Dyweodd y Cadeirydd y byddai ef, a’r Cyng. Don Griffiths, y Cyng. Anthony John a Simon Davies ddydd Sul am 10yb i drefnu’r ffordd ymlaen. Dywedodd y Cadeirydd, o ran pyst Cop, byddai angen tua 20 postyn a byddant yn para tua 15 mlynedd a’r pris byddai £89.80 a byddai pris ffens stoc yn £59.20 sy’n gyfanswm o £149 gan gynnwys TAW. Dywedodd y Cyng. Hywel Bowen ei fod wedi cael pris wrth Melingoed hefyd am 18 postyn am £289 (£48 + TAW yr un). Dywedodd y Cadeirydd y gellid ail-hawlio’r TAW. Dywedodd y Cyng. Meurig Thomas y byddai angen ffermwr i helpu os bydd y ffens stoc yn cael ei ddewis gan y byddai Simon Davies methu gwneud hyn. Dywedodd y Cyng. William Davies na fyddai angen weiren. Disgwyl dyddiad ond pa ddyddiad yw ffefryn pawb? Angen gwybod faint o bobl fydd yn mynychu a'r archeb. Dywedwyd bod Lwfans y Cadeirydd ar gael a bod y gwragedd neu'r '+1s' am ddim.

H. Cyfyngiad Cyflymder - Dywedodd y Cyng Hazel Evans fod cyfyngiad cyflymder o 20mya yn mynd i ddod yn lle'r mwyafrif o ardaloedd 30mya yn Sir Gaerfyrddin ac yn benodol yng Nghenarth, Capel Iwan a Chwm Cych. Dywedodd y Cyng. Dywedodd Pat Thomas y dylai beicwyr orfod dilyn y cyfyngiadau cyflymder.

I. Blwch Post Tŷ Cerrig - Dywedodd y Cyng Meurig Thomas fod blwch post Tŷ Cerrig wedi diflannu. Dywedodd y Cyng Philip Gibbons fod y Post Brenhinol yn symud blychau post mewn ardaloedd gwledig o ganlyniad i'r pwysau ac y gallai hynny fod yn gysylltiedig â'r mater hwn.

J. ‘Manhole’ tu allan i’r fynwent - Dywedodd y Cyng Richard James fod Geraint Bodiwan wedi cysylltu ag ef gan fod y ‘manhole’ yn llenwi gyda cherrig o'r fynwent.

K. Llifogydd y Neuadd - Dywedodd y Cyng Pat Thomas fod ardaloedd o'r neuadd a'r toiledau wedi dioddef llifogydd yn ddiweddar.

11. SYLWADAU CYNGHORWYR -

A. Dywedodd y Cyng Pat Thomas bod Bore Coffi Macmillan Merched y Wawr Capel Iwan wedi codi £900.

B. Cydymdeimlodd y Cadeirydd yn ddwys â theulu'r Cyng. Guto Jones a'i deulu wedi marwolaeth y cyn-gynghorydd Melfydd Jones. Dywedodd y Cadeirydd ei bod wedi bod yn bleser gwrando ar hanes yr ardal a’i hanesion dros y blynyddoedd a diolchodd iddo am ei waith i’r gymuned, gan gynnwys cael plac coffa ar gyfer sgwâr Capel Iwan.

NOVEMBER 2022 MEETING

Cenarth Community Council Meeting

Minutes of the meeting held at the Center, Capel Iwan on Thursday, 3rd of November 2022 at 7.00 pm.

1. PRESENT: In the Chair -Cllr. Nigel Williams, Councillors: Hazel Evans, William Davies, Don Griffiths, Hywel Bowen, Philip Gibbons, Pat Thomas, Richard James, Meurig Thomas and PCSO Jeff Kedward. Clerk - Manon Thomas.

2. APOLOGIES: Guto Jones, Anthony John and Cyng. Ken Howell.

3. DECLARATIONS OF INTEREST: None

4. POLICE:

A. Jeff Kedward PCSO said that the Cilwendeg Rally had been a successful one and that many people had been in Newcastle Emlyn and no damage had been done.

B. Cllr Don Griffiths said that the window in the hall that had been broken had been repaired and replaced.

C. Jeff Kedward PCSO said Newcastle Emlyn will be busy on Saturday night, the 5th with the fireworks. He also said that the Cardigan Music Festival was being held at the same time.

