CYNLLUN HYFFORDDIANTMae gan y cyngor ddyletswydd statudol o dan adran 67 o Ddeddf Llywodraeth Leol ac Etholiadau (Cymru) 2021 i lunio cynllun yn nodi'r hyn y mae'n bwriadu ei wneud i fynd i'r afael ag anghenion hyfforddi ei gynghorwyr a'i staff. Diben y cynllun hyfforddi yw sicrhau, gyda'i gilydd, bod gan gynghorwyr a staff y wybodaeth a'r ymwybyddiaeth sydd eu hangen ar y cyngor i weithredu'n effeithiol. Nid oes angen i bob cynghorydd a staff fod wedi derbyn yr un hyfforddiant a datblygu'r un arbenigedd. Rhaid rhoi cynllun hyfforddi newydd ar waith ar ôl pob etholiad cyffredin o gynghorwyr cymuned i adlewyrchu'r anghenion hyfforddi sy'n deillio o newidiadau i aelodaeth y cyngor ac i ddarparu ar gyfer ethol cynghorwyr newydd. Dyma gynllun hyfforddi cyntaf y cyngor ond o hyn ymlaen bydd yn adolygu'r cynllun o bryd i'w gilydd i'w gadw'n gyfredol ac yn berthnasol. O ran staff y cyngor, mae asesiadau perfformiad blynyddol yn nodi cyfleoedd hyfforddi unigol yn barhaus, tra wrth bennu blaenoriaethau hyfforddi uniongyrchol cynghorwyr, mae asesiad hyfforddi cychwynnol wedi'i wneud o'r sgiliau hanfodol sydd eu hangen ac a yw'r cyngor yn teimlo bod digon o sylw a dyfnder ar draws y cyngor iddo weithredu'n effeithiol o fis Mai 2025 ymlaen. Mae'r cyngor yn hyderus y bydd gwybodaeth ac arbenigedd staff yn helpu i arwain a chefnogi aelodau newydd yn ystod y 6 i 12 mis cyntaf o'u tymor yn y swydd. Fodd bynnag, cynhelir asesiad pellach o anghenion hyfforddi cynghorwyr yn ddiweddarach yn y flwyddyn ariannol, pan fydd cynghorwyr newydd wedi cael mwy o amser i ymgartrefu ac wedi dod yn gwbl gyfarwydd â'u rolau a'u cyfrifoldebau. Bydd y cyngor eisiau ystyried a oes heriau a chyfleoedd newydd y gallai fod eisiau eu harchwilio er enghraifft, fel y rhai a gynigir gan y Pŵer Cymhwysedd Cyffredinol. Yn yr achos hwnnw, gall benderfynu bod sgiliau newydd i gynghorwyr a staff eu cyflawni yn y dyfodol. Mae'r cyngor wedi cymeradwyo cyhoeddi'r cynllun hyfforddi hwn ar ôl nodi ei ofynion cychwynnol i symud y cyngor ymlaen yn dilyn etholiadau cyffredin llywodraeth leol ar 1 Mai 2025. Mae'r cynghorwyr wedi cytuno i'r hyfforddiant canlynol:
TRAINING PLANThe council has a statutory duty under section 67 of the Local Government and Elections (Wales) Act 2021 to make a plan setting out what it proposes to do to address the training needs of its councillors and staff. The purpose of the training plan is designed to ensure that collectively, councillors and staff, possess the knowledge and awareness needed for the council to operate effectively. It is not necessary for all councillors and staff to have received the same training and develop the same expertise. A new training plan must be put in place after each ordinary election of community councillors to reflect the training needs resulting from changes to the council membership and to provide for the election of new councillors. This is the council’s first training plan but hereinafter it will review the plan from time to time to keep it up to date and relevant. In regard to council staff, annual performance appraisals identify individual training opportunities on an on-going basis, whereas in determining councillors’ immediate training priorities an initial training assessment has been made of the essential skills needed and whether the council feels there is sufficient coverage and depth across the council for it to operate effectively going forward from May 2025. The council is confident that staff knowledge and expertise will help guide and support new members during the first 6 to 12 months of their term of office. However, a further assessment of councillor training needs will be conducted later in the financial year, when new councillors have had more time to settle-in and have become fully accustomed with their roles and responsibilities. The council will want to consider if there are new challenges and opportunities it may wish to explore for example, such as those offered by the General Power of Competence. In which case it may decide there are new skills for councillors and staff to attain going forward. The council has approved the publication of this training plan having identified its initial requirements to take the council forward following the local government ordinary elections on 1 May 2025. The councillors have agreed to the following training:
