September meeting

The monthly meeting of the Council for September was held on the 1st at the Ganolfan

Members present were The Chair, Jeff Lewis, Melfydd Jones,David Phillips,Hugh Thomas,Don Griffiths, Nigel Williams, Chris Thomas, Richard James and C C Hazel Evans,. Apologies from William Davies and Samuel Jones,

The Chair welcomed PCSO Jeff Kedward and Mr Graham Lang, Merlins Lair ,Capel Iwan (a member of the public). Jeff gave a report of local happenings and Hugh and Richard also reported that traffic in general were now observing the new 30mph speed limit signs into Capel Iwan village. There were one or two exceptions and a note of reg. nos would be taken for the next meeting. Jeff also stated that it was the school nurse who was parking outside Emlyn School. Jeff and Hazel had spoken to the headmaster about the matter and it would be recified.The clerk asked Jeff about the security chains and locks that were available to vulnerable members of the public. Jeff stated that the scheme was still ongoing and members of the public could ring 101  and ask for the Bobby van dept with names and addresses. They could also call at NCE Police station

A certain Sara Turner had sent an email to David Phillips and PCSO Jeff Kedward expressing concern at speeding traffic near Starlite Riding Stables, Penrherber. She and her young daughter had seen a dog killed by a speeding car near the entrance and had been very disturbed by the happening. David had returned the email saying that the matter would be discussed at the next meeting. Nothing had been heared since,however Jeff stated that he had also received the email at NCE Police Station and had replied after inspecting the site with suggestions as how to improve visibility and access to the stables. The Council could request a warning sign of horses and stables sent to Carms C - highways dept.Jeff then thanked PCSO Kedward for his visit and wished him well after his knee operation

The Chair welcomed Graham Lang to the meeting and was allowed to ask questions regarding the future of Capel Iwan Primary school. 1. What plans did the Community Council have to inform the Communirty that the school building could be developed for Community use. 2.Did the Council have any plans/ ideas for its development  .

CC Hazel Evans pointed out that the school building had only been handed over to the Estates Dept on the !st Sept 2011. The public would be allowed to forward ideas and plans to the Carms Estate dept after this date. The Comm. Council could not approach the Authority directly unless there was a Community group showing an interest in its development. CC Evans stated that she would approach the Estates Officer, Hywel Hymphries and ask for the correct proceedures if re-development was envisaged. Mr Lang and the Clerk would be informed of the answers received. The Chair thanked Mr Lang for his presence.

The Clerk then read the minutes of the last meeting and they were proposed as being correct by Nigel Williams and Melfydd Jones. Before moving on the members congratulated Hugh Thomas on his recent 80th birthday and everyone wished him well. Hugh thanked everyone for their kind wishes

Matters Arising

1. CC Hazel Evans stated that she had been in contact with The Royal Mail regarding the post boxes in the area. She had been informed that the box at Tycerrig would be retained,a replacement one fitted at Mount Square and a new one fitted at Tanglwst village. The procedure would take around 6 weeks 

2.The Clerk then read a letter from D A Williams, Asst Area Manager- Highways answering questions raised at the July meeting  ..  A .Standard of trashing, The complaint had been noted and the contractor had been told about the low standard of work. There was only one swathe allowed to be cut unless visibility was affected   B. Potholes noted had been filled in and work on the ditch opposite Cenarth Paintball site  was due to be done this month   C.  Notices had been sent to the owners of Hendy Farm Cenarth to have hedges cut.  D. Gutters at Bryncerrig and Black Oak  would be reopened again.

3. Public Conveniencies at Heol Gelli Cenarth

The Clerk read a letter from Mr Rhys Davies,Tech services Carm C Council stating that at a recent meeting of the Council's Executive Board on 25th July it was decided to keep the facility at Cenarth on a seasonal basis only. The facility would be open on the 1st April  to the end of September and will include weekend coverage. Members thanked Hazel for the work she had put in to secure this result

4. Open gutter at Ty Te cafe Cenarth

Hazel stated that she had visited the site but had not seen owner Enfys Wise. She had seen that a new drainage pipe had been laid at the site and covered over with topsoil. She was not sure whether further smells had been detected. Hazel was going to call again. The Enforcement officer was also going to visit the site near Three Horseshoes Cenarth to check on the location of a caravan

