whether it would be possible to have a litter bin placed outside the Bro Gelli housing estate. Councillor Hazel Evans stated that she would approach the council authorities with the request.

The meeting ended at 9:00 p.m. Next meeting Thursday 7th September 2017 at 7.00 p.m. at y Ganolfan, Capel Iwan
