10.A-12/MAY - Coeden rhwng y Ganolfan a Maes Gwyn - Dywedwyd efallai byddai’r goeden yn cwympo ei hun gyda thywydd gwael dros y gaeaf. Dywedodd y Cyng. William Davies nad oes llawer gellir gwneud os mai perchennog Maesgwyn sydd berchen y goeden.

10.C-1/JUN - Heol Penrherber - Trafodwyd yr heol rhwng Bwlchcaebrith a Penrherber. Dywedodd y Cyng. Hazel Evans ei bod wedi mynd y ffordd hynny ar y fford i’r cyfarfod a doedd e ddim yn ffôl. Dywedodd y Cyng. Don Griffiths, bod yr ardal ger Bwlyfoel yn tueddu bod yn wael iawn wedi glaw sy’n aml yn creu llyn mawr o ddŵr yna.
10.A-7/SEPT - Clawdd y Swyddfa Bost - Clerk wedi ysgrifennu a heb glywed nôl. Dywedodd y Cyng. Pat Thomas bod Gareth Parr wedi cael cam-driniaeth geiriol ofnadwy am dorri’r clawdd gan gymdogion yn y pentref yn dweud y byddant yn ei siwio pe bai’n torri’r cloddiau ond ar ddiwedd y dydd, os na byddant yn cael eu torri, gall achosi damweiniau. Dywedwyd nad oes modd pasio nawr os bydd dau gar yn cwrdd neu dractor.

7. GOHEBIAETH:
- Llythyr nawdd yr Urdd wrth Sioned Beynon - Dywedwyd ein bod arfer cyfrannu at yr Urdd. Dywedodd y Cyng. Hazel Evans ein bod wedi cyfrannu at Eisteddfod yr Urdd yn Llanymddyfri. Dywedodd y Cyng. Nigel Williams ei fod yn meddwl y dylwn ni gyfrannu ar rhan plant yr ardal. Dywedodd y Cyng. Nigel Williams y byddai’n hapus i gyfrannu £200 ac eiliodd y Cyng. Pat Thomas.
- Llythyr wrth Rhian THomas ar ran pwyllgor y neuadd yn diolch am y cyfraniad.
- Llythyr wrth Rhian Thomas ar rhan Merched y Wawr yn diolch am y cyfraniad at y Bore Coffi McMillan. Dywedodd y Cyng. Pat Thomas eu bod wedi llwyddo codi £1,100 eleni.
- Llythyr wrth Julia James ysgrifennydd Eisteddfod Cenarth yn gofyn am nawdd tuag at yr achos. Cynnigodd y Cyng. William Davies £150 ac eiliwyd hyn gan y Cyng. Don Griffiths.

10. MATERION ANGEN TRAFODAETH -
- Dywedodd y Cyng. Don Griffiths bod y pren wedi pydru ger banc y Mownt ble gath y dynion eu lladd yn y ddamwain awyren ond dywedodd bod Olly Brynheulog wedi dweud neith e rhoi pren newydd yna os nad yw’r Cyng. Nigel Williams eisiau gwneud. Dywedodd y Cyng. Nigel Williams ei fod yn hapus i Olly ei wneud.
11. SYLWADAU CYNGHORWYR -
- Dywedodd y Cyng. Nigel Williams ei fod wedi ffonio NRW eto ac wedi cael ateb wrth Rhys Heath a oedd eithaf uchel lan am y goeden sydd wedi cwympo yn yr afon yng Nghenarth a’i fod wedi dweud nad yw’n unrhywbeth i’w wneud gyda NRW. Dywedodd y Cyng. Nigel Williams y byddai hyn yn achosi llifogydd gan ei fod yn tarfu ar llif yr afon ond bod Rhys Heath wedi dadlau bod y goeden wedi cwympo ar dir preifat.
- Dywedodd y Cadeirydd bod trigolion hŷn Penrherber wedi’u siomi’n ddifrifol gan bod gwasanaeth Bwcabys yn dod i ben ddiwedd y mis achos dyma yw ‘lifeline; lawr i’r dre i lawer. Dywedodd y Cyng. Hazel Evans bod ‘Notice of Motion’ dydd Mercher nesaf. Dywedodd y Cyng. Hazel Evans bod cymunedau gwledig yn colli mas eto. Cytunwyd y dylai’r Clerc anfon llythyr o wyrthwynebiad at y Cyngor Sir.
- Dywedodd y Cyng. Don Griffiths bod angen trefnu 2 rhith ar gyfer Sul y Cofio gan bod Ieuan wedi ymddeol. Dywedwydd mai Teresa O’Ryan sydd bellach yn cynrhychioli’r British Legion yn yr ardal a dylai’r Clerc gysylltu gyda hi i drefnu.toryan@btinternet.com***
- Trafodwyd y Cinio Nadolig a cytunwyd y dylai’r Clerc wneud ymholiadau gyda’r Clwb Rygbi ar gyfer cinio ar nos Wener ym mis Tachwedd.
- Dywedodd y Cyng. Ken Howell bod menyw yn y pentref wedi gofyn pryd bydd y terfyniadau cyflymder 20m.y.a yn cael adolygiad a dywedwyd y byddai hyn tua 3-6 mis i ffwrdd.