5. Cenotaph repairs at Cenarth

The Chair Jeff lewis stated that he made a search of charites that supported thes kinds of repairs. He had sent for grant application forms and was now getting estimates from two local stone cutters for the costs so that he could proceed with the application. Jeff had also  spoken to Mathew Fowler at Cavs The Mount Carmarthen about the application forms. Jeff felt that the form filling could be done by himself

6.Plane crash - Warwick mk3 at Gors Farm in 1944

Nigel stated that he had been in touch with Melfydd regarding the wording on the notice and had agreed on the format. Nigel had been in contact with the firm in Swansea who were going to produce the plaque in Stainless Steel at a much lower price than a slate slab from Llangolman slate works. The stone masons advertising in One Voice Wales did not do this kind of work. Members agreed to proceed with the work to remember the happening on the 14th Oct 1944

7.Broadband Partnership (CCBP)

CC Hazel Evans stated that the grant she had been asking for from Carm C C would not now be needed as agreement had been reached with the Welsh Government to fund the applications themselves

8.Review of Polling Districts and Places 2011

The review process wanted to make sure that the polling stations were as accessible as possible for everyone. Members agreed that the present setup suited everyone . ie Y Ganolfan Capel Iwan and the vestry at Capel Bach Cenarth. The Clerk to return the review form to the Electoral Service Manager

9  Emlyn Pool Management Committee- NCE

Members agreed to support the appeal by the Committee to raise funds to keep the pool open. The pool is not owned by Carm C C and is reliant on donations,grants and admission fees to keep it open. It was agreed to donate the sum of £150

10 Carmarthenshire YFC

This again is a totally voluntary organisation and has a membership of 855. The clubs are scattered across Carmarthenshire with one in the Capel Iwan Area - all attended by young people from 10 - 26 years of age. They have 142 voluntary club leaders who give their services free of charge for the benefit of the young people and the Community. Members agreed it was a cause worth supporting and sent a donation of £150

1. App no W/25525. Ice cream processing and storage unit at Ffarm Fach Capel Iwan for  Mr and Mrs Knight .........no objection

2  App no  W/24572.. refurbishment of Delapidated Grade 2  listed building and proposed extension, new access and parking...Tefi View Cenarth for Mr and Mrs G Evans......This has gone to National assembly on a written statement appeal

3 app no W/25051.... Installation of Photo Voltaic Solar Panels on roof of existing warehouse for Mr and Mrs Graham, Beacon Stoves....Granted permission

4 app no W/25032....Steel building for agricultural storage (machinery and foodstuffs) at Pentalar Capel Iwan for Mr and Mrs Philip Evans.......Planning refused.

5. app no W/24864.. Erection of small sized   5KW wind turbine  at Cwmhyfryd  Capel Iwan for Mr and Mrs M Jones...Permission granted

6   app no W/24828... Lawful development certificate for existing site of caravan for Mr T Thomas  Maesyfelin  Cwmorgan....permission granted

7.  app no W/24924.. Change of use  of redundant out building to single holiday accomodation. Tycerrig Capel Iwan for MR and Mrs Topham... Permission granted

 

AOB

1..Don Griffiths reported that Eirwyn Lloyd Parc Villa was having problems in having his refuse collected due to the location of the house and also he was disabled and not able to drive to take  his rubbish out to meet the lorry. Hazel noted that she would look into the matter

2.The Clerk noted that old carpets had been dumped on the Blaenesger Picnic site, also Melfydd noted that old car parts had been dumped over the hedge at Blaenbowi junction for Capel Iwan. Hazel to report matter

3.The Clerk reported that Mr Mathew Corbett, No1,Heol y Gelli, Cenarth who was carrying out car repairs in one of the garages near the car  park at Heol Gelli    was also taking over the upper area of the car park to leave his old cars and trailers there and asking people to move their cars-  Hazel stated that she would investigate the matter.  

4.  Complaints had been received from tenants at  Bro Gelli Tanglwst that the occupant of no7 was keeping chickens on the front lawn and neighbours were complaining that there was a rat colony there now. Hazel would check wiyh Carms CC Housing Policy.

5.  members agreed to support the local coffee morning being held by Capel Iwan Merched Y Wawr to raise funds for the local Carmarthenshire Mc Millan nurses. The event will be held at y ganolfan on Friday 30th Sept. It was agreed to donate  £150.00

     The meeting ended at 9.45 pm. The next meeting will be on Thurs 6th October at 7pm at the Ganolfan,Capel Iwan
