Cenarth Community Council
The council meeting was held on Thursday 4th June 2015 at 7.00 p.m. at Y Ganolfan Capel Iwan.
Members Present:- Samuel Jones (Chairman), William Davies, Don Griffiths, Nigel Williams, Jeff Lewis, Anthony John and County Counc. Hazel Evans. Apologies received from Richard James, Guto Jones, Hywel Bowen and Meurig Thomas.
The chairman Samuel Jones welcomed everyone to the meeting and as the police were not present the clerk was asked to read the minutes of the May meeting. They were proposed as being correct by Anthony John and Don Griffiths.
Before proceeding with the meeting Samuel Jones congratulated County Councillor Hazel Evans on being elected a member of the Carmarthenshire County Council Cabinet. Hazel would have the portfolio of Technical Services and Highways Dept. All the members wished her well on her appointment.
Samuel also expressed words of sympathy to Guto Jones, Fferm Blaenbowi on the death of his Aunt Gwenfydd Jones who lived in the village of Caio, Carmarthenshire.
Matters Arising

Jeff Lewis stated that the disabled fishing platform near Ffynnon St Llawddog, Cenarth had been repaired by the Teifi Trout Association.

County Counc. Hazel Evans stated that she would contact the Highways Supervisor Mr Tony Williams again regarding the promised repair works in the area.

Hazel also stated that the Post Office Swansea had promised to erect a new post box near the bridge at Cenarth Village.

The clerk read a letter from AON Insurance UK stating that the council insurance had been renewed for the coming year.

Jeff Lewis stated that a surface water drain gathering opposite the new bus shelter at Cenarth had sunk and needed to be repaired to the road surface level.

Members stated that the road surface on the bends above the Dansco factory at Newcastle Emlyn needed attention. Hazel noted the problem.

The clerk stated that the Council Audit Report had been sent to BDO LLP, Southampton – Audit date 9th June.

The clerk stated that the Bank Mandate forms had been completed and forwarded to Barclays Mandate Team. Now awaiting confirmation of new signing arrangements.

The clerk read a letter that had been sent to Corylus Planning and Environmental Ltd who were looking after the Blaenbowi Solar Farm project asking for greater details regarding the Community Grant payments and how long would they be paid and whether they were index linked.Also what would happen if the company changed owners.

The clerk also stated that the council had received the VAT payments from HR Revenue and Customs for year 2014-2015.
Any Other Matters:

Local members pointed out that signs and picnic tables were being placed on the pavement outside The White Hart Inn, Cenarth. They were also blocking the dropped kerb areas for pedestrians and the pavement with people having to walk on the roadway. Hazel noted the problem and would make enquiries at Carmarthenshire County Council.

It was also noted that large red and white wooden blocks had been placed on the bend after passing Gors Farm entrance. Apparently there was a water ditch crossing the road and the support wall had collapsed on the Gors side of the road. This had been in place for months and no action had been taken to remedy the problem. Grass had now grown over the blocks and motorists could not see the collapsed ditch. Clerk and Hazel to check with Highways.

Members noted that there were several overgrown hedges and branches in several areas and the clerk was asked to contact the Highways Dept and notices should be sent out to the offending landowners.
