February 2014 Meeting

The February meeting of the Council  was held on the 6th  February 2014  at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.

 

Members Present:

Richard James (Chair), William Davies, Hugh Thomas, Don Griffiths, Samuel Jones,  Nigel Williams, Chris Thomas, Jeff Lewis, Guto Jones and  PCSO Gareth Augustus from Newcastle Emlyn Police Station. Apologies were received from Cyng. Sir  Hazel Evans and Hywel Bowen.

The chairman Richard James welcomed everyone to the meeting and asked the police whether there was anything to report. Gareth stated that all had been quiet during the last month. However Guto Jones reported that he and Lloyd Williams – Black Oak Farm had gone to investigate lamps seen in the fields below the Windmill Site at Blaenbowi. This occurred on the night of  January 4th. He and Lloyd had caught up with two men who had dogs and lamps with them. When questioned they stated they were after rabbits and came from the Carmarthen area. Guto had noted the car registration number  - a blue Vauxhall model. They had contacted the Police on 101 and handed over the details. Gareth stated that he had not heard anything further but noted he would pursue the matter the next day with Carmarthen Police Headquarters. Richard also noted that he had been asked by residents below Sycamore House junction, Penrherber that a tree had fallen across the road.  He  rang the Police on 101 and when he went down to check the site there was someone there cutting up the tree. PCSO Gareth Augustus asked members to report any incidents of fallen trees or flooded roads on phone number 101.  Richard then thanked Gareth for his visit and hoped to see him next month.

The Clerk then read the minutes of the January meeting. They were proposed as being correct by William Davies and Jeff Lewis.

 

Matters Arising

  1. The Clerk stated that he had sent letters to the owners of Pili Pala and Pleasant View, Capel Iwan asking them to trim back overhanging branches from their properties. They had consulted with the clerk and promised action.
  2. Samuel Jones stated that he had spoken to Mr Berwyn Thomas regarding the work on Cenarth Cenotaph. He had asked whether the plaque was ready for fixing and he would then complete these works and the boundary wall the same time when weather permitted.
  3. Nigel Williams stated that he had taken the plaque back to Clydach for attaching the fixing lugs. He would collect it when ready and hand it over to Berwyn Thomas.
  4. The clerk read a letter from Counc. Hazel Evans with an update on outstanding County Council highway matters etc.
  1. Hazel was still chasing Mr Eirian James – Countryside Dept regarding the repairs to the St. Llawddog Well:  as yet she had no response – still asking questions.
  2. The road and square into Cwm Morgan village was being attended to and repaired by council workers. The clerk read a letter from Mr Quaerine Chorley from Cwm Morgan complaining about the state of the road from Tanglwst into the village. Hopefully these problems will be solved by the works now being carried out.
  3. The ditches and potholes listed last month would be seen too by the County Council.
  4. The road surface from Cwm Cych bridge to Bridgend had now been re-surfaced completely.
  1. Hugh Thomas reported that the street lamp at Llechwedd, Capel Iwan was now working.
  2. William Davies stated that he would be re-fixing the original “No Dog Fouling” signs on the path from Pentre Isaf to Capel Panteg when the weather permitted. Don would be assisting him.
  3. Locations had been found for the Salt Bins near Rhydyfelin hill and Blaenbowi hill towards the fingerpost junction.
  4. Nigel stated that the road sweeper had been attending to the Gelli Dywyll hill to Bryn Square.
  5. The clerk  stated that he had asked the secretary of Newcastle Emlyn Agriculture Show for a balance sheet before sending a donation. Nothing received so far.
  6. Nigel asked what was happening to the Bus Shelter at Cenarth. So far no diagrams had been received from the County Council Transport Dept. Clerk to check with Counc. Hazel Evans.
  7. The clerk stated that Don Griffiths had contacted him regarding fallen trees on footpaths – 5/15 and 5/14 – Pentre Isaf to Pleasant View to Capel Panteg and down to Godremamog Mill. The clerk had contacted Nigel Powell – Footpath Ranger (on 01269 843911). The clearing work would be done.

 

Correspondence

  1. A notice letter had been received from the Planning Inspectorate – Cardiff re: Rights of Way Act 2000 – Access Mapping Appeals stating that Mr Elgan Howell had lodged an appeal regarding land he owned near Maudsland adjacent to the B4333 road from Hermon to Newcastle Emlyn. Any representations to be received by 19th February 2014.
  2. A letter of thanks was received from the MacMillan Nurses – Carmarthen Branch for the donation of £150 given by the Cenarth Community Council at the Coffee and Tea afternoon held at Y Ganolfan, Capel Iwan  by the Merched y Wawr which raised a total of £745.

Planning Applications

  1. W/28947. Construction of a Hydro Electric Scheme at Craig y Fuwch, Penrherber for Ms Val Kirby had been granted permission.
  2. W/29049 – Creation of 60x20 Menage near stables at Pengwern Uchaf, Cenarth for Ms C A Williams was  granted permission.
  3. W/29192– Garden shed and non-habitable recreational room at Davren, Cenarth for Mr David Scott  - granted permission.

Any Other Business

Highways Problems:

  1. Trees blocking River Cych near bottom of Plyg y Rhiw, Cwm Cych.
  2. Drain has collapsed near Llain Square, Capel Iwan Road
  3. Deep potholes on road near Glanmamog entrance, Capel Iwan and bend below Beacon Stoves towards Arwelfa.
  4. Deep water collection on road from Bwlchcaebrith Square up towards Penbuarth Fields.
  5. Ask Hazel re: the bad surface on the school hill junction from the Newcastle Emlyn to Cardigan Road.

 

The meeting ended at 9:00 p.m. The next meeting will be on the 6th March 2014 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
