Cenarth Community Council

The council meeting was held on Thursday 1st June 2017 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present: - Don Griffiths (Chairman), William Davies,
Jeff Lewis, Hywel Bowen, Meurig Thomas also PCSO Jeff Kedward. As neither the Chairman nor Vice Chairman was present members agreed that Don Griffiths should take the chair for the meeting. Apologies had been received from Samuel Jones, Nigel Williams, Richard James, Guto Jones, Anthony John and County Councillor Hazel Evans.

Don Griffiths welcomed everyone to the meeting and asked PCSO Jeff Kedward whether he had any reports for the community. Jeff stated that they were still keeping an eye on speeding cars into and in the village of Capel Iwan. He admitted that it was very difficult to police this matter. Members noted various happenings in the community and these were noted by Jeff. The police then left the meeting and Don thanked Jeff for his visit.

 Don then asked the clerk to read the minutes of the May Meeting. They were proposed as being correct by Jeff Lewis and William Davies.  

Matters Arising

  1. The clerk stated that he and Councillor Hazel Evans had been around the community on the 19th May with the Area Surveyor Mr Tony Williams. We visited all the problem areas and they were noted by Mr Tony Williams. The only down side was that the Highways Department had not received any funding so far for the coming year.

  2. Hywel Bowen stated that on the road from Bwlchcaebrith crossroads towards Penbuarth there was a hollow in the road and all the surface rain water was collecting here and was quite deep at times. Clerk to contact Highways Department.

  3. Members discussed the siting and the new base required for the public seat by Argoed Farm Caravan Site. Hywel stated that he would contact Nigel Williams and hoped that the task would be completed by the next meeting.

  4. Members stated that the mobile phone signal was still bad in many areas of the community. The clerk was asked to visit the Plaid Cymru Office in Newcastle Emlyn and highlight the problem once again.

  5. The Clerk produced the map of Public Rights of Way for Carmarthenshire and the members examined the area around the 3 Horseshoes Inn that led down to the River Teifi between the bridge and the falls. The offending caravan had been placed across the path according to the village people of Cenarth.As the scale of the map was too small to identify the footpath the clerk was asked to contact the Footpath Rangers Department – Mynediad Cefn Gwlad at Tumble office to see whether they had detailed information around the start of the footpath 5/1 3 Horseshoes To Gillo Fach.

  6. The clerk had been in contact with the Barclays Mandate Team and handed out the forms to be filled by the chairman - Nigel Williams, Vice Chairman - Anthony John and past chairman - Don Griffiths.

  7. The clerk stated that he had been in contact with Mr Arwel Price (engineer) of the Public Lighting Unit 10 at Tostre, Llanelli regarding the Street lamp – 706/04 – Groessffordd, Capel Iwan. The Council had disconnected the lamp to enable the BT Engineers to change the lamp post. This change had not been done and the Lighting Dept. were now in contact with BT to have the service restored. Also the clerk noted that two street lamps were not working in Capel Iwan village. They were 706/18 Penrheol Uchaf and 706/48 – Merlins Lair. The electricity engineers had been working at the adjacent Broadband connection and since then the lamps have been out of action. Arwel Price stated that he would contact the Electricity Board to find out what had happened.

Any Other Matters:

  1. Jeff Lewis stated that there was a large branch growing out over the St. Llawddog Well at Cenarth. If the heavy branch broke off it would cause damage to the well itself. As it was in an awkward position it was agreed that Jeff, William and Ken should meet on site and agree on a plan of removal.

The meeting ended at 9:00 p.m. Next meeting Thursday 6th July 2017 at 7.00 p.m. at y Ganolfan, Capel Iwan.
