- Diffibriliwr:Dywedodd y Cadeirydd ei fod wedi siarad gyda perchennog ‘Square Hall’ ym Mhenrherber am roi Diffibriliwr ar dalcen y tŷ - roedden nhw’n hapus i wneud. Yr unig beth yw ei fod hi’n anodd cael trydan yno felly bydd rhaid cael un bateri. Gall fateri bara tua 5 mlynedd felly does dim problem gyda hyn. Dywedodd y Cyng. Guto Jones ei fod wedi siarad gyda Dewi’r ‘Electrician’ a siarad gyda Marlene a John Currado o ran lleoliad Diffibriliwr Tanglwst a roedd y tri’n cytuno mai’r Sielter Fws oedd y man gorau, ond eto does dim trydan yno ond cytunwyd y byddai’n leoliad da gan fyddai o dan do a byddai ddim angen gofyn caniatâd gan mai’r Cyngor sydd berchen y Sielter Bws. Dywedodd Ken Davies y byddai’n syniad da rhoi Diffibriliwr Capel Iwan yn y Sielter Fws yma hefyd gan ei fod yng nghanol y Pentre. Dywedwyd bod Napin hefyd yn hapus i roi Diffibriliwr ar ei gartref yng Nghwm Morgan. Dywedodd Ken Davies bod Diffoddwyr Tân CNE yn mynd o amgylch y Diffibrilwyr yn aml i wirio batri ond doedd heb glywed nôl wrtho ers cyfnod. Y Clerc i siarad gydag Emyr Jones. Dywedodd y Cynghorydd Nigel Evans y byddai’n syniad trefnu noson gyda’r Diffoddwyr Tân unwaith bydd y Diffibrilwyr wedi cyrraedd i ddysgu sut i’w defnyddio. Bydd angen siarad gyda Emyr Jones am wneud hyn yn y dyfodol. Dywoedodd y Cyng. Hazel Evans bod modd cael grantiau o tua £500 i brynu Diffibrilwyr ond bydd angen eu prynu gyntaf yna hawlio grant. Awgrymodd y Cyng. Anthony John y dylid siarad gyda Marc Davies (Babiog) am gael grantiau i gymunedau gwledig gan y byddai’n gallu pwyntio ni i’r cyfeiriad cywir.
- Hysbysfwrdd Cenarth: Dywedodd y Cyng. Jeff Lewis bod angen hysbysffwrdd ar y Cyngor yng Nghenarth. Dywedodd Ken Davies ei fod fel arfer yn rhoi’r rhybudd ym mhortsh yr Eglwys. Dywedodd y Cyng. Awgrymwyd y gellid rhoi hysbysfwrdd o amgylch y toiled, mynwent, arhosfan fws, mynedfa’r Eglwys neu’r maes parcio. Dywedodd y Cyng. Hazel Evans y byddai’n gofyn am hyn.
8. CYNLLUNIO:
- PL/01670 - cofrestrwyd ar 22/06/2021 - cais gynllunio llawn - ‘Erection of an agricultural building for storage of animal feed and bedding and associated equipment. Also to provide secure storage for compact tractor and associated implements, ride on lawnmower, tools for maintenance and management of smallholding’. Pantycoed, Capel Iwan, Castellnewydd Emlyn, SA38 9NW - Mr Ray Holmes - Consultation Period tan 13/7/2021. Dim Gwrthwynebiad.
9. MATERION ARIANNOL
- Esboniodd Ken Davies bod Audit ar gyfrifion y Cyngor yn yr wythnos/pythefnos nesaf a bod y llyfrau i gyd gyda Ann James ar hyn o bryd ond gan eu bod yn hunan-ynysu fel teulu does dim modd cael y llyfrau yn ôl.
- Dywedodd Ken Davies hefyd bod y Clerc yn y broses o newid enw’r cyfrif Banc i’w henw hi.
- Dywedodd Ken Davies bod y Cyngor wedi derbyn siec wrth y Cyng. William Davies ar ôl iddo fynd â hen ffrâm ddringo’r neuadd a oedd yn pydri i’w drwsio. Doedd dim ffordd i’w drwsio a cynnigwyd £40 iddo gan ddyn o Gwm Morgan i’w brynu felly dyma’r taliad.
