A. 6.B-1/JUL21 - Diffibrylydd - Dywedodd y Cadeirydd ei fod wedi galw gyda’r Diffibrylydd yn Penrherber a’i fod yn amlwg ei fod yn gweithio gan fod golau’n dod arno’n gryf. Dywedodd y Cyng. Hazel Evans bod y Cyngor Sir fod i ddarparu arwydd ar gyfer Diffibrylydd Cwm Morgan yn yr wythnosau nesaf.

B. 6.A-3/MAR - CCTV - Dywedodd y Clerk ei bod wedi talu am y cameráu CCTV. Cytunwyd y byddai’r Clerk yn anfon yr anfoneb i’r Cyng. Hazel Evans er mwyn iddi fedru cael y grant am y taliad.

C. 11.8-1/JUL21 - Kiosk Capel Iwan - Dim Diweddariad.

D. 10.A-3/MAR - Plac o Ddiolch y Winjen - Dywedodd y Cyng. Guto Jones ei fod wedi siarad gyda Barry Evans y Gof am y peth a’i fod ef wedi argymell Dragon Lazer ym Mhen-y-bont ar Ogwr. Dywedodd bod dyn o Lanaman wedi cynnig printio’r templed am £50. Dywedodd y Cadeirydd y gallwn rhoi’r plac i fyny yn y Ganolfan i bawb cael gweld. Dywedodd y Cadeirydd bod £50 yn rhesymol iawn. Cytunodd y Cyngor y dylid bwrw mlaen i’w archebu. Diolchodd y Cadeirydd y Cyng. Guto Jones am drefnu.

RIchard James a Don Griffiths eu bod wedi cyfarfod gyda pherchennog Maes Gwyn dydd Iau diwethaf a’i fod yn cytuno bod y goeden wedi marw a dylid ei dorri i lawr. Dywedodd y Cadeirydd bod iechyd a diogelwch yn bwysig a’i fod gwerth cael rhywun allan i wneud y gwaith yn iawn. Dywedodd y Cyng. Philip Gibbons y dylid cael rhywun allan sydd gyda yswiriant digonol er mwyn osgoi problemau. Dywedodd y Cyng. Richard James bod un coeden fawr i’w dorri ac o bosib mwy na hynny. Awgrymwyd Paul Toft, ‘Lampeter Tree Surgery’ ac Andrew Green. Cytunwyd y byddai’r Cadeirydd yn cysylltu gyda Paul Toft er mwyn trefnu ei dorri i lawr.

Cenarth Community Council Meeting

Minutes of the meeting held at the Center, Capel Iwan on Thursday, 12th of January 2022 at 7.00 pm.

1. PRESENT: In the Chair - Cllr. Nigel Williams, Councillors: Cllr. Hazel Evans, Don Griffiths, Pat Thomas, Guto Jones, William Davies, Richard James, Phillip Gibbons and Anthony John.Clerc - Manon Thomas.

2. APOLOGIES: Cllr. Ken Howell, Hywel Bowen, Meurig Thomas and Jeff Kedward PSCO.

3. DECLARATIONS OF INTEREST:

A. Cllr. Guto Jones declared that he has an interest in matter 10.A-3/MAR about the Plaque of Thanks to Winjen.

4. POLICE: None

5. MINUTES: Minutes for the January 2023 Meeting were proposed by Cllr. Don Griffiths and Seconded by Cllr. Guto Jones.

6. MATTERS ARISING FOR MINUTES:

A. 6.B-1 / JUL - Defibrillator - The Chairman said that he had called with the Defibrillator in Penrherber and that it was clear that it was working as the light was coming on strongly. Cllr. Hazel Evans said that the County Council was to provide a sign for the Cwm Morgan Defibrillator in the coming weeks.

B. 6.A-3/MAR - CCTV - The Clerk said she had paid for the CCTV cameras. It was agreed that the Clerk would send the invoice to Cllr. Hazel Evans so that she can get the grant for the payment.

