- 6.B-1/JUL - Diffibrylydd - Gofynnodd y Clerc os oedd y Cyng. wedi clywed nôl oddi wrth Danny Napin am leoliadau posib Diffibrylydd Cwm Morgan. Dywedodd y Cadeirydd bod Mr Napin wedi cynnig rhoi’r diffibrylydd ar ei dŷ ond o bosib nid dyma’r lleoliad gorau amdano. Dywedodd y Cyng. Guto Jones y byddai’n well cyfarfod gyda Mr Napin i drafod. Dywedodd y Cyng. Guto Jones nad oedd wedi cael llawer o lwc yn cael gafael ar berchennog tŷ haf Glanafon, Cwm Morgan chwaith gan ei fod yn byw i ffwrdd. Cynnigwyd Romola, Cwm Morgan sydd bellach lawr yng Nghwm Morgan ond doedd neb wedi trafod gyda pherchennog yr adeilad hwnnw. Dywedodd y Cyng. Philip Gibbons ei fod yn byw yng Nghwm Morgan a nododd bod y llethr yn serth a chul iawn. Nododd bod lleoliad Glanafon yn well gan ei fod yn fwy agored a llawer gwell na Romola. Nododd hefyd y gallai’r diffibrylydd gael ei roi ar ei gartref ef ond nid yw’n uniongyrchol ar yr heol a bydd angen croesi’r bont. Nododd y Cadeirydd, gan fod y Cyng. Philip Gibbons yn nabod perchennog Glanafon, yna byddai’r Aelodau yn werthfawrogol iawn pe byddai’n medru trafod y matter gyda nhw. Dywedodd y Cadeirydd nad oes ots ble mae’r diffibrylydd yn cael ei roi, dim ond ei fod yno a bod y trigolion lleol yn gwybod ei fod yno. Dywedodd ei fod yn teimlo’n euog bod y diffibrylydd yn ei sied o hyd. Dywedodd y Cyng. Meurig Thomas y byddai’r diffibrylydd yn well ar adeilad Glanafon. Dywedodd y Cyng. Philip Gibbons mai wal flaen Glanafon byddai’r lleoliad gorau ond byddai’n trafod y mater gyda Mr Moss. Dywedodd y Cyng. Guto Jones y byddai lleoliad Glanafon yn berffaith. Dywedodd y Cyng. Don Griffiths bod nifer yn canmol diffibrylydd Penrherber fel yr haul. Dywedodd y Clerc y byddai’n siarad gyda Alan Jones o Gyngor Castellnewydd Emlyn ynghylch cael hyfforddiant i aelodau’r gymuned ar ddefnyddio’r diffibrylwyr. 
- 6.A-3/MAR - CCTV - Dywedodd y Clerc ei bod wedi ymholi gyda Comlink am bris camera CCTV a’i bod yn aros i glywed wrthynt. Cynnigodd y Cyng. Ken Howell y gallai’r Clerc ymholi gyda Antur Teifi hefyd.

- 10.A-3/MAR - Plac o Ddiolch y Winjen - Gofynnodd y Clerc beth ddylid ei roi ar y Plac. Dywedodd y Cadeirydd lle bynnag y caiff ei roi, mae angen iddo fod yn rhywle sy'n weladwy i'r gymuned gan ein bod yn cael llawer o fudd o'r grantiau a delir gan Winjen. Gofynnodd y Clerc a fyddai'n well ei osod yn y neuadd neu y tu allan yn y sgwâr. Dywedodd y Cadeirydd mai Melfydd Blaenbowy ddyluniodd y plac ar gyfer y ddamwain awyren yn y sgwâr ac fe'i gwnaed gan ddyn o Bontardawe. Dywedodd y Cadeirydd y byddai'n hapus i fynd i Bontardawe i roi trefn ar hyn. Dywedodd y Cadeirydd y dylai fod maint A4 ar y brydles gyda logo Winjen arno. Dywedodd y Cynghorydd Pat Thomas y gellid ei ddylunio ar gyfrifiadur. Awgrymodd y Cynghorydd Meurig Thomas efallai y gallai Barry Evans yng Nghastell Newydd Emlyn baratoi Plack. Awgrymodd y Cynghorydd William Davies y byddai'n dda arddangos y plac yn y sgwâr. Dywedodd y Cynghorydd Meurig Thomas y byddai llun o felin wynt yn dda ar y plac ynghyd â rhai geiriau. Dywedodd y Cynghorydd William Davies y byddai'n dda dilyn dyluniad y plac awyren. Dywedodd y Cynghorydd Guto Jones y byddai'n siarad â Winjen yng Ngogledd Cymru am unrhyw ofynion. Dywedodd y Cynghorydd Meurig Thomas y byddai’n dda cael logo Winjen ar y plac. Awgrymodd y Cynghorydd Philip Gibbons y byddai'n dda pe bai'r plac yn cael ei wneud o ddur di-staen gan y byddai hyn yn briodol i gyd-fynd â'r melinau gwynt.