10. MATERION ANGEN TRAFODAETH
- Cyngorydd yn lle Samuel Jones: Dywedodd y Cyng. Jeff Lewis ei fod wedi gweithio gyda menywod eriod a nhw yw’r bobl mwyaf defnyddiol - ni ddylid eu diystyrru oherwydd rhyw. Hefyd y byddai’n fantais medru siarad Cymraeg. Awgrymwyd enwau gan y cynghorwyr. Dywedodd y Cyng. Jeff Lewis bod angen iddynt ddod o ward Cenarth. Dywedodd hefyd nad oes unrhyw un o ward Cwm Morgan a Tanglwst gyda ni. Dywedodd y Cyng. Hazel Evans, unwaith bydd y rhybudd i fyny, gallwn ofyn i unrhyw un roi cais mewn cyn 23ain o Orffennaf.
11. SYLWADAU’R CYNGHORWYR
- Dywedodd y Cyng. Don Griffiths bod angen trasio heibio ei dŷ ef i fyny at Pleasant. Dywedwyd bod 3 contractwr wedi cytuno i wneud llynedd. Y Cyng. William Davies i drefnu contractwr.
- Dywedwyd bod angen sylw ar llwybr Godremamog o ran y coed. Bydd y Gymdeithas Gymraeg yn mynd ar daith gerdded yno ac yn rhoi gwybod os oes angen sylw.
- Dywedodd y Cyng. Jeff Lewis bod angen rhoi’r arwydd i fyny ym Maes Parcio Cenarth gan bod llawer o bobl yn parcio yno dros nos. Dywedodd Ken Davies ei fod wedi sylwi ar y ceir a bod yr arwydd yn barod i’w roi i fyny ond bod angen trwsio’r postyn yno gan ei fod ar gam. Y Cyng. - Dywedodd Ken Davies bod yr heol o Bwlchcaebrith tuag at Penrherber yn ofnadw yn enwedig pan fydd hi’n wlyb. Dywedodd y Cyng. Hywel Bowen bod y tyllau yn llanw gyda dŵr gan ei wneud hi’n beryglus. Dywedodd bod y clawdd hefyd yn tueddu llanw gyda dŵr. Y Cyng. Hazel Evans i ymholi. Dywedodd y Cyng. Don Griffiths nad oes pwynt galw ar y cyngor os mai’r unig beth mae’n nhw’n gwneud yw rhoi un rhaw o dar i lanw’r tyllau yn hytrach na gwneud job taclus.
- Dywedodd y Cyng. Hywel Bowen ei fod hi’n wael o Sgwâr Bwlchcaebrith lawr tuag at y pentref pan mae’n bwrw glaw gan fod mwy o ddŵr yno na’r arfer gan nad oes draen digon o faint yno. Dywedodd y Cyng. Hazel Evans os nad yw’r ffermwyr yn gwneud llwybr i’r dŵr fynd does dim llawer gallwn ni wneud.
- Dywedodd y Cyng. Guto Jones bod gwter Sgwâr Penffynnon wedi blocio o hyd a bod dŵr yn llifo o sgwâr Black Oak gan fod y gwter wedi ‘collapso’. Dywedodd ei fod wedi cynnig i’r cyngor ddefnyddio’r bwlch islaw’r lleoliad i fynd â’r dŵr ond does dim wedi’i wneud am hyn. Y Cyng. Hazel Evans i ymholi.
- Dywedodd y Cyng. William Davies bod y tro ger Clos Glas a Glannant wedi mynd yn wael. Y Cyng. Hazel Evans i ymholi Tony Williams.
- Dywedodd y Cyng. Hywel Bywen ei fod wedi siarad gyda Nia Stokes o’r cyngor am ddychwelyd ‘kiosk’ coch i’r sgwâr ond bod y mater ar stop ar hyn o bryd oherwydd ailstrwythuro staff. Dywedodd bod y Cyngor wedi addo rhoi ciosc newydd yn lle’r hen un ar sgwâr Bryn. Awgrymwyd y byddai ciosc yn le da i gadw Diffibriliwr. Y Cyng. Hywel Bowen i holi eto.
- Dywedodd y Cyng. Nigel Evans am ei bryder o dractorau yn gwasgu’r heol lawr a chreu ‘passing bay’ ger ei gartref.
Diolchodd y Cadeirydd a’r Clerc Ken Davies am ei 50 mlynedd o wasanaeth i Gyngor Cenarth.

JULY 2021 MEETING
1. PRESENT: In the Chair - Cllr. Meurig Thomas, Councilors: William Davies, Hazel Evans, Don Griffiths, Anthony John, Jeff Lewis, Nigel Thomas. Cllr. Hywel Bowen, Guto Jones. PCSO Jeff Kedward. Clerk - Ken Davies and Manon Thomas.
