I. 10.A-2/NOV - Paneli ‘Interpretation’ Cenarth - Dywedwyd bod Nigel wedi bod lawr yn gweld yr arwydd yng Nghenarth - Dywedodd y Cyng. Hazel Evans bod y Cyngor Sir i fod rhoi costau erbyn heno ond eu bod heb wneud. Dywedodd bod y pyst sy’n eu dal nhw yn iawn. Ategodd bod y Cyngor Sir yn gofyn os ydym ni’n fodlon cyfrannu - o bosib tue £200 yr un. Cytunwyd ac eiliwyd y byddai’r cyngor yn cyfrannu ond bod hwn yn dibynnol ar y gost.

L. Llythyr wrth y Cyngor Sir am y Precept - Cynigodd y Cyng. Don Griffiths y dylid ei gadw yn £9,000 a cytunodd y Cyng. Guto Jones a Meurig Thomas gyda hyn.

M. Llythyr wrth Mr John McGreggor, Brodawel - am ‘cuts in services’ a ‘random scattering of streetlights’ - ‘inadequate lighting system in the village’ - Roedd yn awgrymu bod y golau stryd yng Ngapel Iwan yn wastraff arian gan fod y golau ddim yn cael eu troi i ffwrdd yng nghanol nos rhagor. Awgrymodd y Cyng. Don Griffiths y byddai troi’r golau i ffwrdd yn peri pryder o ran diogelwch a lladrata. Dywedodd y Cyng. Philip Gibbons bod ddim gallu gan lawer o oleuadau stryd modern i droi i ffwrdd gan eu bod yn cael eu pŵeru gan baneli solar. Roedd pawb yn unfrydol y dylid cadw’r golau stryd arno. Ategodd y Cyng. Meurig Thomas bod ddim llawer o bwynt troi’r goleuadau i ffwrdd gan bod goleuadau LED ddim yn costu llawer i redeg.

Cenarth Community Council Meeting

Minutes of the meeting held at the Center, Capel Iwan on Thursday, 11th of January 2024 at 7pm.

1. PRESENT: In the Chair -Cllr. Richard James, Councillors: Don Griffiths, Cllr. Hazel Evans, Guto Jones, Cllr. Ken Howell, Anthony John Pat Thomas, William Davies, Philip Gibbons, Meurig Thomas, Hywel Bowen. Clerc - Manon Thomas. Clerk - Manon Thomas.

2. APOLOGIES: Nigel Williams, Anthony John, Shannon Sinnott PCSO, Jeff Kedward PCSO

3. DECLARATIONS OF INTEREST: None

4. POLICE: None

5. MINUTES: Minutes for the December 2023 meeting were proposed by Cllr. Guto Jones and Seconded by Cllr. Don Griffiths.

6. MATTERS ARISING FOR MINUTES:

A. 6.B-1 / JUL - Defibrillator - The Clerk said she was looking into more grants for them.

B. 10.F-12/MAY - Road between Tŷ Cerrig and Brohedydd - Cllr. Hazel Evans sated that she is meeting someone from the County Council on the 30th of January.

C. 10.A-4/NOV - Penrheol Isaf Road to Derlwyn - Cllr. Hazel Evans sated that she is meeting someone from the County Council on the 30th of January.

D. 10.D-6/APR - Lawn Mower- No update.

E. 10.A-1/JUN - Pothole on Hendy turning - Cllr. Hazel Evans sated that she is meeting someone from the County Council on the 30th of January.

F. 10.C-1/JUN - Penrherber Road - Cllr. Hazel Evans sated that she is meeting someone from the County Council on the 30th of January.

G. 10.A-7/SEPT - Post Office Hedge - No update. It was agreed that the Chairman would cut the hedges.

H. 10.B-7/SEPT - Gelynnen Hedge - No Update.

I. 10.A-2/NOV - Cenarth Interpretation Panels - It was said that Cllr. Nigel Williams had been down to see the signs in Cenarth. Cllr. Hazel Evans stated that the County Council was meant to provide a price by that evening but hadn’t. She stated that the posts holding the signs up were fine. She also stated that the County Council had asked if the Council would be willing to contribute approximately £200 each. It was proposed and seconded that the Council would contribute but this would be dependant on the price.

J. 10.B-2/NOV - Ardwyn Street Lamp - No update.

K. 10.A-7/DEC - Water collecting near Llwynffynnon, Bwlchcaebrith - Cllr. Guto Jones stated that somebody had been there. Cllr. Hywel Bowen stated that it was deep.

7. CORRESPONDENCE:

A. Letter from the County Council regarding the Precept - Cllr Don Griffiths suggested that it should remain at £9,000 and Cllrs Guto Jones and Meurig Thomas agreed.

B. Letter from Mr John McGreggor, Brodawel regarding the ‘cuts in services’ and a ‘random scattering of streetlights’ and ‘inadequate lighting system in the village’. He is suggesting that the street lights in Capel Iwan is a waste of money as the lights aren’t being turned off in the night. Cllr. Don Griffiths suggested that turning the lights off would cause concerns regarding safety and burglaries. Cllr. Philip Gibbons stated that some modern street lights don’t have the ability to turn off because they are solar paneled. Everyone was unanimous that the street lights should remain on. Cllr. Meurig Thomas added that there isn’t much point turning the street lights off as the LED bulbs don’t cost a lot anyway.

8. PLANNING:

C. PL/07001 - Full planning permission - replacement outbuilding (incidental use to that of host dwelling) - Parcau Bach, Cenarth, SA38 9LD - Cllr. Philip Gibbons stated that even though a planning application has been made for the shed, it isn’t essential. No objection.

D. PL/06859 - full planning permission - agricultural building for storage of silage and manure and associated works - Blaenffos, Newcastle Emlyn, SA38 9JD - No objection

9. FINANCIAL MATTERS

The Clerk stated that the following payments were made over the past month:

10. MATTERS NEEDING DISCUSSION

A. Cllr. Pat Thomas stated that they were still waiting for a salt box in Panteg. Cllr. Hazel Evans stated that the County Council had been out filling boxes.

B. Cllr. Guto Jones stated that Clawddcoch, Tanglwst gutters were full of gravel.

C. Cllr. Don Griffiths stated that there is two bad patches on the main road past Cenarth’s Cenotaph.

D. Cllr. Philip Gibbons stated that the Defibrillator signs in Cwm Morgan were still mis-spelt. Cllr. Hazel Evans stated that the new signs would be much smaller, similar to the one in Newcastle Emlyn but without English or Welsh wording.

11. COUNCILLORS’ COMMENTS -

E. The Chairman wished the Councillors a Merry Christmas and a Happy New Year.

12. NEXT MEETING - The next meeting will be held on the 1st of February. The meeting was closed at 7:37pm
