Dywedodd y Cyng. Anthony John bod hwn yn hollol warthus bod datblygwyr yn yr ardal yn gwneud ceisiadau cynllunio a mynd y ffordd iawn i gael caniatâd a talu am y rheoliadau cywir a bod y bobl yma’n dod mewn a cael caniatâd am ddim heb orfod dilyn y broses cywir. Dywedodd bod angen i RHodri Griffiths ddod allan i gael cyfarfod ac i esbonio ei hun. Dywedodd ei fod yn gweithio i ddatblygwr sy’n cyflogi 50 o ddynion sy’n methu cael caniatâd. Cytunwyd byddai’r Clerc yn anfon llythyr o gwyn i Rhodri Griffiths o’r Cyngor Sir. Dywedodd y Cadeirydd hefyd bod rhywun wedi palu lle i barcio mewn man arall ar heol Gellidywyll. 

7. GOHEBIAETH:

- Cerebral Palsy Cymru yn gofyn am gyfraniad - cytunwyd y dylid cyfrannu yr un faint â llynedd. Cynnigodd y Cyng. Philip Gibbons £200 ac eiliwyd gan y Cyng. Nigel Williams.

8. CYNLLUNIO:

10. MATERION ANGEN TRAFODAETH - 

  • Audit & Standing Order - Cafodd y dogfennau eu cadarnhau gan y Cyngor. 
  • Dywedodd y Cyng Nigel Williams bod o amgylch y Senetaff yng Nghenarth yn warthus. Dywedodd y Cadeirydd bod y fynwent wedi’i drashio ond maent yn cael eu cadw ar wahân. Dywedodd y Cyng. Nigel Williams nad oes ots ganddo fynd lawr i strimio. 
  • Dywedodd y Cyng. Richard James ei fod wedi cael cwyn gan drigolion y pentref am rhyw sportscar yn mynd lan trwy’r pentref  yn gyflym a swnllyd. 
  • Dywedodd y Cadeirydd ei fod wedi cael galwad gan Bob Maesiwan yn dweud bod plant yn chwarae rownd y capel, yn y fynwent a’n taflu pethau o amgylch a’n creu hafoc. Dywedodd y Cyng. Hazel Evans bod Jeff Kedward PCSO yn ymwybodol o hyn. Dywedodd nad oes modd gwneud dim os nad ydynt yn torri unrhywbeth gan bod Jenny Wheeler wedi siarad gydag ef yn barod. Dywedwyd nad yw’n neis eu bod nhw’n chwarae yn y fynwent. Dywedwyd bod y plant yn rhoi ‘cheek’ nôl. Dywedodd y Cyng. Philip Gibbons bod angen parchu’r capel.
  • Dywedodd y Cyng. Richard James bod Emyr Gilweinydd wedi dweud bod Dŵr Cymru wedi mynd â darn o’r clawdd i ffwrdd ond heb ei ddychweld. Dywedodd y Cyng. Pat Thomas bod pridd taclus wedi’i rhoi nôl yno nawr.

Cenarth Community Council Meeting

Minutes of the meeting held at the Center, Capel Iwan on Thursday, 11th of July 2024 at 7pm.

PRESENT: In the Chair -Cllr. Hywel Bowen, Cynghorwyr: Don Griffiths, Cyng. Hazel Evans, Pat Thomas, William Davies, Meurig Thomas, Nigel Williams, Richard James, Helen Williams, Anthony John, Cllr. Ken Howell, and Philip Gibbons. Clerk - Manon Thomas. 

APOLOGIES: Leah Jones PCSO and Jeff Kedward PCSO
DECLARATIONS OF INTEREST: None
POLICE: None

5. MINUTES:  Minutes for the June 2024 meeting were proposed by Cllr. Don Griffiths and Seconded by Cllr. William Davies. 

