October 2013 Meeting
The October meeting of the Council was held on the 3rd October at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
Members Present:
Richard James (Chairman), William Davies, Don Griffiths, Samuel Jones, Nigel Williams, Chris Thomas, Guto Jones and County Coun. Hazel Evans. Also present was PCSO Jeff Kedward (N.C.E. Police Station). Apologies were received from Hugh Thomas and Jeff Lewis.
Richard welcomed everyone to the meeting and Mrs Joan Lloyd, 'Llys y Coed' took photographs of the Council Members to be included in the Capel Iwan web-site which is being launched on the 1st of November 2013 at 7.00 p.m. at Y Ganolfan Capel Iwan. PCSO Jeff Kedward then gave a report of police activities in the area and a follow up to some local enquiries. He also stated that the Police Vehicle would be visiting the local villages monthly from the beginning of October. They would be at the village square at Capel Iwan every second Thursday in the month at 11:00 a.m. starting on 10th October. Richard thanked Jeff for his visit.
The clerk then read the minutes of the September meeting and they were proposed as being correct by Don Griffiths and Samuel Jones.
Matters Arising
1. A letter was received from Mr David G Morgan Environmenntal Enforcement Officer Carms CC regarding the Dog Fouling Signs at Capel Iwan. He stated that the signs would be attended to shortly. Regarding the complaint from Mrs Barbara Griffiths "Mill Lodge" Capel Iwan, his officers visited the village recently and could not find any signs of dog fouling. The request for waste bins to be erected along her stretch of road towards Ardwyn Square could not be done as there are no pavements there.
2. Counc. Hazel Evans stated that the Highways Dept. had informed her that there was no finance available for minor roads e.g. Sycamore House junction to Pontgarreg Chapel and Glyneithinog - Caws Cenarth. Hazel had contacted the Exec. member for Highways Mr Colin Evans and asked for a meeting to discuss the problem.
3. Richard stated that Mr Llyr James Bryngolau had caught 2 moles on the village sports field and at the moment the surface was clear. Members also thanked Richard for cutting the hedge around the sports field.
4. The clerk read two letters from Mr Jeremy Clulow, "Garreglwyd", Cwm Morgan dated 20th Sept and 3rd Oct stating that "perhaps one quarter of the total villagers" were unhappy with the location of one of the new village signs. He also enclosed photographs of the pot-holes and road surface coming into the village of Cwm Morgan. These had been forwarded to the Carms CC Highways Dept. and asking for dates and types of work they were going to carry out. He also stated that some minor remedial work had been carried out on the photographed pot-holes. At the moment they are dissatisfied with the work done. The clerk to send a letter to the Highways Dept. 5. Nigel Williams stated that he had been approached by the owners of Llety Farm Pontgarreg who rent accommodation for holiday makers complaining about the state of the approach roads and overgrown hedges which needed cutting. This year the cutting had been carried out earlier than usual and hence the overgrowth at present. Send letter of complaint to the Highways Dept.
6. Counc. Hazel Evans stated that she would press the case for a Salt bin at the bottom of "Rhyd y Felin Hill", Penrherber later in the year.
7. Members reported that the hedge from Ty Cerrig to Blaenpant has been cut but nothing done to the one near "Pleasant View" and "Pili Pala", Capel Iwan. Clerk to send a letter again to Highways. The clerk stated that the pot-hole near "Glannant" had filled once more and Hazel stated that the Highways would be visiting "Maes yr Awel" on wet days to assess the surface water entering the property.
8. Samuel Jones had contacted Berwyn Thomas, Cenarth regarding repairs to Cenarth Cenotaph. It was agreed that Samuel, William and Ken should meet Berwyn at the Cenotaph. The meeting had taken place and Berwyn was willing to undertake the necessary work - cleaning and removing loose plaster - re-surfacing and finishing with white sand. Members discussed the engraving on the front surface and it was agreed that Nigel Williams should contact the firm that made the memorial plaque for Capel Iwan remembrance memorial on the square. It was decided that a stainless steel plaque be made with the original wording that was on the cenotaph.
9. The clerk stated that he has received a complaint from Carms CC response desk that someone had phoned in complaining that he water was leaking out of the base of the wall at St. Llawddog, Cenarth. Counc. Hazel Evans stated that she had received an email stating that Mr Eirian James - Countryside and Recreation Dept. would be taking the matter on and hoping to solve the leakage.
Correspondence
1. The clerk received a letter of thanks from Urdd Gobaith Cymru Appeal for Carmarthenshire 2013-2014 for the donation of £50 sent by the Community Council.
2. Also a letter of thanks was received from Mrs Rhian Thomas, Rhandir, Capel Iwan, secretary of the local "Merched y Wawr" branch thanking the Community Council for their donation of £150 which was presented at the recent McMillian coffee morning and Tea afternoon held at Y Ganolfan Capel Iwan. A sum of £750 was raised on the day and since 2006 the Merched y Wawr have raised a total of £4000. The money is being presented to the local Carmarthenshire branch of McMillian Nurses.
Planning Applications
The following applications were received:
1. Alterations, improvements and extension at Glan Corwg, Cenarth for Mr and Mrs Gwyndaf and Sheila Evans was granted planning consent. 2. W/28840 – Erection of three bedroom bungalow and detached garage on Plot at rear of Westfield, Capel Iwan. Outline planning was approved on 23.11.10. Council had no objections. 3. W/28879 – small extension to Community Hall to provide changing facilities and disabled toilets at Y Ganolfan, Capel Iwan. The Council had no objections. 4. W/28947 - construction of a hydro electric Scheme (Re-submission) at Craig y Fuwch, Penrherber - no objections. 5. W/28948 - Listed Building - change of use from retail Unit (Old Smithy) to residential cottage.
Any Other Business
Nigel Williams gave a report on the work being done by the Capel Iwan Digital Forum. Also he noted that they were launching their website on Friday evening the 1st November at Y Ganolfan, Capel Iwan - everyone welcome. He asked whether the Community Council would be willing to support the occasion financially. After a discussion members agreed to wait for the official opening before committing themselves.
The meeting ended at 9:15 p.m. The next meeting will be on the 7th Novemeber 2013 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
