Cenarth Community Council

 

The monthly meeting of the Council was held on Thursday the 7th of February 2019 at Y Ganolfan, Capel Iwan at 7:00 p.m.

 

Members Present:-

William Davies, Don Griffiths, Samuel Jones, Nigel Williams, Jeff Lewis, Richard James, Guto Jones, Meurig Thomas, Anthony John, County Councillor Hazel Evans  and PCSO Jeff Kedward from Newcastle Emlyn Police Station. Apologies were received from Hywel Bowen. The Chairman Anthony John welcomed everyone to the meeting and   thanked PCSO Jeff Kedward, Newcastle Emlyn Police Station for his presence and asked Jeff whether he had any reports of activities in the area. Jeff stated that the Dyfed Drug and Alcohol Services DDAS vehicle had visited Newcastle Emlyn on Saturday the 2nd February and about 70 people had called in to discuss matters with the team. Jeff also stated that the information he had been given at the last Council meeting regarding a white transit that had been seen at various farms had resulted in the two men being arrested and breaking in tools were found in the vehicle. Jeff thanked members for providing Reg. No’s. We were also informed that a Red van had been seen regularly in the district and been calling at various properties - the driver spoke with an Irish accent. At the moment there were no suspicions about the vehicle. PSCO Jeff Kedward also stated that he and re-enforcement officers had paid a visit to the Corduroy Wood are near Penrhiwolau, Cenarth regarding dogs worrying sheep which appeared to be coming from unauthorised dwellings in the adjoining woods.  Jeff stayed on at the meeting when we were joined by Ms Helen Jones and her friend Hayley Jemma. Helen Jones lived at Gillofawr and asked the Council whether she could give a breakdown of what had been happening at woodlands new Penrhiwolau, Cenarth. There were three woods involved - Flat Woods, Barnet and Allt Penrhiwolau. There were about 15 shacks that had been erected in the woods with no planning and dogs kept attacking her sheep and in the last 2.5 years she had lost 11 in number. Also her fences were being broken all the time and she had been told that planning had been given to a house behind the forestry houses at Flat Wood. She also showed photographs of the developments. The Chairman Anthony John asked our County Councillor Hazel Evans to make notes of the information and take matters up with the enforcement Officer Mr Stephen Thomas, Carmarthenshire County Council. Ms Helen Jones, Hayley Jemma and Jeff Kedward then left the meeting and Anthony thanked them for the visit.

The chairman then asked the clerk to read the minutes of the January  meeting. The minutes were proposed as being correct by Samuel Jones and Don Griffiths.

 

Matters Arising: -

 

  1. Don Griffiths noted that the drainage gutters down from Mount Square to Maesgwyn were still blocked and also a large pothole in front of the old village school at Capel Iwan  needed filling out. The same was true in front of Dolbryn Caravan Site. No action had been taken regarding the knotweed on Pentre Isaf Road, Contact the Highways Dept. again.

  2. No action had been taken regarding the potholes below Gorwel, Bwlchcaebrith and from Blaengwyddon Fach to Plain junction. The road surface by Black Oak Farm had not been filled  - contact Highways again.

  3. The deep potholes by Pantybwlch Chapel had been filled out as well as the one by Ty Cerrig junction.

  4. The clerk stated that he had spoken to Mr Martin Murray regarding the rotten branches above St Llawddogs Well and Picnic Site at Cenarth and he had given the telephone number to contact the Tree Preservation Officer - Mr Stephen Edwards. The clerk had spoken to the office staff and they promised to get the officer to ring back and arrange a site meeting. So far nothing had been heard. In the meantime some of the branches of the Ash Tree have broken off.

  5. Councillor Hazel Evans stated that the County were hoping to release extra money this year to carry out road maintenance work.

  6. Councillor Hazel Evans discussed the Carmarthenshire County Council Local Development Plan and noted that 9 sites had been put forward for Capel Iwan village. This would be decided later in the year.

  7. Hazel Evans noted that a Waste Amnesty event would be held at Newcastle Emlyn Car Park on Saturday 16th February 2019.


 

Correspondence:-

  1. A letter of thanks was received from Mr Iswlyn Evans - Director of Ysgol Gerdd Ceredigion thanking the Community Council for their kind donation of £150 towards the running costs of the choir at Newcastle Emlyn.

  2. The clerk stated that he had sent a letter of thanks to Jennings Building & Civil Engineering Ltd Conway - Windjen - Blaenbowi Windfarm for their annual Community Grant.  

  3. The clerk had also written to Carmarthenshire Public Lighting Section at Tostre, Llanelli asking for an up-to-date on the reconnection of the street lamppost Penrheol Uchaf, Capel Iwan.    

  4. The clerk was asked to return a Play Opportunities Community Assets Questionnaire to pinpoint play areas for children and young people in the County.

  5. A letter was received from Ceredigion Hospital and Community League of Friends asking whether a member of the Community Council would be prepared to attend their two monthly meetings. Many thanks to Nigel Williams for agreeing to attend on behalf of the Council.

  6. A Letter of thanks was received from Mr Jamie Neplan of Dragon Guard Self Storage Depot, Capel Iwan Road for the kind remarks the Community Council sent him for the wonderful Christmas Tree decorations he installed on the road side leading towards Capel Iwan  - a real Christmas spirit - thank you .

 

Planning Applications:-

  1.  W/34214 - 1st August 2016 Full Planning has been granted to Capel Iwan CP School for development to domestic accommodation  granted 31 December 2018.

  2. W/38203  - Carne Farm - Penrherber  - change of use of Residential Caravan to an affordable 3 bedroom accommodation for farm worker -  Owners son - Council had no objections.

 

Any Other Business:-

  1. Samuel Jones noted that Fly Tipping was taking place near Penbuarth shed, laybys. Hazel noted position.

  2. Members noted that a  gardening feature had been built in front of Penwalk property, Penrherber and was protruding out to the roadside  - Highways.

  3. Kerbstones had been placed outside the Electricity Sub Station near Emlyn School and were encroaching on to the roadside and a traffic problem  - Highways again.

  4. Guto Jones stated that a lot of rubbish was being thrown out of car windows near the Blaenesgair Picnic Site and the road towards Treale - Hazel made a note.

 

The meeting ended at 9:30. The next meeting will be on Thursday 7th March   2019 at Y Ganolfan, Capel Iwan at 7:00 p.m.