William Davies bod angen rhoi postion newydd rhwng y ffens ond bod y ffens ei hun ddim yn ffôl. Dywedodd y Cyng. Meurig Thomas ei fod wedi siarad gyda Jenny Wheeler a cynnigwyd y gallai Simon Penrheol wneud y gwaith.

- 11.B-7/APR - Twll heol Glannant a Chlos Glas - Dywedodd y Cyng. Richard James fod hwn yn wael. Dywedodd y Cyng. William Davies bod y cyngor wedi bod allan ond nid oes unrhywbeth wedi’i wneud.

7. GOHEBIAETH:

  • Llythyr 5ed Mai wrth Amanda Bebb, gwasanaethau etholiadol Cyngor Sir Gaerfyrddin yn hysbysu canlyniadau Etholiadau’r Llywodraeth Leol 2022. Felly yn Ward Cenarth, mae Hywel Bowen, Philip Gibbons, Richard James, Pat Thomas a Nigel Williams. Yn Ward Cilrhedyn, mae William Davies, Don Griffiths, Anthony John, Guto Jones a Meurig Thomas. Cyfanswm o 10 Aelod.
  • Llythyr 2il o Fai wrth Hana Thomas, Swyddog Gweinyddol a Marchnata CFfI Sir Gaerfyrddin yn gwahodd y Clerc a’r Cadeirydd i Rali CFfI Caerfyrddin Dydd Sadwrn 14eg o Fai. 2 Docyn Mynediad. Dywedodd y Cadeirydd y dylid cefnogi a rhoddwyd un tocyn i’r Cadirydd ac un i’r Cyng. William Davies. 
  • E-byst rhwng y Clerc a Catrin o gwmni Trywydd 20fed o Ebrill yn trefnu cyfieithydd ar y pryd. Croeso i Llinos Haf Jones o gwmni Trywydd sydd yma i gyfieithu ar y pryd. Pris y cyfieithydd bydd £126 am gyfarfod 2 awr gan gynnwys costau teithio. Os byddwch chi Mr Gibbons yn ymwybodol na fyddwch yn gallu mynychu cyfarfod, buaswn i’n gwerthfawrogi rhybudd digonol o hyn er mwyn gohirio gwasanaeth Llinos. Os bydd Llinos yn dod i’r cyfarfod heb angen, bydd cost canslo o £50 + TAW = £60.

  • E-bost 10fed o Fai wrth Un Llois Cymru yn hysbysu fod Cyngor Bargoed yn cynnig hyfforddiant ‘New Councillor Induction’ ar-lein ar y 17eg o Fai.

8. CYNLLUNIO: 

  • PL/03815 - Full Planning Permission - Proposed Erection of an extension to garage to enlarge existing indoor riding school/arena - Cefnhir, Capel Iwan - Under Consultation. Dim Gwrthwynebiad.
  • PL/03879 - Approval of details reserved by a condition - Discharge of Condition 9 on PL/01290 (Written Scheme of Investigation) - Land at Sarnau Farm, Trelech - Under Consultation. Dim Gwrthwynebiad. 

9. MATERION ARIANNOL

Dywedodd y Clerc bod y taliadau canlynol wedi’u gwneud dros y mis diwethaf:

Gofynnodd y Clerc i Llinos Haf Jones sut byddai orau i’w thalu a dywedodd y byddai Trywydd yn anfon anfoneb i’r Cyngor.

 

10. MATERION ANGEN TRAFODAETH - 

  •   Dywedodd y Cyng. Don Griffiths bod coeden yn y cae rhwng cefn y Ganolfan a Maes Gwyn drws nesaf yn cwympo’n ddarnau a    bod angen ei thorri cyn iddo niweidio rhywun. Y Clerc i ofyn i berchnogion Maesgwyn os ydynt yn hapus i’r goeden gael ei thorri. Dywedodd y Cyng. Guto Jones bod problem ‘Ash Dieback’ yn gwneud y coed yn feddal. Cytunodd y Cadeirydd bod angen gwneud rhywbeth cyn i rywun cael niwed. 
  • Dywedodd y Cyng. Richard James bod ddim seddi ar si-so y Ganolfan ar y ddau ochr.
  • Dywedodd y Cyng. Richard James bod cornel blaenpant yn wael ar y ddau ochr. 
  • Dywedodd y Cyng. Meurig Thomas bod yr heol heibio Blaengwyddon yn wael ar ochr isaf yr heol o ganlyniad i ‘edge errosion’. 
  • Dywedodd y Cyng. Meurig Thomas bod tro Bryngolau yn beryglus a bod rhaid mynd allan i ganol yr heol i osgoi mynd i’r tyllau.
  • Dywedodd y Cyng. Pat Thomas bod yr heol yn wael rhwng Tŷ Cerrig a Brohedydd.

