June 2009 meetingThe June meeting was held at "The Ganolfan" in Capel Iwan on the 2nd June with members present being Nigel Williams in the chair, Melfydd Jones, William Davies,David Phillips,Don Griffiths,Hugh Thomas, Samuel Jones,Chris Thomas,and Jeff Lewis . Apology received from Richard James. The chair welcomed everybody to the meeting and stated that the Police were unable to attend. The Clerk then read the minutes of the last meeting and they were proposed and seconded as being correct by Don Griffiths and Samuel Jones As CC Haydn Jones had to leave early a list of outstanding problems were discussed 1.. The bottle bank at Heol Y Gelli Cenarth. Haydn reported that it had been set up and they were now awaiting the signs before starting to operate. 2. The culvert near Heol Y Gelli Housing estate had been visited by the Council official..estates dept. Haydn and the official had been up to see Mr Richard Mc Cartney Gellidywyll , the landowner and they had reached an agreement on the work required. An inspection by cameras would also be carried out on the pipes crossing the main road 3. The safety fence at the bottom of Plygyrhiw would be repaired shortly. 4. Resurfacing and repairs to be carried out at Pentre isaf and Rehoboth Hill. 5. The ditching and guttering works at Pantygarn bend would be carried out by Carms CC 6.Haydn was checking with Mr Jackie Fido Cwmcych on the ownership of overhanging trees at that location 7. The rubbish problems at Maesyfelin Cwmcych and Glenview Capel Iwan were being investigated. 8.The "Dial a Ride" scheme was being assessed in certain areas of Carmarthenshire and the Council was awaiting the results before proceeding with further extensions. 9. The Clerk was compiling a list of addresses for tree cutting on the roads of the Parish 10. Talks were being held concerning the road junction at Blaenbowi. Carms CC were stating that traffic had to enter a main road at right angles However it was still under discussion 11.Haydn stated that repair works were being carried out on the retaining wall near Clwb Capel Iwan 12. The planning enforcement officer had been sent to check on the window at TY Twt Capel Iwan overlooking the school yard and also at Glasfryn Capel Iwan. They had agreed to replace this one with frosted glass. However the suggestion was that the Council should approach the owner of Ty Twt and ask for frosted glass to be fitted 13. The Clerk stated that" Menter Bro Gorllewin" at N C Emlyn were attempting to contact the" fresh water fish expert" in an attempt to move forward once again on the project of repairing the weir wall at Cenarth Falls. The Clerk then stated that he had been in contact with Alliance Insurance and had made arrangements for the "Fidelity Guarantee" to be increased as well as the upper age limit of members of the Council The new dwelling opposite the Chapel at Capel Iwan was to be known as "Brynmawr" A copy of a letter from the head of transport- Mr T Sage stated that Mr J Mcevoy would be coming out to meet Ms Caryl Davies Ardwyn C Iwan to discuss the possibilty of having a 20MPH sign placed near her home. He would visit on the 9th June A letter from the Dept for the Economy and Transport Welsh Assy Govt was discussed concerning consultation on an airspace change to establish segregated air space for the Wales Unmanned aircraft system (UAS) environment. It was asking for comments on increasing flight space for UAS from Aberporth Airfield. Members agreed to support option 3. Planning 1. Renewal of W/06665 for 2/3 bedroom bungalow with detached garage at Plot 2 N C Emlyn rd Capel Iwan for Mrs H.L.Jones Plas Y Bryn...............no objection 2. Extension to an existing dwelling at Penwaun Farm Pengelli N C Emlyn for Mrs Sarah Brazier......................no objection A.O.B. Members reported a deep pothole on the side of the road below Llwynffynon, Bwlchcaebrith Members asked if it would be possible to have somebody from the Council to attend and repair the inside wall of the well at St Llawddog's at Cenarth. Water was seeping out through the walls at the base and it needed to be relined with blue clay. Check with Countryside and Leisure at Tumble Complaints were received about a row of cones which had been placed outside Blaenwaun Fach Capel Iwan.. A danger when cars were passing one another The next meeting will be on 2nd July at &pm.