5. MINUTES: Minutes for the October 2022 Meeting were proposed by Cllr. Philip Gibbons and Seconded by Cllr. Don Griffiths

6. MATTERS ARISING FOR MINUTES:

A. 6.B-1 / JUL - Defibrillator - Cllr Philip Gibbons said that there were no signs up in Cwm Morgan. Cllr Hazel Evans said that she would send a message to the County Council.

B. 6.A-3/MAR - CCTV - The Clerk said she had inquired about an update but had not heard anything yet.

C. 11.8-1/JUL21 - Capel Iwan Kiosk - Cllr. Hywel Bowen said said he would contact the County Council to see if anyone has been appointed to replace Nia Stokes.

D. 10.A-3/MAR - Winjen Thank You Plaque - The Clerk said she had forwarded the wording to Cllr. Guto Jones.

E. 11.A-3 / MAR - Fencing Behind the Vestry - The Chairman said that this was a more sensitive issue and that everyone's opinion was important. The Chairman said that he had visited Newcastle Emlyn Cop about a price. The Chairman said that he, and Cllr. Don Griffiths, Cllr. Anthony John and Simon Davies were meeting on Sunday at 10am to organize the way forward. The Chairman said that in terms of Cop posts, around 20 posts would be needed and they would last around 15 years and the price would be £89.80 and the price of a stock fence would be £59.20 which is a total of £149 including VAT. Cllr Hywel Bowen said that he also got a price from Melingoed for 18 posts for £289 (£48 + VAT each). The Chairman said that the VAT could be reclaimed. Cllr Meurig Thomas said that a farmer would be needed to help if the stock fence is chosen as Simon Davies would not be able to do this. Cllr William Davies said that there would be no need for a wire. Cllr Don Griffiths said that nobody sees the fence but that it is important to have something to show the boundary. The Chairman said that plastic lasts forever but is more expensive. Cllr William Davies said that the fence does not show. Cllr Hywel Bowen said that fair play should be given to Cllr. Anthony John as there has been an obvious misunderstanding between Simon Davies and him, as there is no need for 40 posts by any means. The Chairman said that an old decision was needed. Cllr Philip Gibbons said that posts still need to be put in and possibly wire will be needed. Cllr Hywel Bowen said that the D-Rails could be reused so there would be no need to use wire. Cllr Meurig Thomas proposed that Cop posts and the D-Rails that are already there should be used. Cllr Hywel Bowen said that Cop's posts are fencing posts while Melingoed's posts have already been treated. Cllr William Davies said who did not believe there was concrete there at the moment. Cllr Meurig Thomas said that there is going to be more work with Melingoed posts. Cllr Willaim Davies and Don Griffiths said that there are a lot of electric wires there so as long as the posts are put back in the same place, there will be no problem. Cllr said. Hywel Bowen that the posts must go back to the same place or the D-Rails won't fit. Cllr Hywel Bowen said that Cllr. Anthony John should have fair play as he has given a price for 40 posts and he should have his opinion about Melingoed posts. Cllr William Davies said the price for the labor should be the same.

F. 11.A-7/APR - Water on the side of the road between Bwlchydomen and Bwlchcaebrith - No Update - Cllr. Hazel Evans said that Tony Williams from the County Council is currently on holiday.

G. 11.B-7/APR - Hole in the road between Glannant and Clos Glas - No Update - Cllr. Hazel Evans said that Tony Williams from the County Council is currently on holiday.

H. 10.A-12/MAY - Tree between the Center and Maes Gwyn - It was said that Cllr. Guto jones and Richard James have previously been prevented from doing anything to the tree and we should wait to speak with Cllr. Guto Jones about it.

I. 10.C-12/MAY - Road on Blaenpant corner - No Update - Cllr. Hazel Evans said that Tony Williams from the County Council is currently on holiday.

J. 10.D-12/MAY - Road past Blaengwyddon - No Update - Cllr. Hazel Evans said that Tony Williams from the County Council is currently on holiday.

K. 10.E-12/MAY - Road on Bryngolau corner - No Update - Cllr. Hazel Evans said that Tony Williams from the County Council is currently on holiday.

L. 10..F-12/MAY - Road between Tŷ Cerrig and Brohedydd - No Update - Cllr. Hazel Evans said that Tony Williams from the County Council is currently on holiday.

M. 10.A-7/JUL - Dolbryn Caravan Park Cars- The Clerk stated that she had sent a letter to the owners regarding a ‘STOP’ sign.

