June 2012 monthlyThe monthly meeting of the Council was held on Thurs evening the 14th June at 7pm at the "Ganolfan" Members present With William Davies in the Chair, David Phillips, Don Griffiths, Hugh Thomas, Samuel Jones, Jeff Lewis, Guto Jones and C C Hazel Evans. Apologies received from Nigel Williams (governers meeting), Chris Thomas and Richard James (work). Also present were PCSO,s Jeff Kedward and Gareth Augustus. The chair welcomed both officers and asked whether anybody had any Police matters to discuss. David Phillips again brought up the problem of car parking on the bends outside Emlyn School. David stated that his wife nearly had a nasty accident earlier in the week when she met a large lorry coming up towards Capel Iwan and an emergency stop had to be made.PCSO Kedward stated that he had visited the school on several occasions and had spoken to the Headmaster and some of the pupils about the parking. They had also issued several warning notices n the Cars. The Police promised another visit to the school next week . CC Hazel Evans also stated that she had visited the site with the County Transport Officer Mr John McEvoy. He stated that the situation would be monitored and on facts gathered would decide whether to paint yellow lines either side of the playing field entrance. Jeff also stated that the number of scrap dealers in the area had dropped after new legistlation had come into force where payment had to be made by cheque. Samuel Jones stated that a certain Dutch gentleman had called at his house and was attempting to sell cutlery boxes with a knife display. He had given a long story on why he was able to sell so cheaply. Jeff kedward stated that the same person had called at his home..so be aware. Jeff also asked whether there had been any further problems with cars racing back and for from Derlwyn Square to Penrheol Uchaf. The Clerk stated that no cars had been seen in the last few weeks. The Police then left the meeting and the Chair thanked them for their presence and hoped to see them at the July meeting.homasThe Chair then welcomed all to the meeting and all were glad to see Hugh Thomas back in the fold but with his leg still in plaster. The Chair wished him well and Hugh said he hoped to have the plaster removed next Tuesday. The Clerk then read the minutes of the May Meeting and CC Hazel Evans pointed out that the bus shelter location near the Three Horseshoes in Cenarth was in a conservation area and not in a SSSi. Don Griffiths and Samuel Jones then proposed that the minutes were correct. Matters arising 1. CC Hazel Evans stated that she had been in contact with the Highways dept regarding the surface water entering Yet Farm property Cenarth after drainage work had been done by the Council workers near the entrance to the Paintball site. The Bridges dept and area surveyor Mr Tony Williams is due to visit the site on Fri 15th June to inspect the works done and try to resolve the problem. 2. Hazel also stated that she had spoken to Mr John McEvoy,transport Dept regarding the parking problems being caused by Mr Corbet, No 1 Heol y Gelli Cenarth who was comandeering a large area of the coach and car park for his private use. Mr McAvoy stated that he would meet some of the members on site on the 15th June 3..The Clerk stated that he had received a letter of comfirmation from Barclays Bank stating that the new mandate and signatures had been approved 4. Samuel Jones stated that the rubbish dumped on Banc Penbuarth had now been removed 5. Jeff Lewis was asked to sign letters prepared by the RFO/Clerk-Ken Davies regarding the information for the Auditors BDLO LLP Southampton. The Clerk stated that he was meeting Mr John Thomas, N C Emlyn on Thurs 21st June to complete the internal auditing of the Council accounts for year ending 31st March 2012 6. David Phillips reported that he had been in further contact with relatives of the two airmen killed at the plane crash at Gors farm in 1944 A relative who was living in Italy was in this country for a family wedding and they asked whether we could arrange the unveiling of the rememberance plaque on Sat 14th July 2012. Relatives would be attending from Oswestry and Leicester areas.. Members discussed the time as the Newcastle Emlyn Show was on at the same day. It was agreed to try and start between 4 and 5pm in the afternoon. David would agree with them the final time and a notice placed on the village notice board at Capel Iwan green. It was agreed that Melfydd Jones, Cwmhyfryd, Capel Iwan should do the unveiling as he was the instigator of the whole project. 7. Jeff Lewis stated that the pavements at Heol Gelli , Cenarth had been repaired by the County Housing Dept 8. The Clerk read a letter from Carms CC Tech services lighting dept stating that in future the Comm Council would only be invoiced once a year for lighting and maintenance costs. This would be received during the second week in February 2013 9.Menter Gorllewin Sir Gar- NC Emlyn sent a letter inviting members of the community to an advice and assistance Surgery to be held at Holy Triinity Church hall N C Emlyn on the 3rd July 2012 between 3 and 7pm. They would discuss Rural Comm Inclusion Grants to improve services and provisions in the Community. It was agreed that some members should attend. 10. The Annual conference of One Voice Wales and AGM would be held at Pontrhydfendigaid Pavilion , Ceredigion on Sat 13th October 2012 11.A letter was received from Carms CC, Highways Dept stating that the road surface from Cenarth square to Abercych would be inpected and any remedial works required would be placed on the works programe. Members asked the Clerk and CC hazel Evans to aagin remind them of works needed in the Capel Iwan to Plain square area. Also the tree overgrowth from Ty Cerrig to Blaenpant and Hendy Farm entrance to Pantygarn Bend. It was becoming a proper tunnel. Also the water seepage from Bwlchcaebrith to Rhyd Bridge and also near Pantygarn bend. Members also stated that the road from Glenview junction in Cape Iwan through to Gelynen - Lletyrgaib and out to Moelfryn caravan site was in a terrible state of repair 12. A letter was received from Carms CC cabinet member for the Environment and Public Protection.. Coun Jim Jones asking whether any problems existed with paths and litter. Members agreed to ask for footpath clearances from Pentre Isaf through to Pleasant View and dog fouling. The Clerk to complain that no response had been received from the Countryside warden Service for right of way clearences 13. The members agreed to send a donation of £50 to Urdd Gobaith Cymru- Carmarthenshire area Planning Matters 1. Application No W/26381.. Variation to cond no 1.2.and3 to W/21588--03/12/09 to extend time period for a further two years has been withdrawn 2. Two applications W/25014. Full planning for change of use of disused agric. blds to eight holiday cottages and B and B Unit also W/25015 - listed building app. to cover above changes. Council had no objections.