Cynhelir y cyfarfod nesaf ar y 9fed o Fehefin o ganlyniad i Wŷl y Banc i ddathlu Jiwbilî’r Frenhines. Daeth y Cyfarfod i ben am 20:00.

 

Cenarth Community Council Meeting

Minutes of the meeting held at the Center, Capel Iwan on Thursday, 12th of May 2022 at 7.20 pm.

  1. PRESENT: In the Chair - Cllr. Nigel Williams, Councilors: Hazel Evans, Meurig Thomas, William Davies, Don Griffiths, Richard James, and Guto Jones. Clerk - Manon Thomas.
  2. APOLOGIES: Jeff Kedward PCSO, Councillors: Hazel Evans, Hywel Bowen and Anthony John.
  3. DECLARATIONS OF INTEREST: Councillor Guto Jones stated that he has an interest in matter 10.A-3/MAR of the Agenda relating to the plack for the Windmill.
  4. POLICE: The Clerk noted that she had spoken to Jeff Kedward PCSO regarding matter 4.A-7/APR and the missing tools in Capel Iwan and stated that they had been found and returned to the owner. The Chairman noted that he had realised from the minutes that the policing situation in the county was bad due to their budget.
  5. MINUTES: To confirm the Minutes of April 2022 Monthly Meeting. Proposed by Cllr. Richard James Seconded: Cllr. Don Griffiths
  6. MATTERS ARISING FOR MINUTES:
  • 6.B-1 / JUL - Defibrillator - The Clerk asked if Cllr. heard from Danny Napin about possible locations in Cwm Morgan for the Defibrillator. The Chairman said that Mr Napin had offered to put the defibrillator on his house but this may not be the best location for it. Cllr. Guto Jones said that it would be better to meet with Mr Napin to discuss. Cllr. Guto Jones who hadn't had much luck finding the owner of the Glanafon holiday home in Cwm Morgan either as he lived away. Romola, Cwm Morgan, located further down in Cwm Morgan, was proposed but no discussions had taken place with the owner of that building. Cllr. Philip Gibbons said that he lived in the Cwm Morgan and noted that the slope was very steep and narrow. He noted that the location of Glanafon was better as it was more open and much better than Romola. He also noted that the defibrillator may be placed on his home but he is not directly on the road and will need to cross the bridge. The Chairman noted that as Cllr. Philip Gibbons knows the owner of Glanafon, then Members would be very grateful if he could discuss the matter with them. The Chairman said that it does not matter where the defibrillator is placed, only that it is there and that local residents know it is there. He stated that he felt guilty that the defibrillator was still in his shed. Cllr. Meurig Thomas said the defibrillator would be better on the Glanafon building. Cllr. Philip Gibbons said that the front wall of Glanafon would be the best location but he would discuss the matter with Mr Moss. Cllr. Guto Jones said the location of Glanafon would be perfect. Cllr. Don Griffiths that many praise the Penrherber defibrillator as the sun. The Clerk stated that he would be speaking to Alan Jones of Newcastle Emlyn Council regarding training for members of the community on the use of defibrillators.
  • 6.A-3 / MAR - CCTV - The Clerk stated that she had made enquiries with Comlink for prices and that she was waiting to hear back. Councillor Ken Howell suggested that the Clerk could also make enquiries with Antur Teifi.
  • 11.8-1/JUL - Kiosk Capel Iwan - No Update.
  • 11.B-2 / DEC -Hall Back Gate - Councillor Richard James stated that he hopes that the gate will be hanging by the next meeting.
  • 10.A-3 / MAR - Windmill ‘Thank You’ Plaque - The Clerk asked what should be put on the Plack. The Chairman stated that wherever it is put up, it needs to be somewhere that is visible for the community as we get a lot of benefit from the grants paid by Winjen. The Clerk asked whether it would be best to place it in the hall or outside in the square. The Chairman stated that Melfydd Blaenbowy designed the plack for the aeroplane crash in the square and it was made by a man from Pontardawe. The Chairman stated that he would be happy to go to Pontardawe to sort this. The Chairman stated that it should at lease be A4 size with Winjen’s logo on it. Councillor Pat Thomas stated that it could be designed on a computer. Councillor Meurig Thomas suggested perhaps Barry Evans in Newcastle Emlyn could prepare a Plack. Councillor William Davies suggested that it would be good to display the plack in the square. Councillor Meurig Thomas stated that a picture of a windmill would be good on the plack along with some words. Councillor William Davies stated that it would be good to follow the design of the aeroplane plack. Councillor Guto Jones stated that he would talk to Winjen in North Wales about any requirements. Councillor Meurig Thomas stated that it would be good to have Winjen’s logo on the plack. Councillor Philip Gibbons suggested that it would be good if the plack was made of stainless steel as this would be appropriate to match the windmills. 
  • 11.A-3 / MAR - Fencing Behind the Vestry - Cllr. Richard James stated that Cllr. Anthony John said that making price inquiries. Cllr. William Davies stated that new posts needed to be put between the fence but the fence itself was not foolish. Cllr. Meurig Thomas said he had spoken to Jenny Wheeler and it was proposed that Simon Penrheol could do the job.
  • 11.A-7/APR - Water on the side of the road between Bwlchydomen and Bwlchcaebrith - No Update.
  • 11.B-7/APR - Hole in the road between Glannant and Clos Glas - Cllr. Richard James stated that this was bad. Cllr William Davies stated that the council have been out but nothing has been done. 

