December meetingThe monthly meeting of the Council for Dec was held on the 2nd at 7 o'clock. Due to the absence of the Chair due to illness, Jeff Lewis took the chair and all members were present. The Chair extended a warm welcome to our new County Councillor Hazel Evans and also PCSO Jeff Kedward. Jeff gave a report on Police activities in the area reporting that he had spoken to the boys who had been riding the quad bikes around the village square at Capel Iwan. Some of the members stated that a red mini had been racing around the local roads. Jeff said he would talk to the driver Nigel reported that a car and passengers had been racing up and down past Brynawelon and and turning around at Bryn Square. They had noted the registration no. Jeff stated that he new the driver and the passengers and he would talk to them and issue a warning. The chair the thanked Jeff for his visit and wished him a Happy Xmas and a prosperous new Year. Jeff also thanked members for all the support he had received during the year, which helped to maintain order in the community. The Chair then extended a warm welcome to the members present and thanked them for turning out on such a cold night. He also wished Don a speedy recovery and extended a warm welcome to our new County Councillor Mrs Hazel Evans and hoped she would feel at home amongst friends and local members. The Chair stated that he was sure Hazel would do her utmost to serve the local community. Hazel thanked the members for their kind words and support and hoped she would be able to live up to the Chair's comments The Clerk then read the minutes of the previous meeting and they were proposed as being correct by Melfydd Jones and William Davies The Chair stated that Alan James's workers had been out to clear the sluice gates at the entrance to the drain pipe at no 10 Heol Y Gelli in Cenarth and everything was now working. Jeff also stated that the Carms C C had been out to repair the damaged pavements at Heol Gelli estate David Phillips reported that he had called on Mr Mark Pengilly, Erwdeg < Capel Iwan to inform him of the Comm Council decision not tp proceed with the purchase of the parcel of land next to the Ganolfan for extra parking area. Mark told David that he had decided to donate the piece of land to the Community however as our plans had changed the offer could not be taken up. Members agreed to send Mark a letter of thanks for his kind gesture Members asked Hazel Evans to check with the Estates Dept on the progress of the lease for lands around the Ganolfan and the progress through the full Council Richard James stated that there was no water connection to the pipe that lay on the hedge surface at Hendy Square Members discussed the placing of the C.C.T.V system around the Ganolfan and Chris Thomas stated that the placing of the Monitor and recorder would be ideal in the porch of the Ganolfan and it would be easy access to an electricity supply. Chris was asked to proceed with the work The Clerk reported that he had not heard anything from the Enforcement Officer,-Rees Phillips about the developements at Rheoboth Chapel Hazel stated that she would look into the matter. Also she stated that she was now working on the case of planning refusal for an existing static caravan belonging to Tommy Thomas Maesyfelin, Cwmorgan. They have now found satellite pictures dating back to the 1900's showing the caravan on site The Clerk was asked to contact the Highways dept again regarding problems in the area and to make the filling of potholes and verges a priority as well as the collapsed verge opposite the Paintball Site at Cenarth. Hazel promised to chase up the outstanding issues Hazel and the Clerk were asked to contact the Royal Mail again about the state of the letter box on Capel Iwan square and also ask for a replacement box at Tanglwst village The Clerk stated that the £200 donation from The Comm Council was handed over to Mrs Evans Dihewid, the local Air Ambulance collector on the 24th Nov, also Merched Y Wawr, Capel Iwan handed over £200 making a total of £400 towards the upkeep costs of the service Hazel stated that the following problems had been brought to her notice.1. The owners of Milestone Cottage Cenarth had complained about the speed of cars coming down the hill from the direction of Cenarth and having to brake on the bend near them Hazel had been in contact with the Highways Dept and they had promised to paint warning signs and chevrons on the road surface. 2. The lights on Cenarth Conveniences were on day and night. 3. She had also spoken to Mr Alex Side as the local people at Cenarth had asked for a bus shelter above the Three Horseshoes in Cenarth. Members asked whether it would be possible to have a new shelter at Tanglwst as well 4. Hazel had also been asked whether something could be done regarding the surface water opposite Greenmeadow on the Bryn Rd. It was also entering the property-- Checking with Highways again The Clerk read a letter from Carms CC tech Services asking whether the Comm Council would be willing to take responsibility of running the Public Toilets at Cenarth. the costings amounted to £2.200.55 a year and there would be extra costs for the attendant. Members discussed the issue which meant that nearly 30% of the yearly precept would be spent on the upkeep. There was no figure mentioned for attendant payment and they wanted a reply by the 14th January 2011. It was decided that The Clerk contact Tech Services and ask for wage bill then decide what to do A letter of thanks was received from Capel Iwan Merched Y Wawr for the donation given by the Comm Council, A sum of £125 towards the Mc Millan Coffee afternoon. A Total of £580 was raised at the event. A letter of thanks was received from the Cenarth eisteddfod committee for the donation of £150 given by the Comm Council towards the eisteddfod It was decided that the Clerk should again join the Society of Local Council Clerks for 2011 The Conclusion of the Audit of Accounts for year ending 31st March 2010 for the Dyfed Powys Police Authority are now available at Police Headquarters, Carmarthen for the Public to see. The Clerk was asked to complete a services questionnaire for the area. The work was being done by Wales Rural Observatory, Cardiff University PLANNING MATTERS The following applications had been granted planning permission 1. W/23925 Alterations at Maesgwyn, Capel Iwan for Mr and Mrs Colin Benton.. (Full) 2.W/23665.... Dev of single residential dwelling at Westfield Capel Iwan for Mrs B Duncan - King (outline) NEW Application 1. W/23959. Full planning to supply and install 1no Evoco 10KW Wind turbine on a 12M monopolemast at Blaenbowi Capel Iwan for Mr Guto Jones. The Council had no objections. AOB 1. Nigel Williams stated that he had asked the headmistress at Ysgol Y Ddwylan N.C.Emlyn whether she would like to have the two plant stands that Nigel had constructed for Capel iwan school. She was glad to take up the offer and so they would be moved to Ysgol Y Ddwylan. Nigel also expressed his thanks to Hazel for all the work she was doing in tyhe community. He also hoped she would settle in as our new Councillor and all members were sure that she would do her utmost to look after the Cenarth and N.C.Emlyn area in Carmarthen 2.. Melfydd stated that the road conditions from Penbuarth down towards Bwlchpal were in a terrible state of repair.. Hazel added it to her list. Also the gutter by the entrance to Blaenbowi wind farm had been blocked by a collapsed hedge with the result that all the surface water was now running down the road and freezing.. School buses were now having problems. The meeting ended at 9 15pm. The next meeting will be on Thursday 6th January 2011 at 7 pm. at the Ganolfan After the meeting the members were given a xmas tea prepared by the members wives. The chairman thanked the ladies for a wonderful spread and wished everyone a Merry Xmas and a Happy New Year
