January 2012

The monthly meeting for Jan 2012 was held at "The Ganolfan" on Thursday the 5th at 7pm.

Members Present.  With Coun Jeff Lewis in the chair all members were present other than Melfydd Jones (sick) and Chris Thomas (work call out)Also present was CC Hazel Evans

The Chair welcomed everyone to the first meeting of 2012 and wished a happy new year to all. PCSO Jeff Kedward was also present and gave members an up to date briefing on Police activities in the area. Richard James asked what was the present situation with regards the stolen farm  gates in the area. Jeff stated that the matter had now been put in the hands of C.I.D and investigations were in progress. He also stated that PCSO Luke Taylor who was stationed at N.C.Emlyn was now moving back to Aberystwyth. A new PCSO was starting in Newcastle Emlyn on the 29th Jan. His name  was Gareth Ogustus. Jeff also Stated that new laws were coming into force where scrap dealers would have to pay for goods bought by cheque. This would enable the Police to trace all transactions..He also stated that a volunteer had been  taken on at the Police Station at Newcastle Emlyn to look after reports and inquires. He would be ther on Thursdays from 9am  to  5 pm and members of the public would be free to call during these hours. PCSO Jeff stated that a security block had been placed on the Bobby van connection and that was the reason why no visits had been made to houses listed by N.C Emlyn. He had now re registered  Bryn Capel Iwan and Bryn Aur Brynhoffnant. Clerk would inform Mr Ieuan Jones, Bryn Capel Iwan. CC Hazel Evans asked PCSO Jeff to check on cars parked on the roadside outside Emlyn School when the new term started. The Chair then thanked PCSO Jeff Kedward for his visit and all the iformation received. We hoped to see him again at the Feb meeting with the new PCSO

Matters arising The Clerk read the minutes of the previous meeting and were proposed as being correct by William Davies and Don Griffiths

1. CC Hazel Evans stated that she had again contacted the Royal Mail office and spoken to a lady officer who had been very helpful and promised prompt action on the Capel Iwan post box

2.Don reported that the ditch in front of Gwynfa had been opened to halfway and left in a terrible state. The workman had then placed some tarmac to divert water into the drains down towards the Cemetry and school yard.

3. The drainage pipe problem at Ty Te Cenarth was still deadlocked and no decision had been made about further actions. Hazel was going to call with the owner Mrs Enfys Wyse to get an update

4.The Clerk stated that Mr Berwyn Thomas, Cenarth was going to contact him when the weather improved to decide what action to take for repairs to the Cenotaph

8. Broadband update.. A letter was received from Mr Brian Lloyd Llysycoed stating that the Eastern link on Phase 2 went live on the 22nd of December 2011. Res Q workers had been working during the week after xmas to catch up with time. The distribution of the signal had now been completed and housing connection is now in progress. It was planned to erect two antennas on the WPD Radio mast at Llanybyther on the 6th Jan 2012 therby completing the Western link backhoul which would bring the signal to Capel Iwan and Cilgerran. Due to bad weather the date has now been moved to Tues 10th Jan. APC solutions of Essex aligned the antennas between Capel iwan and Cilgerran on the 4th Jan and if thing go well on the 10th Jan then the signal will be distibuted throughout the village and across to tanglwst and household installations will follow. Contractors hope to complete the scheme by the 31st March 2012. There are still about 10 people who have not returned their offer letters and attempts are being made to get them returned or lose the grant aid. Any new applicants should apply now without delay. Members expressed their thanks to Mr Brian Lloyd for his tireless work in getting the project completed

6. Highway matters--- CC Hazel Evans stated that she had managed at last to get Mr Tony Williams out to see the state of roads in the area. he had promised that attention would be given to the worst problems. The Clerk also read a letter from him stating that the problems listed in the Dec meeting would receive attention

The Clerk stated that the ditch opposite the Paintball site had been washed away with the heavy rain and was now a real danger to traffic.Hazel stated she would contact Highways

Members reported that fly tipping had taken place in the entrance to Bwl y Foel Forestry area and also the Rubbish on Gelli Dywyll Hill had not been removed as yet

Richard James stated that the bridge near Pontgarreg had beenn damaged and needed urgent repairs.It would be reported to the Carms CC

The Chair stated that the developer of the houses opposite the Llanllawddog Well parking area had placed his building materials on the disabled parking area. Hazel stated she would look into the matter

Don Griffiths also stated that a fallen tree was resting above the road on Rehoboth Hill and was in danger of falling on to passing traffic

Planning matters

App no W/25829-- Proposed reinstatement of a former cottage to residentioal dwelling at Troedyrhiw Cwmorgan for Mr M Wood. The Council had no objections

Financial Matters

The Clerk stated that BDO  LLP, TheCouncil Auditors had completed the audit for Cenarth CC for year ending  32st March 2011. There were no matters which  came to their attention and the documents had been signed off as being correct

Precept requirement for year   2012 - 2013. The Council had to submit their application before the 31st Jan 2012. Members inspected financial statementsand the balances held and after discussion it was proposed that the Precept demand remained the same as last year at the sum of £8500 for the year. The Chair and the Clerk signed the forms in front of members present

The Clerk stated that Mr Jackie Fido, Cwmcych Shop and Mrs Edna Cooper  Ardwyn, Tanglwst had both received the sum of £25 from the Dr Budd Ambulance Charity fund as a Xmas present.

The Clerk also noted that he had received the Community Grant payment from Windjem for the Blaenbowi Wind farm turbines

Letters of thanks were also received from Cenarth Eisteddfod Committee for the grant donated by the Council a sum of £150.

Also tanks were received from the Carmarthenshire Committee of the local branch of the Macmillan Nurses for the donation the Council gave at the Coffee Afternoon held by the Capel Iwan Merched Y Wawr

Plane crash at Gors farm Capel Iwan  1944

Nigel Williams showed the members the Plaque that had been produced by Valley Engraving Ltd, Clydach in stainless steel to remember the deaths of the two airmen at the crash in 1944. members discussed further as to where and how the plaque should be mounted. It was agreed that it would be placed on the village green at Capel Iwan and a galvanized stand be made to hold the plaqe. members agreed that Don should approach Mr Andy Ward, Llysfaen Garage Capel Iwan to discuss a design and cost estimate. Members proposed that the Clerk shoild pay the Valley Group and thank them for their excellent work.

AOB

1. CC Hazel Evans stated that she had received an email from Carm CC regarding the future of Council owned Hendy Farm, Capel Iwan Rd. They had three proposals a. They could not offer it to anyone as a dairy unit as the milking parlour etc were in a bad state of repair and the cost would be too high. b. They could offer it to a young couple as a starter farm for beef production. and c. They could offer it for sale. Hazel had discussed the proposals with the Clerk as she had to send a quick reply to the Carm CC. They had agreed to go for the beef production option.

2. Members also discussed the development of the recycling site near the Five Roads junction by Carm CC. It was agreed to contact the Clerk of Llangeler Com Council, so as to their reaction to the to the plan

 

The meeting closed at 9-15  The next meeting will be at The Ganolfan on the 2nd Feb
