Minutes of the Annual General Meeting of Cenarth Community Council
Minutes of the Annual General Meeting held at the Centre, Capel Iwan on Thursday, the 9th of May 2024 at 7.00 p.m.
1. PRESENT: In the Chair - Cllr. Richard James, Councillors: Cllr. Hazel Evans, Cllr. Ken Howell, Meurig Thomas, Hywel Bowen, Nigel Williams, William Davies, Don Griffiths, Pat Thomas, Helen Williams a Philip Gibbons. Clark - Manon Thomas.
2. APOLOGIES: Jeff Kedward PCSO and Shannon Sinnott PCSO.
3. ELECTION OF A NEW CHAIRMAN:
It was agreed that the vice Chairman, Hywel Bowen would be appointed. This was suggested by Cllr. Don Griffiths, and seconded by Cllr. Pat Thomas.
4. ELECT A NEW VICE CHAIRMAN:
Several names were mentioned but Cllr. Philip Gibbons suggested Cllr. Pat Thomas’ name and this was seconded by Cllr. Don Griffiths.
5. DECIDING ON THE DATES AND TIMES OF THE ANNUAL MEETINGS:
It was agreed that the same procedure would remain, namely that future meetings will be held every first Thursday of the month at 7pm in the centre, Capel Iwan apart from in August.
6. EXPENDITURE AND BUDGET:
No change.
7. SALARY OF THE CLERK:
No change.
8. MATTERS REQUIRING CONSIDERATION:
The Chairman, Richard James thanked the Councillors for all the help he’d recieved and thanked the Clark for her support, in particular he also thanked Cllr. Hazel Evans and Cllr Ken Howell and thanked Llinos for her translation services over the year, before stepping down and wishing the new Chairman, Hywel Bowen good luck.

Cenarth Community Council Meeting
Minutes of the meeting held at the Center, Capel Iwan on Thursday, 9th of May 2024 at 7.10pm.
1. PRESENT: In the Chair -Cllr. Hywel Bowen, Cynghorwyr: Richard James, Don Griffiths, Cyng. Hazel Evans, Pat Thomas, Nigel Williams, William Davies, Meurig Thomas, Cyng. Ken Howell, Anthony John, Philip Gibbons a Helen Williams. Clerk - Manon Thomas.

3. DECLARATIONS OF INTEREST: None
4. POLICE: None
5. MINUTES: Minutes for the March 2024 meeting were proposed by Cllr. Don Griffiths and Seconded by Cllr. Nigel Williams.
6. MATTERS ARISING FOR MINUTES:
A. 6.B-1 / JUL - Defibrillator - The Clerk stated that she had contacted St Johns and they had sent a list of potential dates and she was still waiting to hear back from them. She stated that she had chased several times. Cllr. Pat Thomas stated that
someone was coming to the Catholic Church Hall soon to do so. Cllr. Don Griffiths asked whether the fire station could do so
and it was suggested that the Clerk should contact them.

C. 10.A-4/NOV - Penrheol Isaf Road to Derlwyn - No update.
D. 10.A-1/JUN - Pothole on Hendy turning -No update. The Chairman stated that this was very bad.
E. 10.A-2/NOV - Cenarth Interpretation Panels - Cllr. Hazel Evans stated that the large sign looked good now. Cllr. Nigel
Williams stated that the red writing is difficult to read. Cllr. Nigel Williams also stated that he would be happy to help once the
large sign came in.
F. 10.A-11/JAN - Panteg Salt Box - Cllr. Hazel Evans stated that she had recieved confirmation that this would be done soon.
G. 10.B-11/JAN - Clawddcoch Gutters - No update.
H. 10.A-1/FEB - Water on Bryngolau turn - No update.
I. 10.B-1/FEB - Maesgwyn Tree - Cllr. Nigel Williams stated that Paul Toft had sent an email to the Clerk, however the Clerk
stated that she hadn’t recieved an email. Cllr. Richard James stated that there are multiple trees there so there’s plenty of work there. It was agreed that a sign should be placed on the gate stating ‘no entry’ until the trees have been cut.

