September 2014 Meeting
The September Meeting of the Council was held on the 4th September 2014 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
Members Present:
Guto Jones (Chairman), William Davies, Don Griffiths, Samuel Jones, Nigel Williams, Jeff Lewis, Richard James, Hywel Bowen, Meurig Thomas and County Counc. Hazel Evans.. Apologies were received from Anthony John and PCSO Jeff Kedward.
The chairman Guto Jones welcomed everyone to the meeting especially the two new members – Meurig Thomas and Anthony John. Guto hoped that both would be happy as members of Cenarth Community Council. The clerk also expressed words of welcome to both and asked them to sign the forms of Acceptance of Office and the Code of Conduct. The chairman then proceeded with the meeting.
Guto noted that he had been informed that a person had been witnessed throwing blue bags of rubbish down into the woods above Chadzey’s yard entrance. The car registration had been noted and the incident reported to the Carms C Council Environmental Department. Counc Hazel Evans stated that she would also take up the matter with the County Council at Carmarthen.
The clerk then read the minutes of the July meeting and they were proposed as being correct by Don Griffiths and Jeff Lewis.
Matters Arising

Members noted that the caravan parked in the lay-by below “Plain”, Newcastle Emlyn had been removed.

The Highways Dept. had carried out re-surfacing work on the road from “Glenview” junction up towards Gelynnen but apparently the tarmac allocation had been reached and another two loads were required to reach “Lletyrgaib”. They had stated that the work would be completed next year. Counc. Hazel Evans stated that she would get in touch with Highways and ask for completion this year. The clerk stated that the road from “Llwynbedw” entrance down to “Plyg y Rhiw” junction at Cwm Cych had also been re-surfaced. Samuel Jones stated that the two gratings which had sunk below Blaengwyddon Fawr bends had still not been attended to. Clerk and Hazel to contact Highways again.

Don Griffiths stated that the street lamp near Pentref Isaf was now working properly and the new lamp near Ardwyn Square was also working with a shade fitted to shield light from Ardwyn.

Don stated that the water pipe carrying water from Capel Iwan Chapel spring and coming out at Pentref Isaf still needed clearing. Also Hazel stated that she had been informed by the Footpath Rangers that the fallen trees on Godremamog footpath had been cleared. Don promised to check out the situation.

The clerk stated that he had visited the First Responder Unit at Newcastle Emlyn Fire Station and presented a cheque for £200 towards the funds to buy a new 4x4 vehicle so that it would be easier to attend in all types of weather and locations. The station officer Mr Emyr Jones thanked the Cenarth Community Council for their kind donation.

Members stated that Mr Brett Walker “Fly-On”, Tanglwst had completed his sponsored triathlon to raise funds to purchase a defibrillator in Newcastle Emlyn. It is believed that the funds that have been raised will enable two machines to be bought.

Counc. Hazel Evans stated that she had been in contact once more with the Road Transport Dept. regarding the Bus Shelter at Cenarth village. They reported that it was still with the manufacturing company and they hoped it would be delivered very soon.

The clerk stated that the Planning Dept. was still looking at the retrospective application in regards to the wall that had been built in front of Glancorrwg, Cenarth. The community council would be informed of the result.

Samuel Jones stated that the water was still running out of the fields near Bwlchcaebrith Square and down the highway towards Rhyd Bridge. Clerk to check again with the Highways Dept.

A further letter was received from Mr Alan Jones, Tower Hill, Penrherber complaining about the state of the road from Tower Hill down to Pontseli. No response had been received from Mr Tony Williams Area Surveyor regarding the complaint. Members asked Counc. Hazel Evans and the clerk to contact Mr Tony Williams.
Planning Matters:
The following applications had received planning permission.

New Applications:

W/30455 – Erection of two wind turbines at land at Blaenffos, Newcastle Emlyn for Mr Gareth Morgan. Members had no objections.

W/30630 – variation of condition 1 on planning permission W/25014 to extend the planning permission by two years – on outbuildings at Gelli Gatti Farm, Newcastle Emlyn for Mr and Mrs R and P Evans – no objections.

W/30712 – installation of one 50kw wind turbine at land adjoining Blaen y Cwm, Capel Iwan for Mr Matthew Tromans – members had no objections.

Any Other Business

The clerk read a letter from Mrs Elin Davies, County chairman of the Federation of Carmarthenshire Young Farmers Clubs asking the council to consider giving financial assistance towards running the movement at County level. They are celebrating their 70th anniversary this year and look after members aged 10-26 years throughout the county. The movement is a totally voluntary organisation as are the club leaders. Members felt that many young people from Capel Iwan YFC had been given chances to compete in competitions both at county level and nationally. It was agreed that the Community Council would donate £175 towards the running costs of the movement.

A request was received from the Capel Iwan branch of Merched y Wawr asking the council would they be willing to give a donation towards the locally held MacMillan Nurses of Carmarthenshire Coffee Afternoon held at y Ganolfan, Capel Iwan at 1:30 p.m. on the 26th of September 2014. It was agreed to send a donation of £150.

Counc. Hazel Evans gave a report of a meeting she had attended at the Dyfed Powys Police Headquarters at Llangunnor, Carmarthen. The Commissioner Christopher Salmon had informed them that the Authority wanted to close the Police Station at Newcastle Emlyn. He quoted some very high figures for maintenance that was needed at the station. The facts that he produced were very much open to debate according to Hazel who wanted the Cenarth Community Council to write a strong letter of objection to the proposal. The clerk was asked to send a letter to Mr Christopher Salmon.
The meeting ended at 9:30 p.m. The next meeting will be on Thursday, 2nd Oct 2014 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