N. 10.B-7/JUL Cenarth Picnic Area - The Chairman said that the County Council had pulled out the posts and cut back towards the fence. Cllr Richard James said that he would do some work here before Christmas. The Chairman said that he had a water pump and a generator.

O. 10.C-7JUL - Cenarth Wheelchair Access - Cllr. Hazel Evans said that the Tivy Trout are responsible. The Chairman said that the river was rising over the wheelchair path and that the path needed to be widened and pressurewashed.

P. 10.D-7/JUL - Cwm Morgan Landslide - Cllr. Philip Gibbons said that he tried to take pictures but as there were so many leaves there, it didn't look as bad as it did 3 years ago but it was still uneven. He said it is not an urgent matter but that his neighbours who drive motorbikes are concerned.

Q. 10.C-6/OCT - Gellidywyll Bricks - Cllr. Hazel Evans said that she will ask to meet with Chris Edwards from the County Council on the site.

7. CORRESPONDENCE:

R. Email 7/10 - Dolbryn owners agreeing to buy a 'STOP' sign.

S. A letter of thanks from Cerebral Palsy Wales for the contribution.

10. MATTERS NEEDING DISCUSSION -

A. Christmas dinner - The Clerk said that she had spoken to Nerys from the Rugby Club and that she had sent a menu from her. £21.50 for 2 courses and £26.50 for 3 courses. A deposit of £10 per person will be required. Awaiting confirmation of date but which date is everyone's favourite? Need to know how many people will be attending and the order. It was said that the Chairman's Allowance was available and that the wives or the '+1s' were free.

B. Remembrance Sunday Wreaths- Cllr Don Griffiths said that there is a service in Cenarth this year at 9:15 and that one wreath is to be given in Capel Iwan and then they will go down to Cenarth by 11am. Cllr Don Griffiths said also that the monument is in bad condition in Cenarth. The Chairman said he would be happy to go and clean it before Remembrance Sunday. It was agreed that some of the Councilors would meet at 10am on Tuesday to do this. Cllr Philip Gibbons said that he has a tonne bag of slate if needed.

C. Road between Penrheol Isaf and Derlwyn - Cllr Don Griffiths said that the road from Penrheol Isaf to Derlwyn is bad.

D. Electric Wires Penrheol Isaf and Derlwyn - Cllr Don Griffiths said that the trees between Penrheol Isaf and Derlwyn are leaning on the electric wires and that they are dangerous.

E. Roadside Erosion between Penrheol Isaf and Derlwyn - Cllr Meurig Thomas said that there is roadside erosion between Penrheol Isaf and Derlwyn as a result of the trees.

F. Committee for Llandovery Eisteddfod - Cllr Hazel Evans said that the Urdd Eisteddfod organizer for Llandovery wanted to create a committee in the area to raise money and that Cllr Hazel Evans has raffle tickets to be sold towards the cause.

G. Cenarth Bridge Tree - Cllr Hazel Evans said that the large tree on the underside of the bridge in Cenarth in the area where farmers used to dip sheep which has become dangerous and that it is necessary to contact Natural Resources Wales about the matter. The Clerk to do this.

H. Speed Limits - Cllr Hazel Evans said that a speed limit of 20mph is going to come to in the place of the majority of 30mph areas in Carmarthenshire and specifically in Cenarth, Capel Iwan and Cwm Cych. Cllr. Pat Thomas stated that cyclists should have to follow the speed limits.

I. Tŷ Cerrig Post Box - Cllr Meurig Thomas said that the Tŷ Cerrig post box has disappeared. Cllr Philip Gibbons said that the Royal Mail is moving post boxes in rural areas as a result of the pressure and that could be linked to this issue.

J. Manhole outside Cemetery - Cllr Richard James said that Geraint Bodiwan contacted him as the manhole was filling up with stones from the cemetery.

K. Flooding around Hall - Cllr Pat Thomas said that areas of the hall and toilets have flooded recently.

11. COUNCILLORS’ COMMENTS -

A. Cllr Pat Thomas rthat Bore Coffi Macmillan Merched y Wawr Capel Iwan raised £900.

B. The Chairman sent his deepest condolences to the family of Cllr. Guto Jones and his family after the death of former councilor Melfydd Jones. The Chairman said that it had been a pleasure to listen to the history of the area and its stories over the years and thanked him for his work to the community, including getting a commemorative plaque for Capel Iwan square.

12. NEXT MEETING - The next meeting will be held on the 1st of December. The Meeting ended at 8:10pm.