7. CORRESPONDENCE:

• What would be the price of using the field behind the hall? - Cllr. William Davies stated that there is no price but that
permission needs to be requested if anyone wishes to carry out an activity there in case someone else has arranged to use it.
Cllr. Philip Gibbons said that we should not be discussing this point as the trees are dangerous - if the trees fell there could
be trouble. Cllr Pat Thomas said that potted sports have been arranged for the middle of next month. Cllr Anthony John said
that he agrees with the argument of Cllr. Philip Gibbons. The Chairman suggested that a booking system for the hall is
needed in case several people want to use the field at the same time. Cllr Meurig Thomas said that pressure needs to be put
on Paul Toft to come and cut the tree before the 14th of June. Cllr. Philip Gibbons asked if it is possible to put a rope to
prevent people from going near the trees. The Chairman said that it was necessary to prevent people from going onto the
field immediately until Paul Toft had a chance to cut the tree.
• What does the insurance policy on the field cover? - General insurance for local councils.
• Can the residents of the village use the field? - It was said that there is no problem for local residents to use the field.
• She understands that the field was given to the village by a woman who used to let the school use it. If this information is
correct, she assumes there would be no problem letting the residents of the village use the field? Cllr. William Davies said that
Mrs Harries owned the field but that the Council had bought the field from her.
• A suggestion has been made to buy a bench with a plaque to acknowledge the generous donation of the field for the use of the residents of the village. Cllr. Philip Gibbons suggested that it should be checked if the family would be happy to give a plaque because some want to remain annonumous.
• She also notes that 'Capel Iwan Village Events' is in the process of becoming a 'constituted' body as a community group with
a committee so they can take out their own insurance to use the field. No problem with this.
• She also wants to attend a meeting - the Clerk has explained that there is no problem coming to the meetings but if she
wants to raise a point, the Council's permission will have to be obtained in advance. It will also be necessary to inform the
Clerk in order to organize translation equipment.

10. MATTERS NEEDING DISCUSSION
A. Cllr. Don Griffiths said that the area near Blaenpant is bad.
B. Cllr. Meurig Thomas said that the road from Bwlchcaebrith to Penrherber is still very bad.
C. Cllr. Richard James stated that Ben, Beacon Stoves wants to use the field to host a cricket club.
D. Cllr. Helen Williams asked about the balance in the accounts and Cllrs. Pat Thomas and Anthony John suggested to put
tarmac at the back of the hall and light outside. Cllr. Anthony John said that the owner of the school could put up a fence any
day. Cllr. William Davies said that the right of way path is 14 feet but the entrance would have to be shared. Cllr. Don Griffiths
said that there is already a light at the back of the hall. Cllr Anthony John said that this needs to be considered now and that
there is a risk that the field would become smaller. Cllr. Philip Gibbons said that he owner of the school is in a strong position.
Cllr Ken Howell said that planning permission is required to put down tarmac. Cllr. Anthony John said that we would need to
instruct an architect. Cllr. Richard James said that it is necessary to consider what to do in terms of the toilets because it will have to go around it. Cllr. Ken Howell said. that the best thing to do would be to send an email to the Council to have a pre-planning meeting. Cllr. Philip Gibbons asked if the hall has 'capacity' as the car park would be linked to that.
E. Cllr Philip Gibbons said that the road from Cwm Morgan to Glynchoch - some people had arranged deliveries but could not
be delivered.
F. Cllr Hazel Evans said that there were 2 large holes near Porthyrhyd as a result of the water.
11. COUNCILLORS’ COMMENTS -
G. Cllr Hywel Bowen thanked the former Chairman, Richard James for his work over the past year.
H. Cllr Hazel Evans said that the County's ‘bwch bas y wlad’ officially launches next Wednesday. Cllr Hazel Evans said that they only have 9 months of funding so 'use it or lose it'
I. Cllr Nigel Williams said that it is necessary to carry out a 'site visit' to Flatwood, Cenarth as the situation is 'disgraceful' and
that so many trees have been cut there you can almost see the road. Cllr. Ken Howell said that it is a condition of the planning
permission that they must make a profit of £5,000 over 5 years. Cllr Hazel Evans said that they were furious that he had been
given permission and said Cllr. Ken Howell that it is disgraceful as they are building there but no one from the County Council
goes out to see what is happening there. It was suggested that it was necessary to contact the County Council for an update
on the situation there. Cllr. Nigel Williams proposed that a 'site visit' was needed and this was seconded by Cllr. Anthony
John.
