March 2013 meeting

The monthly meeting of the Council was held on the 7th March 2013 at 7pm at "Y Ganolfan" Capel Iwan

MEMBERS PRESENT.....Couns William Davies  (Chair). Don Griffiths, Hugh Thomas, Samuel Jones,Jeff Lewis, Richard James,Guto Jones. Apologies received from David Phillips,Nigel Williams, Chris Thomas  and CC Hazel Evans, also from PCSO Jeff Kedward due to emergency call out

The Chair welcomed Brian and Jean Lloyd ,Llys Y Coed C. Iwan from the Capel Iwan Digital Forum Committee. They gave a report on their visit to the National Library of Wales at Aberystwyth. They had taken the old 1873 Inclosure map of the area by G.A.Leach, Asst Comm-scale - 3 chains to the inch- to be examined  as well as mapsheets titled East Cilrhedyn. The inclosure map needed a great deal of resoration work, which would be very expensive unless the Comm Council would be willing to donate the map to the National Library. They would eventually produce a digital copy on disc which would be available to the Council. After discussion it was agreed to donate both maps to the Library for safe storage. Brian and Joan stated that they were willing to negotiate the agreements with the Library and deliver the maps. William then thanked them both for their work and hoped that  the other old documents belonging to the Council would be of interest to the Capel Iwan digital forum

The Chair William Davies welcomed everyone to the meeting and expressed words of sympathy to Samuel and Bethan Jones and family Blaengwyddon Fawr on the sudden death of Bethan's mother. Samuel thanked everyone for their sympathies and for the card received from members and Clerk

The Clerk then read the minutes of the Feb meeting and they were proposed as being correct by Jeff Lewis and Hugh Thomas

MATTERS ARISING

1. The Clerk went through a report received from CC Hazel Evans stating that the village sign CWMORGAN on the sign post by Bronallt would be changed. The Chair stated that he had spoken to residents in the village and they  remembered a village sign CWMORGAN by the bridge coming from the Godremamog direction

2.It was noted that the "no dog fouling" notices had not been replaced on the "kissing gates" on the footpath  5/14/1 - Pentre isaf - Pleasant View to Panteg chapel. The one new one by Arwel was still in position. The Clerk was asked to contact Mr Martin Murray of Countryside rangers section asking for further plastic notices

3. The Clerk stated that the leases from Carmarthen  CC Legal dept had arrived this morning (7th March) and had been collected fom Mrs Helen Cole - W George Evans  N C Emlyn by the Clerk and checked out. Three documents needed signing 1. Surrender of old lease for play area 2. Surrender of lease around the Hall and access and right of way from the highway to the hall and village playing field 3. new lease combining all the old conditions and  new land measurment and additions. The new lease to be signed by the Chair and Clerk of Cenarth Comm Council. This was completed and returned to Mrs Helen Cole who would be contacting Carms C C  for the final seal of approval.

4. Public toilets at Heol Gelli car and coach park Cenarth. The Clerk had been notified by Liz Dutch (Clerk of Llansteffan C C ) and sec of the action group against closure as well as by  C C Hazel Evans that the Plaid group at the C C had brought forward a motion to prevent clousure of the  five toilets situated at popular tourist areas. The motion had been won and so the closure was prevented and the County would still be responsible for the day to day running. Plaid had made an attempt to have all the toilets re-opened in the County but had lost the vote

5. The "Code of Conduct" course for Comm Councillors members had been postponed to a later date

6. CC Hazel Evans stated in her report that she had been promised  "Patch up for now, will look at forward work to  see which can be done properly next year". She had contacted them stating that she could not understand their way of thinking and cost effectivness in maintaining the roads in the area. The Clerk also had a letter from Mr D A Williams, Asst Area manager, Highways stating that  some matters had been seen to and the workforce would keep working through the remaining matters raised. Guto Jones stated that the damaged verge had been repaired at the entrance to Blaenbowi Farm. Hazel stated that the following potholes and road surfaces were still on the list :--Llwynbedw - Cwmcych -Bridgend.. Bryn to Cruglwyd. .Hendy bend  to Tycerrig..Danyrhelyg area... Also potholes on the road between Pantmelyn and Morlogws, and the road surface from Bryn Square Penrherber  to Cardigan road