6. MATTERS ARISING FOR MINUTES:

6.B-1 / JUL - Defibrillator - The Clerk stated that she had contacted the fire station in NCE and that Meirion Edwards had said that he would confirm a date the following day.
10.F-12/MAY - Road between Tŷ Cerrig and Brohedydd - Cllr. Richard James stated that the County Council had been out. Cllr. Meurig Thomas stated that Blaenpant turning is bad. Cllr. Don Griffiths stated that Bwlchcaebrith was bad. The Chairman stated that the road by Blaengwyddon is bad also. 
10.A-4/NOV - Penrheol Isaf Road to Derlwyn - No update.
10.A-1/JUN - Pothole on Hendy turning -No update.
10.A-11/JAN - Panteg Salt Box - Cllr. Pat Thomas stated that this hasn’t been replaced yet. 
10.A-1/FEB - Water on Bryngolau turn - Cllr. Richard James stated that this was worse. 
10.B-1/FEB - Maesgwyn Tree - The Clerk said that Paul Toft was supposed to have cut the trees on the 12th of June. Cllr Richard James said that the top is not done. Cllr Don Griffiths said that he was not going to cut the top as there were electric wires there. Cllr Richard James said that the man from Swalec said there was no problem turning the electricity off for 3 hours. Cllr. Nigel Williams said that Paul Toft had said that our side is safe now but the problem is the other side. The Chairman said it was now safe to reopen the playing field. Cllr Nigel Williams said that he was not happy with the fact that the whole tree had not been cut. Cllr Philip Gibbons said that if the owner of Maesgwyn does not cut the tree, then this is not our problem.
10.A-4/APR - Road Passing Bryn - Cllr. Don Griffiths stated that some tarmac had been put there. 
10.B-9/MAY - Tarmac at back of the Hall - It was said that chippings need to be put down and the area made bigger. It was agreed that this should be discussed after the trees have been cut. Cllr Philip Gibbons said he did not see the advantage of tarmacing the are as it is costly. Cllr Anthony John stated that you don't have to put tarmac down, just make the area bigger. It was suggested that the best way to extend it would be to go over towards the Chestnut tree. Cllr Don Griffiths said that the walking club form NCE have been informed that there is no longer a right to park in the school yard. Cllr Don Griffiths said that when we lose the yard the car park will have to be extended. Cllrs. Hazel Evans and Ken Howell stated that there would be no need to obtain planning permission if there is no excavating work taking place. Cllr Meurig Thomas asked how many spaces to park cars would be needed. Cllr William Davies said that we need space for at least 50 cars. Cllr Helen Williams stated that we need to remember the playground and the 'see-saw'. The Chairman suggested that a small group should meet in order to discuss the matter and mark the field out. Cllr William Davies said that there is quite a bit of top soil there so it will need quite a bit to cover it. Cllr Philip Gibbons said that it is necessary to know how many parking spaces are required, if the parking site is of sufficient size for each car, if planning permission is required etc. The Chairman said that there is not much space there as the Council does not want to interfere with the playing field. Cllr Philip Gibbons stated that there are rules regarding the size of parking locations. The Chairman said that it is not going to be a car park with tarmac and paint. Cllr Philip Gibbons suggested parking on the pasture. The Chairman said that there is no guarantee that the weather is going to be good enough to enable cars to park there. Cllr Philip Gibbons asked how often do 50 cars need parking space. Cllr. Helen Williams said that the YFC's Coffee Night takes place every October and Cllr. Pat Thomas that the Clwb Cymraeg is holding a concert in September etc. He also said that there is a parking space in front of the hall as well. Cllr. Anthony John said that we need to make the most of the space we have. Cllr Nigel Williams asked if planning permission is required. Cllr. Hazel Evans said only if there is excavation work taking place. Cllr Anthony John said that the topsoil will have to be raised. He suggested that Geraint Davies should be asked for a price for the work. Cllr. Philip Gibbons said that paving slabs could be used to enable parking on the pasture as it used to be in Llandudoch.
10.E-9/MAY - Heol o Gwm Morgan i Glyncoch - Cllr. Philip Gibbons stated that nothing has been done here.
10.I-9/MAY - Flatwood Visit - Cllr Hazel Evans said that there was very bad news in that development has been granted planning permission for change of use for residential dwelling. Cllr Hazel Evans and Cllr. Ken Howell said that this is very bad. Cllr Philip Gibbons said that a complaint should be made about this. It was said that the permission was given through delegated power'. Cllr Hazel Evans said that this is disgraceful that we have not been informed especially as it is 'one planet development'. Cllr Ken Howell said that they also keep horses and pigs there and that there is a chimney there even though there is no right to cut the land with 'one planet development'. Cllr Nigel Williams said that they have destroyed the place and cut down many trees. Cllr Ken Howell said that more trees will be cut there. The Chairman said that there is no sense that this happened in the first place. Cllr Hazel Evans said that the fact that they have been given permission in this way and that young people in the ward cannot get planning permission to build a house and that people are moving into the area and destroying the place, it is disgraceful. Cllr Anthony John said that this is absolutely disgraceful that developers in the area make planning applications and go the right way to get permission and pay for the correct regulations and that these people come in and get permission for free without having to follow the correct process . He said that Rhodri Griffiths needed to come out to have a meeting and to explain himself. He said he works for a developer who employs 50 men who can't get permission. It was agreed that the Clerk would send a letter of complaint to Rhodri Griffiths from the County Council. The Chairman also said that someone had dug up a parking space elsewhere on Gellidywyll Road.

7. CORRESPONDENCE: 

- Cerebral Palsy Cymru asking for a donation - it was agreed that the Council should donate the same as last year. Cllr. Philip Gibbons suggested £200 and this was seconded by Cllr. Nigel WIlliams. 

8. PLANNING:

PL/07868 - Non Material Amendment - Non-Material Amendment to Conditions 10 and 14 on W/37854 (amend occupancy timescales and amend wording of condition to allow formal discharge) - Penlan Holiday Village, Cenarth - It was stated that this was to extend the time occupeants are allowed to live there. Cllr. PHilip Gibbons stated that it looks like they want to live there for 365 days.

10. MATTERS NEEDING DISCUSSION 

  • Audit & Standing Order - The documents were confirmed by the Council.
  • Cllr Nigel Williams said that around the Senetaff in Cenarth was disgraceful. The Chairman said that the cemetery had been trashed but they were kept separate. Cllr Nigel Williams said he didn’t mind going down to strim.
  • Cllr Richard James said that he had received a complaint from the residents of the village about a sportscar going up through the village fast and noisy.
  • The Chairman said that he had received a call from Bob Maesiwan saying that children were playing around the chapel, in the cemetery and were throwing things around and creating havoc. Cllr. Hazel Evans stated that Jeff Kedward PCSO is aware of this. He said that nothing can be done if they don't break anything as Jenny Wheeler has already spoken to him. It was said that it is not nice that they play in the cemetery. It was said that the children give cheek back. Cllr Philip Gibbons said that the chapel needs to be respected.
  • Cllr Richard James said that Emyr Gilweinydd said that Dŵr Cymru had taken a piece of the bank away but not returned it. Cllr Pat Thomas said that tidy soil has been put back there now.

11. COUNCILLORS’ COMMENTS - 

  • The Chairman congratulated the Clerk on her marriage. 
  • Cllr. Meurig Thomas stated that the County Council had done a good job with the trashing this year. 

12. NEXT MEETING - The next meeting will be held on the 5th of September. The meeting was closed at 8.05pm.
