March Meeting

The monthly meeting was held on the 10th March 2011 at 7 o'clock at the Ganolfan. 

Members present Don Griffiths (Chair), Melfydd Jones, William Davies David Phillips,Hugh Thomas, Samuel Jones, Nigel Williams, Chris Thomas, Jeff lewis and C C Hazel Evans, Apology from Richard James. Also present was PCSO Jeff Kedward

The Chair extended a warm welcome to everyone and asked Jeff if  there were any Police problems in the area. It was stated that the Farm Watch scheme had been set up in the area and Guto Jones Blaenbowi and Richard Jamed Bryngolau were the two contact members. Jeff warned members to be aware of scrap merchants in the area as metal prices were very high at the moment. David Phillips stated that a large Transit pickup had called on him last week looking for scrap. The Police asked members to make note of any registration numbers. Nigel complained to Jeff that a group of youngsters had been riding one of these mini motorbikes around Bryn Square and in front of his house. Jeff stated that the group were known to the local Police and had been warned that there was a possibility that the bike would be compounded if seen again.  David also complained about the cars being parked on the road outside Emlyn School.  CC Hazel Evans said she would take up the matter with the headmaster. Jeff stated he was office bound at the moment due to a knee injury and also that PC Diane Williams was being transferred to Fishguard Police station in a week's time. Everyone wished her well having spent 7 years at N C Emlyn and had been a regular visitor to our  meetings. Don thanked Jeff for his presence and hoped to see him next month again

The Clerk then read the minutes of the last meeting and were proposed as being correct by Nigel Williams and William Davies

Matters arising

CC Hazel Evans stated that she had been in contact with Mr Hywel Hymphries, Estates dept  about the delay in producing a new lease for land around Capel Iwan Primary school and the Ganolfan. The delay had been caused by the land around the school not been placed on the land registry file. This has now been completed and the new head of department was coming out to visit the site and would be reporting to Hazel. Also the Estates dept  had promised to do a land search around Rehoboth Chapel for Hazel

The Clerk stated that no reply had been received from The Royal Mail about the letter box repairs. Hazel had no sucess either. It was agreed to try once more.

No response had been received from the Highways dept regarding road problems in the area.

CC Hazel Evans stated that the taking over of public conveniences in the are by Community and Town councils was still being argued about especially with the high costs.

Hazel stated that the C Council had  set a rate of 1138.42 for a Band D property  for 2011 - 2012.

The Clerk then read a letter from the Technical services dept stating that due to the Authority's obligation under the working time Directive and financial pressure over the next three years it was neccessary to review working practices for weekend overtime. It had been decided to lock the Cenarth public Conveniences over the weekends as from Feb 26th 2011. Members felt  that this was a bitter blow to the holiday trade at Cenarth Village especially at weekends and bank holidays. CC Hazel Evans stated that she would talk to Mr Rhys Davies, Tech.Services about the problem. 

A letter was received from Transport and Eng. Services regarding the request for a bus shelter near the Three Horseshoes pub in Cenarth. It was stated funds were very limited and the list was a long one. Cenarth's request had been added. However a number of Comm. Councils had entered into a 50:50 arrangement with the C Council to fund new shelters. members felt that installation costs were very high. Hazel stated that she had spoken to Mr Alex Side who had stated that there might be some monies left in the pot at the Education dept and highways, So it was a wait and see state to find out what funds became available and apply again

Hazel had also informed Mr Tony Williams,Highways, that she had received permission from the owners of Brynteg, Pontgarreg to go ahead with the laying of a new drainage pipe and re-open the old ditches

A letter was received from the Head of Corporate Property Resources dept stating that a mapping of Public Sector Land and ownership review was taking place over the last 12 mths. This was to discuss the potential for joint usage, asset transfer  and other property related matters. This information would be uploaded to the Welsh Assembly Government's Electronic Property Information service and would provide information on best use of property assets. The Council could contact Hazel Newman for further clarification on the subject. The Clerk agreed to obtain further information

A letter was received from the Director of the dept for Education and Children stating that the Authority would offically cease to maintain Ysgol Capel Iwan CP  Community school as from 31st August 2011. 

A letter was received from the Land Registry office stating that  Welsh Water had made an application for a right of way and use of track leading up to the reservoir above Cae Chwarel, Flyon  (os 129). The track is on the boundary of the field belonging to the Comm Council.Members had no objection to the application for use of track.

PLANNING

Two applications from Mr Graham Elliot  Dan Plain Cenarth  no's W/24417 and W/24418  Re-submission after previous refusals. Members agreed not to send any further observation comments

GRANTS

It was agreed to support the Newcastle Emlyn Eisteddfodheld on 16th July 2011. a sum of 150.00 would be donated

Also the same was true for Cenarth Eisteddfod 2011. again a sum of 150.00 would be donated.

A.O.B.

Nigel Williams asked whether it would be possible to get the road sweeper to attend to thestretch of road from Bryn Square through to Yet farm Cenarth. He also noted that the road surface from Bryn Square to the Elms junction in NCE was in a very poor state of repair especialyy near Greenmeadow and Pengelli fach

Members asked about the supply of Blue bags for paper recycling. CC Hazel Evans stated that they could be collected at the Council offices at Spilman Street , Carmarthen or leave a request note for the rubbish lorry

Samuel Jones stated that the overhanging branches needed to be cut on both sides of the road from Plain junction through to Penrherber square.

Also it was stated that  branches needed to be cut  in the Glenview are of Capel iwan. th Clerk to contact Highways

The next meeting will be held on the 7th April at 7.00pm at the Ganolfan
