Cenarth Community Council 

The meeting of the Council was held on the 5th of October 2017 at 7:00 p.m. at Y Ganolfan, Capel Iwan. 

Members present:- Nigel Williams (Chairman), William Davies, Samuel Jones, Jeff Lewis, Don Griffiths, Richard James, Guto Jones, Hywel Bowen,  M eurig Thomas, County Councillor Hazel Evans and PCSO Jeff Kedward . Apologies received from Anthony John. 

Nigel welcomed everyone to the meeting and thanked Jeff Kedward for his presence and asked him whether he had any reports for the Community. Jeff asked members who was now running the Holiday Chalet Complex at Penlan, Cenarth. He was informed that it was a Mr Morris Black of Hot Tar Services . Jeff also stated that PC Kelly Williams was leaving Newcastle Emlyn Police Station and he thought there would be no replacement for her. Jeff also informed members that the price of scrap metal had risen lately and they had been informed that a number of thefts had taken place in the area lately. He asked members to spread the word locally. Jeff was asked to check on traffic blockages leading down to Pentref Isaf, Capel Iwan. He then left the meeting and was thanked by Nigel Williams for his visit. 
The clerk was then asked to read the minutes of the September 2017 meeting. They were proposed as being correct by William Davies and Guto Jones.

Matters Arising:
1.    Councillor Hazel Evans stated she had spoken to Mr Tony Williams, Highways Area Supervisor regarding the problems in the areas of Cenarth and Capel Iwan. He had stated that two of his supervisors were on long term sick leave and he was struggling to meet the outstanding works needed. The clerk read a letter which he had sent to the Highways Dept noting the following:- Potholes at Blaenpant to Bryngolau, Closglas bend depressions in the road surface, drains blocked from Gwynfe to Maesgwyn, the triangular area at Ty-Cerrig junction and the water collection there, the collapsed verges opposite the lay by on Gellidywyll Hill, potholes from Penrheol Uchaf to Arwelfa still bad, also the damaged bridge at Rhydyfelin, Penrherber. Members stated that the drains from Gwynfe to Maesgwyn had been cleared by Mr Alan James Co. Tegan but had been blocked again after the last storm we had. Hazel had also asked about the filling from Penrherber dump for Gellidywyll Hill. She was awaiting an answer. She also stated that a camera team had examined the drain at Gelynnen, Capel Iwan and were awaiting a report. Hazel was also checking with the Planning Dept regarding the island at Ty-Cerrig and also the water collecting there. 
2.    Hywel Bowen stated that he had been down at Cenarth this morning and had prepared and cemented a base ready for fixing the new public seat near Argoed Caravan Park. Hywel would contact Nigel when he was ready to do the fixing and also to ask Richard to bring the seat down to Cenarth from Bryngolau. 
3.    The clerk stated that he and Jeff Lewis had spoken to Mr Jason Lawday, Countryside Access Assistant at Tumble regarding the filling of the application forms to register a footpath from 3 Horseshoes Inn, Cenarth down to the River Teifi. Mr Lawday stated that he would take the responsibility of informing the owner of the Inn. Jeff and Ken had then  completed the application and enclosed the 13 letters of support and forwarded them to the Director of Environment, Countryside Recreation Unit at Tumble.
4.    The clerk stated that he had sent a letter to Mr Nigel Powell - Head of Footpath and Rangers Dept, Tumble regarding the rotten branches overhanging the St. Llawddogs Well and Picnic Area at Cenarth. It was stated that members were under the impression that if they were a danger to the public no special licence was needed to cut them in an SSI area. No answer had been received so far. 
5.    The clerk had been in contact with Mr Arwel Price (Engineer) with the Public Lighting Dept regarding the two street lamps that were not working in the Capel Iwan area i.e. (1) 796/04 - Groesffordd. This was ongoing between Carms CC and BT and they were hoping to resolve the problem. (2) 706/18 - Penrheol Uchaf had been disconnected by SWALEC as the feed wire was too close to the Broadband cable. Arwel stated that maintenance charges only covered the servicing of street lamps and changing elements. It did not cover new installations e.g. Feed (supply) as was needed at Penrheol Uchaf. Members asked whether the anchorage bracket could be moved higher up in the existing pole. The clerk was asked to contact Mr Arwel Price again with the request. 
6.    Councillor Hazel Evans gave a report on the present situation regarding the Review of the Electoral Arrangements for the County of Carmarthenshire. Hazel produced the documents and maps issued by the Boundary Commission for Wales regarding ten new proposals. There would be a 12 week consultation period from the 5th of October 2017 to 27th December. The County and local county councillors and community councils would be responding to the proposals with their own local feelings and recommendations. As the Community Council did not have a copy of the document the clerk was  asked to contact the Boundary Commissioners at Fitzalan Court, Cardiff requesting them to send us a copy so that members could make their feelings known. The clerk had received notices to be posted in local notice boards giving details as to where the public could access the information:- ldbc.wales@wales.gsi.gov.uk
7.    A letter of thanks was received from Carmarthenshire Young Farmers Club thanking Cenarth Community Council for their generous donation of £150 towards the running of the movement in Carmarthenshire. 
8.    Councillor Hazel Evans stated that the Council would be placing a litter bin near Housing Estate at Gellidywyll-Tanglwst. 
9.    Guto Jones had procured a No Dogs sign to be placed near the village sports field at Capel Iwan. 
10.    The clerk read a letter of thanks from the Capel Iwan Merched y Wawr group thanking the Community Council for their donation of £150 towards the Coffee and Tea afternoon held at Y Ganolfan, Capel Iwan on the 28th of September. A grand sum of £872 was raised on the afternoon with all the proceeds going to the Carmarthen branch of the Macmillan Nurses. 

Correspondence
1.    A letter  was received from the committee of the Gwyl Cerdd Dant, Llandysul ar Fro to be held on the 11th November at Ysgol Bro Teifi. They were looking for volunteers to act as stewards on the day. Please contact 01559 362503- Eleanor Colbourne. 

Planning Applications
1.     No W/36176 - full planning proposed erection of replacement utility and boot room extension to front/side of dwelling for Mr Richard Brealey and Miss Karen Neal at Ddolwen, Capel Iwan - the Council had  no objection. 

Any Other Business
1.    Members noted that there was a very deep pothole on the road opposite to Blackoak Farm, Capel Iwan and also near Bryngolau Farm, Capel Iwan. 
2.    It was also noted that the road verges from Blaengwyddon Fawr down to Llain junction had become very dangerous having formed deep trenches -especially for passing cars on a narrow stretch of road. 
3.    Drainage gutters had also blocked in the vicinity of Pontgarreg Farm entrance. Stones, grit and gravel needs clearing. The clerk and Hazel noted the above and would contact Highways Dept.

The meeting came to an end at 9.00. The next meeting will be held on Thursday the 2nd of November 2017 at 7:00 p. at Y Ganolfan, Capel Iwan.
