February 2013 meeting

The February meeting was held at the Ganolfan  on the 7th at 7pm

MEMBERS PRESENT

Couns William Davies  (Chair) Don Griffiths,Hugh Thomas, Samuel Jones,Nigel Williams,Chris thomas,Jeff Lewis,Richard James,Guto Jones and CC Hazel Evans. Apologies from David Phillips and PCSO Jeff Kedward,NCE Police station

The Chair welcomed everyone to the meeting and expressed words of sympathy to Hugh Thomas and family. on the death of his brother Hugh thanked everyone for their kind words and for the sympathy card received from the members and Clerk. The Clerk then read the minutes of the Jan meeting and they were proposed as being correct by Hugh Thomas and Richard James

MATTERS ARISING

1.CC Hazel Evans stated that she and Ann Thomas of the County traffic management dept had visited Cwmorgan village to decide on locations for village signs' Three sites were chosen 1. On the left side of the road between Maesyfelin and Troedyrhiw. 2.near the bridge on the road coming from Godremamog Mill 3.Below Bronallt. These locations would have to be agreed by the CCC and Hazel would receive a letter of confirmation. She also stated that the village name Cwmorgan had been wrongly spelt on the signpost near Bronallt - this would be corrected

2. No further news had arrived from John McEvoy regarding the legislation for Heol Gelli Car and Coach park Cenarth

3. Hazel stated that she and John Price - highways supervisor, had visited Bwlchcaebrith Square once more in an attempt to solve the surface water problem, he had also promised to remedy the pothole problems in the area

4. A letter was received from Martin Murray, Country side rangers supervisor stating that new   "No dog fouling " signs would be erected on footpath No 5/14/1 - Capel Iwan, Pentreisaf to Pleasant View  to Panteg Chapel

The Clerk stated that the draft lease for the Community Area and entrance to the Capel Iwan village sports field had been received from Carm C C  Legal dedept. The Clerk had called at the Solicitors - W Evans George at N C E  to check the details and all seemed to be correct. members agreed that the chair and Clerk should sign the lease when it was returned from Carms CC

6. PUBLIC CONVENIENCES. Closure at Heol Gelli Cenarth

The following attended a meeting at CAVS office, Carmarthen on the 21st Jan - William Davies,Jeff Lewis, Samuel Jones, Ken Davies..We met up with members of the four other communites threatened i.e Ferryside, Llanstephan,, Pendine and Burry Port. It was agreed on an united front to object to the Comm Cs having to take over  the running  costs and hence inform the County C. It was agreed to call another meeting with the local MP. and AM.s on Friday the 15th Feb at CAVS Carmarthen. Each Council would send a letter to their MP and AM,s asking them for support and attend the meeting. Jonathan Edwards MP and Rhodri Glyn Thomas AM had sent letters of support to Cenarth Com C

7.Members were notified that they should attend a course on the Code of conduct of Councillors at the County Offices on the 27th Feb 2013 at 6pm

8. Jeff Lewis stated that the carpark near St Llawddog's Well had been cleared and cleaned up. However members stated that the following problems were still outstanding, Gwynfa  gutter still blocked, road sweeper needed Dolbryn to Pantygarn, gutters needed attention at Clawddcoch Chapel and Rhewin Coch entrance. broken road surface junction at Blaenbowi entrance. CC Hazel Evans had already reported the fly-tipping problem above Penbuarth

CORRESPONDENCE

1. A letter received from Carms CC giving costs of street lighting for year 2013 - 2014 ,.Energy and maintenance---£2497    plus vat- £499 which would be reclaimed

2.Letter from urdd Gobaith Cymru reminding the area that the Eisteddfod this year 2013 would be held at Cilwendeg   Boncath

3.The Capel Iwan forum are at the moment collecting Local Heritage history to be placed in computer form for the archives. They also borrowed maps and information from the council. They also asked whether  the Com Council  would be willing to foward the remaining grant aid they had promised. members agreed to pay the balance due

4.The Carms CC issued a notice that there would be a Tyre and waste Amnesty collection at NCE   mart ground on Tues  19th Feb 2013 from 8.00 am  to 2pm

5.It was agreed that Jeff lewis and Nigel Williams should attend the fundraising  meeting for the National Eisteddfod at Llanelli in 2014. The meeting being held at Trinity Church Hall N.C.Emlyn on Mon 18th Feb 2013.


6. The Clerk stated that he had received a letter regarding the amending of Parliamentary constituency boundaries in Wales. The vote in the House of Commons had defeated the proposals to move the boundaries which would have meant the loss of 10 mp's in Wales. It had been proposed that the electoral wards of Cenarth and Llangeler would be moved to the Ceredigion Constituency. Both Jonathan Edwards MP and Rhodri Gyn Thomas AM were deighted with the outcome and that they would still be looking after our interests

7. Discussion took place regarding the Local Government Boundary commision  for Wales report on a Review of Electoral arrangements for the County of Carmarthen    Jan 2013-- At present the County has 74 members with a member to electorate ratio of 1 : 1906 which is 9% above the recomended number of 1 : 1750. They propose to increase the  number of Councillors to 75 giving a ratio of 1 :1881   electors. Cenarth has 848 electors.. NCE  843 total 1691 which is represented  by one Councillor -- 11% below recomended figs

Llangeler has 2682 electors represented by one Councillor which is 41% over recomended figure. The average County figs is1 :1906. They recomended thatCenarth, N C Emlyn and Llangeler should combine with a total  of 4373 voters. If represented by 2 Councillors it would mean a fig of 2187 voters per Councillor. It was proposed to give the electoral division a working name of Llangeler. Comments were welcomed by no later than 10th April 2013 and sent to Local Gov boundary commission for Wales,Hastings House,Fitzalan Place Cardiff   CF24 0BL. CC Hazel Evans stated that the proposals had been discussed at the C Council meeting and Officers had stated that a 2 member Ward system would never work out. Hazel stated that cenarth and N C Emlyn could land up with two CC's from Llangeler representing these two wards. Members agreed that the clerk should send a letter opposing the recmendation to the Boundary Commission in Cardiff

PLANNING MATTERS  

Full applications received

1. W/27635. Change of use and alterations to an adjoining barn and internal changes for Mrs Christine Turner

2. W/27717 . Installation of a single micro-scale wind turbine and associated equipment at land adjoining Blaendyffryn Capel Iwan Rd for Mr and Mrs Hughes.

The Council had no objections to the above applications

AOB

1. Nigel Williams asked whether a letter of complaint regarding the road surface from Bryn Square to road junction at the "Elms" NC Emlyn - Cardigan Rd - Highways Dept. The meeting ended at 9 30 pm. next meeting  7th March 2013 at 7pm at the Ganolfan Capel iwan
