Cenarth Community Council
The monthly meeting of the Council was held on Thursday the 7th of March 2019 at Y Ganolfan, Capel Iwan at 7:00 p.m.
Members Present:-
William Davies, Don Griffiths, Samuel Jones, Nigel Williams, Hywel Bowen, Anthony John and County Councillor Hazel Evans. Apologies were received from Jeff Lewis, Richard James, Guto Jones, Meurig Thomas and PCSO Jeff Kedward. The Chairman Anthony John welcomed everyone to the meeting and asked the clerk to read the minutes of the February meeting. The minutes were proposed as being correct by Nigel Williams and Don Griffiths.
We were then joined by Mrs Helen Jones of Gillo Fawr Farm, Cenarth and her friend Gemma L Platt who lives at Ty Coed, Capel Iwan. Helen asked whether she could give an update on the developments taking place at the three woods near Flatwood Cottages, Cenarth namely Flatwood, Barnet and Allt Penrhiwolau. She stated that occupation was still in full swing with dogs still worrying her sheep and fences. They were anxious to know whether the County Councillor Hazel Evans had been in contact with the Enforcement Officer Mr Stephen Thomas of Carmarthenshire County Council. Councillor Hazel Evans stated that she had spoken to the Officer and had given him all the details that had been provided at the last meeting and also all the photographs of shacks that had been erected in the various woods, Hazel stated that the developments were being investigated further by the Enforcement Dept.
Matters Arising: -

Don Griffiths stated that no action had been taken regarding the pothole in the entrance to the old CP School at Capel Iwan and by Dolbryn Caravan Site nor the Japanese Knotweed at Pentref Isaf. Hazel made a note of the problems and the clerk to contact Highways Dept. Don also noted that vans and lorries were encroaching on the gutter by the village green near Gwynfa, Capel Iwan.

Hywel Bowen also noted that the road from Bwlchcaebrith crossroads towards Bwlyfoel was full of potholes and water collecting in several places. Also the water was running down the slope towards Blaendyffryn entrance coming from the above road - contact HIghways again.

William Davies noted that the pothole near Frondeg entrance has been repaired.

A letter was received from Ms Ruth Mullen, Director of Environment regarding the rotten branches on the Ash Tree at St Llawddogs Well and picnic area, Cenarth. She had been informed by Mr Stephen Edwards that work had been completed on the Ash Tree and most of it had been cut back as it was hollow and decaying. The site was now safe. Jeff Lewis also informed the clerk of the work carried out and he had been in contact with Mr Nigel Powell Chief Footpath Rangers as to the progress of the work.

The clerk stated that he had spoken to the officers at Tostre, Llanelli regarding the street lighting problems in the community. Further investigation would be carried out regarding the lamp 706/18 Penrheol Uchaf Brynderew, also lamp 706/48 Merlin’s Lair was not working and lamp 706/46 Llechwedd was also not working. The staff promised to issue a worksheet for these lamps.

A letter was received from Mr Jason Lawday, Countryside Access Officer regarding an old track that passes through Carne Farm, Penrherber - they were enquiring whether it was a public route as it is not shown on the Definitive Map. He was asking whether the Community Council had carried out any maintenance work on the track for he had been checking the minute books of the Newcastle Emlyn Rural District Council for information but nothing had been mentioned. As far as the Cenarth Community Council is concerned none of the members remember any work done to maintain the track. I have checked the minute books which I hold and found no mention of the track. I have also checked the Definitive Map of Public Rights of Way for Carmarthenshire - Fourth Section - Cenarth dated January 1973. All paths are numbered but the track from Carne to Bryngolau, Capel Iwan is not numbered.

A letter was received from Carmarthenshire County Council regarding the Dog Control Public spaces Protection Order 2019. The original order was passed on 1st July 2016 and made for a period of 3 years. The Carmarthenshire County Council propose to extend the Original Order for a further of 3 years. The Community were invited to complete a questionnaire to put forward any views about the proposals for a future PSPO by the 29th March 2019. The clerk and members completed the form to be sent to the Environment Dept.

A letter was received from the Cenarth Parochial Council asking whether the Community Council would be willing to donate a sum of money to assist with repairs to the roof and the rose window. Members agreed to look further into the request for the next meeting.

A letter was also received from the Wales Air Ambulance Charity asking whether the Council could support the service financially. At the moment they have 3 H145 helicopters that can reach anywhere in wales within 20 minutes. They fly 12 hrs a day, 7 days a week, 365 days a year. The charity has to raise £6.5 million every year to keep the service for the people of Wales. They do not receive any lottery or Government funding. Members agreed to donate £150 towards this worthy service.

W/38497 - renovation of derelict property to original use as residential dwelling and extension and works to surrounding landscape, change of land use from pasture to garden. Full planning at Cwteri, Capel Iwan Road. Applicant Mrs M G Glegg. The council had no objection.
The meeting ended at 9:15. The next meeting will be on Thursday 4th April 2019 at Y Ganolfan, Capel Iwan at 7:00 p.m.
