January 2014 Meeting

The first meeting of the new year was held on the 2nd January 2014  at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.

Members Present:

Richard James (Chair), William Davies, Hugh Thomas, Don Griffiths, Samuel Jones,  Nigel Williams, Chris Thomas, Jeff Lewis, Guto Jones and Cyng. Sir  Hazel Evans. Also present was  PCSO Jeff Kedward from Newcastle Emlyn Police Station. An apology was received from Hywel Bowen (due to illness).

The chairman Richard James welcomed everyone to the meeting and asked the police whether there was anything to report. Jeff stated that they had a quiet period over Christmas and the New Year. William Davies stated that they had been disturbed about 2:00 a.m. on Friday 27th December by a car which had stopped on the farm yard. After about 15 minutes the car left but they were unable to note the reg. No. Jeff stated that he had directed two cars the same night near Cwm Cych – looking for Godremamog Mill. They might have got mixed up with similar property names.  Richard then thanked Jeff for his visit.

The Clerk then read the minutes of the December meeting. They were proposed as being correct by Don Griffiths and Jeff Lewis.

Matters Arising

  1. Coun. Hazel Evans gave an update on highway matters: Officials had visited Maes yr Awel and Bryngolau Farm to inspect water seepage into the properties from the highway. On the day there were no problems. Hazel again asked Richard to take photographs when the problem next occurred and she would forward them to the Highways Dept.
  2. The clerk noted that no branch cutting had taken place at  Pili Pala and Pleasant View,  Capel Iwan. Send another letter.
  3. We are still awaiting completion of the boundary wall at Cenarth Cenotaph. Samuel Jones stated that the weather had delayed Mr Berwyn Thomas in completing the task.
  4. The clerk showed the new plaque for the Cenotaph and the members were pleased with the workmanship. However no fixing lugs had been attached. Nigel stated that he would take the plaque back to get the fixings placed on the back.
  5. Jeff Lewis reported that the wall near St. Llawddog Well had been repaired. He was not sure what had been done about the well leakages due to the high level of the river.  
  6. Hazel stated that the Transport Dept. was in touch with the Bus Shelter manufacturing company to provide the required planning details and design for the Three Horseshoes location at Cenarth.
  7. Jeff Lewis stated that the road sweeper had been through Cenarth Village but was not sure whether it had been up Gellidywyll Hill.
  8. Check again about Llechwedd street lamp still not working.
  9. William Davies stated that he had two of the old type ‘No Dog Fouling’ signs and he would bring them down to Don for the Pentre Isaf  - Panteg footpath.
  10. The clerk read a letter which he had sent to the Boundary Commission for Wales regarding the re-banding of Electoral Wards and County Councils Seats. The Community Council had objected to the new arrangements.
  11. Coun. Hazel Evans stated that the Transport Dept. would be moving one of the village signs at Cwm Morgan due to village objections. Also they were checking locations for salt bins at Blaen Bowi junction (Finger Post) and bottom of Rhyd y Felin  - Llainrhydwen Hill.

Highways Problems

  1. Members noted the following areas: Ditches blocked from Ty Cerrig to Pant y Garn Bend  - road flooded.
  2. Grattings blocked from the chapel Capel Iwan down towards Pentre Isaf with water running out near Pentre Farm and going down past Delfryn and Tegfan.
  3. Deep Potholes at:
  1. Penrherber Road junction for Cenarth
  2. Llwyngog entrance
  3. Llain square towards Capel Iwan
  4. Bryngolau bend towards Blaenpant
  5. Pentre Isaf, Capel Iwan
  6. Culvert collapsed on bend from Gors Farm towards Bwlch – danger to vehicles.
  7. Water collecting on road from Cwm Gelli towards Black Oak Farm and running down Tanglwst road.

Correspondence

Letters of thanks was received for grants given to the following:

  1. Dr Budd Ambulance Fund, NCE (Xmas gifts had been given to three people in the Cenarth Ward)
  2. Llyfrau Llafar Cymru – Talking Books Wales – (Carmarthen)

A letter was received from Tivyside Agri. Show Society asking for financial support for the year 2014. Members agreed that in future, requests received should be accompanied by a balance sheet. Clerk to check with show secretary.

Planning Applications

The following applications were received:

  1. W/27717– Solar Installation of a single Micro Scale wind turbine and assoc. Equipment at land at Blaendyffryn Farm, Capel Iwan Road for Mr and Mrs Hughes  had been granted planning permission.
  2. W/29006 – Winter animal shelter, feed store and hay barn  at Gellideg, Newcastle Emlyn for Elizabeth Howells had been granted permission.
  3. W/29341– change of land use from agriculture to commercial and permanent access (retention), erect new fencing and hedge planting at Parc Gwair, Capel Iwan (Beacon Stoves) for Mr Ben Graham – members had no objections.

The meeting ended at 9:30 p.m. The next meeting will be on the 6th February 2014 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
