JULY 2025 MEETING
Minutes of the meeting held at the Hall, Capel Iwan on Thursday, 5th of June 2025 at 7pm.
1. PRESENT: In the Chair -Cllr. Pat Thomas Councillors: Helen Williams, Meurig Thomas, Don Griffiths, Nigel Williams, William Davies, Richard James, Cllr. Hazel Evans, Cllr. Ken Howell. Clerk - Manon Thomas Cooper.
2. APOLOGIES: Jeff Kedward PCSO, Anthony John, Hywel Bowen, Philip Gibbons.
3. DECLARATIONS OF INTEREST: None
4. POLICE:
The Clerk said that she had sent our comments about the plan to have one general meeting with the PCSO rather than having the PCSO attend our meetings and not getting a response.
5. MINUTES: Minutes for the May 2025 meeting were proposed by Cllr. Don Griffiths and Seconded by Cllr. William Davies.
6. MATTERS ARISING FOR MINUTES:
6.B-1 / JUL - Defibrillator - No update.
10.A-4/NOV - Penrheol Isaf Road to Derlwyn - Cllr Don Griffiths said that the County Council has been measuring passed Brohedydd down towards the town and through the village and it seems that the County Council is going to tarmac the whole section before long.
10.A-1/JUN - Pothole on Hendy turning - No update.
10.A-1/FEB - Water on Bryngolau turn - Cllr. Richard James stated that the County Council has put stones on the section.
10.E-9/MAY - Road from Cwm Morgan to Glyncoch - No update.
10.A-3/OCT - Water from Bwlchcaebrith to Blaendyffryn - Cllr Don Griffiths said that the County Council has been measuring passed Brohedydd down towards the town and through the village and it seems that the County Council is going to tarmac the whole section before long.
10.C-3/OCT - Path by the Hall - Cllr. William Davies stated that this will be done after the potted sports.

10.E-7/JAN - Capel Iwan Square Sign - Done - the Chairman said that the sign on the gate was tidy and thanked Cllr. Hywel Bowen for organizing.
7.A-3/APR - Eisteddfod Contribution - The matter was discussed and it was said that a fund of £20,000 is to be raised by the Newcastle Emlyn, Llandyfrïog and Cenarth committee. It was said that the National Eisteddfod will not come this close for years. Cllr. Helen Williams proposed £800 and this was seconded by the Councillors.
10.C-3/APR - Ardwyn Gutters - Cllr. Don Griffiths stated that this had been done.
7.C-1/MAY - Petanque site - There was a meeting before this meeting with Jane Fenn and Mark Fenn on behalf of CIVE and Capel Iwan 'Men in Sheds' and a plan with measurements was presented and it was said that they hoped to put the site in the back corner of the field. It was said that a 4 inch wooden frame was needed around it and that the field was about 6 meters long and 3 meters wide. They had hoped to dig down to put it in place but it was said that this could not be done without planning permission. Its location was discussed and it was said that it would not be sensible to put it near the car park. It was said that if it was at the back of the field it would be necessary to fill the stones in order to level it. It was said that if it were too open to the bank it would not be possible to cut the banks with a tractor. Cllr. Richard James said that it's fine if it's in the right location. It was proposed to tell them that the Council is in favor of the idea but it will be necessary to discuss its location so that it does not affect the field and the ability to play football etc. It was said that CIVE said they had enough money to contribute for it. It was decided to offer another meeting once they know more about the project.
7. CORRESPONDENCE:
E-mail to Rhian Thomas on asking on behalf of the Trustees of Capel Iwan Chapel for a contribution towards maintenance work outside the Chapel including a new fence and a wheelchair ramp. Cllr. Hazel Evans that we are unable to donate money towards religious organisations.
8. PLANNING:
- PL/09200 - Full Planning Permission - Hendy, Cenarth, SA38 9LP - Proposed earth banked nutrient store to comply with The Water Resources - Cllr. Don Griffiths stated that this is a Council farm. No objection.
- Flatwood, Cenarth was discussed - The Clerk said that the County Council's enforcement department is supposed to look into if the owners have coordinated with the planning permission. Cllr. Ken Howell discussed the matter saying the following: that the owners were given permission to build a round house, which has happened, and permission to build a horse stable and another house there, as well as build a workshop to keep and use wood. The owners had shown a car they had created which, apparently, can be sold in London for £2,600. Cllr. Ken Howell showed a copy of the One Planet Development rules pack. The original principle of the plan was to tackle the problem of depopulation in the countryside. He said that a 'Management Plan' also existed. He said that Flatwood is very different to the permission that has been given to another One Planet Development in the County, as 65% of their food is supposed to be produced on the land but it is unlikely that this can happen in Flatwood as this permission is on land where rushes grow compared to fertile land. He said that the 'Management Plan' says that every person in the world has 2.4 hectares to live on but by the end they will have 1.88 hectares to live on. The principle is that you go in on the land, build a small house without foundations in the land, one that lies on the land, and if the plan is a failure, they must be able to move away and leave the field as it was at the beginning. The 'Management Plan' says that they must live on the land. After 5 years a profit of £5,700 must have been made on the land and if this is a failure, they must move from the site. It is not possible to use electricity and mains water, wildlife must also be supported and sewage waste disposed of on the land also through compost. They should have no impact on the land. Cllr. Nigel Williams said that the owners have destroyed the trees there and that it is impossible to grow food there. Cllr. Ken Howell said, after 3 years, it is possible to ask for permission to go and visit the location. Cllr. Ken Howell said that it is part of Flatwood's planning permission that they have the right to cut down trees and build a house. He said that they also wanted to build a stone chimney but the Councilors said that it is not possible to build a house and a heavy chimney without putting a foundation in the ground. It was proposed to ask for a location visit with one of the County Council's planning departments with members of the Community Council as well as a food expenditure report and the amount of food that is produced there.

10. MATTERS NEEDING DISCUSSION -
Cllr. Richard James said that Huw Blaenpant had told him that a tree had split and that it was leaning against a fibreoptic wire - Clerk to contact Openreach to inform them about it.
Cllr. William Davies said that the shed on the playing field needs to be repaired and painted.