7.Jeff Lewis gave a report of the meeting held on the 18th Feb at the Church Hall N C Emlyn to raise money locally for the 2014 National Eisteddfod at Llanelli. Officials appointed  were Hazel Evans (chair). Dafydd Dafis (Sec)  John Thomas (Treas).  It was proposed to hold an "auction of Promises" at The Emlyn Arms with booked tables and a dinner in a hope to raise the required sum of £3000 for the area of Cenarth, Capel Iwan and Newcastle Emlyn. After discussion it was agreed to send a donation on behalf of the Council

8. "Local Government Boundary Commission for Wales 2013".. The Clerk read the letter that had been sent to the Secretary of the Commmission ijn Cardiff objecting to the proposal for Cenarth and Llangeler and also to the changing of the working name from Cenarth to Llangeler

9. CC Hazel Evans stated that she had contacted the "fly tipping" Dept of C C C  asking them to pick up an old fridge which had been left on the roadside on Gellydywyll hill, Cenarth

CORRESPONDENCE

1 A letter of thanks was received from Mrs Joan Lloyd  Llys Y Coed C Iwan on behalf of the Capel Iwan digital forum for the donation the Council had sent them


2. A letter was received from the Head of Housing Services stating that the Government  had decided to reduce housing beneft
(HB) by 14% for those with one surplus room and by 25% for those with two or more surplus rooms (Known as the Bedroom tax)These will apply to new and existing tenants who have not reached pension age with effect from April 2013

3.A letter was received from Amanda Bebb, Electoral services asking whether any Town or Community Council wished to increase or decrease the number of Councillors. A request should be submitted to the County Elec Services by the 12th April 2013 if any changes were required. members agreed to keep to same no of members

4.Three letters were received asking for financial support from Cenarth Com Csl. They were 1. Annual chaired Eisteddfod at N C Emlyn on 20th July 2013  2. N C Emlyn swimming pool, who were facing financial difficulties due to the ever increasing running costs. 3.Wales Air amulance Service who now have three highly advanced helicopters in operation, they are now aiming to trial night flying capability his year. It was agreed to donate £100 towards the project' The members agred to support the other two causes financially

PLANNING APPLICATIONS

1.W/27754-- full planning for agricultural building at rear of Westfield Capel Iwan for Mr Arthur Evans. The Clerk stated that he had had several letters of objection from the local residents next to the proposed site. These were read and members agreed to send a Council objection as well.

2.W/27738  outline planning for a three bedroomed dwelling on a plot adjacent to Mount Capel Iwan for Mr Keith Leighton. The Council had no objection

AOB

1. It was agreed that a wooden seat would be placed near the  entrance road to Argoed Cenarth

2. The following highway problems were noted- a large pothole on the roadside near Amnawr  C Iwan, Road surface from Elmar   to Bwlch, road verges erroded away from Blaengwyddon Fawr to the road junction at Llain

3. The Clerk was asked to  check with PCSO Jeff Kedward to see whether he could contact the father of the boys who broke the toilet window at "The Ganolfan" C Iwan. He had promised to replace the window pane- no action so far

4. The chair stated that the play equipment next to the old school had been lifted and taken down to the Sports field ready for re-erection. Discussion took place on making the green area between the old school and the Hall into a car park

5.It was stated that moles had resarted lifting the soil by the sports shelter  in the playing field.It was agreed that Mr Llyr James, Bryngolau Capel Iwan was asked to come down to catch them

The meeting ended at 9.30pm. The next meeting will be held on Thurs  4th April 2013 at 7pm at "Y Ganolfan" Capel Iwan