7. CORRESPONDENCE:

  • 5th May letter from Amanda Bebb, Carmarthenshire County Council electoral services informing Local Government Election results 2022. So on Cenarth Ward are Hywel Bowen, Philip Gibbons, Richard James, Pat Thomas and Nigel Williams. In Cilrhedyn Ward are William Davies, Don Griffiths, Anthony John, Guto Jones and Meurig Thomas. A total of 10 Members.
  • 2nd May letter from Hana Thomas, Carmarthenshire YFC Administration and Marketing Officer inviting the Clerk and Chair to the Carmarthen YFC Rally on Saturday 14th May. 2 Entry Tickets. The Chairman said that this should be supported and one ticket was given to the Chairman and one to Cllr. William Davies.
  • Emails between Clerk and Catrin from Trywydd company 20th April arranging simultaneous translator. Welcome to Llinos Haf Jones from Trywydd who is here to translate. The translator will charge £126 for a 2 hour meeting including travel costs. If Mr Gibbons is aware that you will not be able to attend a meeting, then she would appreciate sufficient notice of this in order to cancel Llinos' service. If Llinos comes to the meeting without being needed, there will be a cancellation cost of £50 + VAT.
  • April 13th email from One Voice Wales introducing a CPR and National Defibrillator manager where you can get free defibrillators funded by the Welsh Government and free training. The Clerk stated that she would discuss this with Alan Jones of Newcastle Emlyn council.
  • 10th May email from One Voice Wales advising that Bargoed Council will be offering online 'New Councilor Induction' training on the 17th May.

8. PLANNING:

9. FINANCIAL MATTERS

The Clerk stated that the following payments were made over the past month:

    A. Clerk Salary 

    B. Payments in - Carmarthenshire County Council 

    C. Payments out - None

The Clerk asked Llinos Haf Jones how it would be best to pay her and she stated that Trywydd would send an invoice to the Council.

10. MATTERS NEEDING DISCUSSION -

  • Cllr. Don Griffiths said that a tree in the field between the back of the Center and Maes Gwyn next door is falling apart and needs to be felled before it can damage anyone. The Clerk to ask the owners of Maesgwyn if they are happy for the tree to be felled. Cllr. Guto Jones stated that the problem of Ash Dieback is making the trees soft. The Chair agreed that something needed to be done before someone was harmed.
  • Cllr. Richard James said that there were no seats on the seesaw behind the Center on both sides.
  • Cllr. Richard James that the corner by Blaenpant was poor on both sides.
  • Cllr. Meurig Thomas says that the road past Blaengwyddon is poor on the underside of the road due to edge errosion.
  • Cllr. Meurig Thomas said that Bryngolau turn was dangerous and that you have to go out in the middle of the road to avoid going into the potholes.
  • Cllr. Pat Thomas that the road is poor between Ty Cerrig and Brohedydd. 

11. COUNCILORS’ COMMENTS:

  • The Chairman welcomed Cllrs Philip Gibbons and Pat Thomas to the Council.

12. NEXT MEETING

The next meeting will be held on the 9th of June at 7pm at the Center, Capel Iwan due to the Bank Holiday for the Queen’s Platinum Jubilee on the first Thursday of the Month. The Meeting concluded at 20:00.