Cenarth Community Council Meeting
Minutes of the meeting held at the Center, Capel Iwan on Thursday, 5th October 2023 at 7pm.
PRESENT: In the Chair - Cllr. Richard James, Councillors: Nigel Williams, Don Griffiths, Pat Thomas, Nigel Williams, Anthony John. William Davies,Guto Jones, Meurig Thomas Cyng. Ken Howell, Cyng. Hazel Evans. Clark - Manon Thomas.

5. MINUTES: Minutes for the September 2023 Meeting were proposed by Cllr. Guto Jones and Seconded by Cllr. Nigel Williams.
6. MATTERS ARISING FOR MINUTES:
6.B-1 / JUL - Defibrillator - The Clerk said she was looking into more grants for them.
10.A-12/MAY - Tree between the Center and Maes Gwyn - It was said that the tree might fall on its own with bad weather over the winter. Cllr. William Davies said that there is not much that can be done if the owner of Maesgwyn owns the tree.
10.F-12/MAY - Road between Tŷ Cerrig and Brohedydd - It was said that the road all the way down to Hendy square was bad.
10.A-4/NOV - Penrheol Isaf Road to Derlwyn - No Update.
10.D-6/APR - Lawn Mower- The Chairman said that the garage had promised to fix it next week. The Chairman said that he had cut the grass with a topper today.
10.A-1/JUN - Pothole on Hendy turn - No update.
10.B-1/JUN - Godremamog path - Cllr. Pat Thomas said that another tree has fallen there now but that it is still possible to pass. Cllr. William Davies said will go down to see the tree.
10.C-1/JUN - Penrherber Road - The road between Bwlchcaebrith and Penrherber was discussed. Cllr. Hazel Evans said that she went that way on the road to the meeting and it wasn't foolish. Cllr. Don Griffiths said that the area near Bwlyfoel tends to be very bad after rain which often creates a large lake of water there.
10.A-7/SEPT - Post Office Hedge - Clerk has written and not heard back. Cllr. Pat Thomas said that Gareth Parr has received terrible verbal abuse for cutting the hedge from neighbors in the village saying they will sue him if he cuts the hedges but at the end of the day, if they are not cut, they can cause accidents. It was said that it is now not possible to pass if two cars meet or a tractor.
10.B-7/SEPT - Gelynnen Hedge - No Update.
7. CORRESPONDENCE:
- The Urdd's sponsorship letter from Sioned Beynon - It was said that we used to contribute to the Urdd. Cllr. Hazel Evans said that we contributed to the Urdd Eisteddfod in Llandovery. Cllr. Nigel Williams said that he thinks we should contribute on behalf of the children in the area. Cllr. Nigel Williams said that he would be happy to contribute £200 and seconded by Cllr. Pat Thomas.
- A letter from Rhian THomas on behalf of the hall committee thanking them for the contribution.
- A letter from Rhian Thomas on behalf of Merched y Wawr thanking her for the contribution to the McMillan Coffee Morning. Cllr. Pat Thomas said that they managed to raise £1,100 this year.
- Letter from Julia James secretary of the Cenarth Eisteddfod asking for sponsorship towards the cause. Cllr. William Davies proposed £150 and this was seconded by Cllr. Don Griffiths.
8. PLANNING:
- PL/06497 - Full Planning Permission - Construction of warehouse/storage building for the storage of log burners and ancillary items associated with Beacon Stoves - Tŷ Pren, Capel Iwan - The Chairman said that they are a local company which should be supported. No objection.
9. FINANCIAL MATTERS
The Clerk stated that the following payments were made over the past month:

10. MATTERS NEEDING DISCUSSION
- Cllr. Don Griffiths said that the wood had rotted near the Mownt bank where the men were killed in the plane crash but he said that Olly Brynheulog had said that he would put new wood there unless Cllr. Nigel Williams wants to do. Cllr. Nigel Williams said that he was happy for Olly to do it.
11. COUNCILLORS’ COMMENTS -
- Cllr. Nigel Williams said that he called NRW again and got an answer from Rhys Heath about the tree that has fallen in the river in Cenarth and that it is nothing to do with NRW. Cllr. Nigel Williams said that this would cause flooding as it disrupts the flow of the river but that Rhys Heath argued that the tree had fallen on private land.
- The Chairman said that the older residents of Penrherber are seriously disappointed as the Bwcabys service ends at the end of the month because this is a 'lifeline; down to town for many. Cllr. Hazel Evans said that a 'Notice of Motion' is being made next Wednesday. Cllr. Hazel Evans said that rural communities are losing out again. It was agreed that the Clerk should send a letter of objection to the County Council.
- Cllr. Don Griffiths said that it is necessary to organize 2 wreaths for Remembrance Day as Ieuan has retired. It was said that Teresa O'Ryan now represents the British Legion in the area and the Clerk should contact her to arrange.
- The Christmas Dinner was discussed and it was agreed that the Clerk should make inquiries with the Rugby Club for a dinner on a Friday evening in November.
- Cllr. Ken Howell said that a woman in the village asked when the 20 mph speed limits would be reviewed and was told that this would be about 3-6 months away.
12. NEXT MEETING - The next meeting will be held on the 2nd of November. The Meeting ended at 7:50pm.