C. 11.8-1/JUL21 - Capel Iwan Kiosk - No update.

D. 10.A-3/MAR - Winjen Thank You Plaque - Cllr. Guto Jones said said he had spoken to Barry Evans about it and that he had recommended Dragon Lazer in Bridgend. He said a man from Ammanford had offered to print the template for £50. The Chairman said that we should put the plaque up in the Center for everyone to see. The Chairman said that £50 was very reasonable. The Council agreed that it should be ordered. The Chairman thanked Cllr. Guto Jones for organizing.

E. Water by the side of the road between Bwlchydomen and Bwlchcaebrith - Cllr. Hazel Evans said that she has sent a list to Tony Williams from the County Council again.

F. 11.B-7/APR - Hole in the road between Glannant and Clos Glas - Cllr. Hazel Evans said that she has sent a list to Tony Williams from the County Council again.

G. 10.A-12/MAY - Tree between the Center and Maes Gwyn - Cllrs. Richard James and Don Griffiths said that they met with the owner of Maes Gwyn last Thursday and that he agreed that the tree was dead and should be cut down. The Chairman said that health and safety were important and that it was worth getting someone out to do the job properly. Cllr. Philip Gibbons said that there should be someone out who has adequate insurance to avoid problems. Cllr. Richard James said that there is one big tree to cut and possibly more than that. Paul Toft, Lampeter Tree Surgery and Andrew Green were suggested. It was agreed that the Chairman would contact Paul Toft in order to arrange for it to be fallen.

H. 10.C-12/MAY - Road on Blaenpant corner - Cllr. Hazel Evans said that she has sent a list to Tony Williams from the County Council again.

I. 10.D-12/MAY - Road past Blaengwyddon - Cllr. Hazel Evans said that she has sent a list to Tony Williams from the County Council again.

J. 10.E-12/MAY - Road on Bryngolau corner - Cllr. Hazel Evans said that she has sent a list to Tony Williams from the County Council again.

K. 10..F-12/MAY - Road between Tŷ Cerrig and Brohedydd - Cllr. Hazel Evans said that she has sent a list to Tony Williams from the County Council again.

L. 10.A-4/NOV - Road between Penrheol Isaf and Derlwyn - Cllr. Hazel Evans said that she has sent a list to Tony Williams from the County Council again.

M. 10.B-4/NOV - Phone Lines Between Penrheol Isaf and Derlwyn -The Clerk said she had contacted the County Council about the matter and was waiting to hear back.

N. 10.A-12/JAN - Plain and Llain Drains - Cllr. Hazel Evans stated that there was a collasped drain there and that the County Council was aware of this.

O. 10.B-12/JAN - Capel Iwan Square Van - The Councilors said that the Fan is still there. Cllr. Hazel Evans said that she would contact the Police about the matter.

8. PLANNING:

A. PL/05298 - Full Planning Permission - Proposed erection of an agricultural building 60' x 30' in size, for the storage of farm implements & feeds/bedding - Land adjacent to Bryn Ffynnon, Newcastle Emlyn - Under Consultation. The location of the application was discussed and there was no objection.

9. FINANCIAL MATTERS

The Clerk stated that the following payments were made over the past month:

10. MATTERS NEEDING DISCUSSION

A. The Chairman said the paths in Cenarth will need a pressure wash soon.

B. Cllr. Guto Jones said that the Council has not collected black bins. Cllr William Davies stated that he had not received a glass recycling box.

11. COUNCILLORS’ COMMENTS -

A. The Chairman sent condolences to the family of Cllr. Ken Howell on behalf of the Council for their loss.

B. The Chairman sent condolences to the Pengellifach family on behalf of the Council for their loss.

C. The Chairman wished Cllr Hywel Bowen a speedy recovery.

D. The Chairman thanked Cllr. Hazel Evans for arranging for the sweeper to come past Gellidywyll.