2. APOLOGIES: Richard James - Ken Davies stated that Richard's daughter Ffion had tested positive for Covid-19 and so the family were in isolation. Richard, Ann and Llyr have all tested negative. He wished Ffion a speedy recovery.
3. DECLARATIONS OF INTEREST: None
4. POLICE ISSUES:
PCSO Jeff Kedward said: that there was not much to report and that Capel Iwan is one of his favorite areas for policing. that the area is busy with tourists. He stated that he had spoken to NCE Firefighters about cutting the corner near the garage and they said they would take the engine up there to see if there was room to turn around. Confirmation by text before the end of the meeting that the Firefighters had been there and that there was room to turn around.

6. CORRESPONDENCE:
- Email the Electoral Services - Notice of Vacancy Samuel Jones - spoke to Shelley Williams who has sent the 'Notice' which runs from Monday 5th July for 14 working days until 23rd July . If 10 people show an interest, there will be an election, if not, there will be a 'co-option'. Agree to place the Notice in the hall and entrance to the Church in Cenarth.
- E-mail to Nick Hopkins - Contribution Offer to Capel Iwan Defibrillator - thanks for the donation offer - ask if more information is needed. Clerk thanked for any contribution. Clerk to answer and give him bank details.
- Play Wales letter - information on children's play areas.
- Letter to Ken Davies from MP Cefin Cambell thanking 50 years of service.
- Cllr. Hazel Evans has been emailing Jason Lauder from the Council for a planning application for the 3 Horseshoes in Cenarth but has not heard anything back yet.
7. MATTERS ARISING
- Defibrillator: The Chairman said that he had spoken to the owner of 'Square Hall' in Penrherber about putting a Defibrillator on the gable end of the house - they were happy to do so. The only thing is that it is difficult to get electricity there so one balloon will be needed. An issue can last about 5 years so there is no problem with this. Cllr. Guto Jones said he had spoken to Dewi the 'Electrician' and had spoken to Marlene and John Currado regarding the location of the Tanglwst Defibrillator and all three agreed that the Bus Shelter was the best place, yet there is no electricity there but it was agreed it would be a good location as it would be indoors and no permission would need to be sought as the Bus Sielter is owned by the Council. Ken Davies said that it would be a good idea to put Capel Iwan's Defibrillator in this Bus Shelter as it is in the heart of the Village. It was reported that Napin was also happy to install a Defibrillator at his home in Cwm Morgan. Ken Davies said that NCE Firefighters often went around the Defibrillators to check for battery but had not heard back from him for some time. The Clerk to speak to Emyr Jones. Councilor Nigel Evans said it would be an idea to organize a night with the Firefighters once the Defibrillators arrived to learn how to use it. We need to talk to Emyr Jones about doing this in the future. Cllr. Hazel Evans said that it is possible to get grants of around £500 to buy Defibrillators but they will need to be purchased first and then claim a grant. Cllr. Anthony John to speak to Marc Davies (Babiog) about getting grants for rural communities as he could point us in the right direction.
- Cenarth Notice Board: Cllr. Jeff Lewis said that the Council needs a notice board in Cenarth. Ken Davies said he usually put the notice in the Church porch. Cllr. It was suggested that a notice board could be placed around the toilet, cemetery, bus stop, Church entrance or car park. Cllr. Hazel Evans would ask for this.
8. PLANNING:

9. FINANCIAL MATTERS
Ken Davies explained that Audit is on the Council's accounts in the coming week / fortnight and that all the books are with Ann James at present but as they are self-isolating as a family the books cannot be recovered. Ken Davies also stated that the Clerk was in the process of changing the name of the Bank account to her name.
Ken Davies stated that the Council had received a check from Cllr. William Davies after he had taken an old climbing frame into the rotting hall to repair it. There was no way to fix it and he was offered £ 40 by a man from Cwm Morgan to buy it so here is the payment.
10. MATTERNS NEEDING DISCUSSION
Councilor for Samuel Jones: Cllr. Jeff Lewis said he has worked with other women and they are the most helpful people - they should not be dismissed because of sex. Also, it would be an advantage to be able to speak Welsh. Names were suggested by the councilors. Cllr. Jeff Lewis that they need to come from Cenarth ward. He also said that we do not have anyone from Cwm Morgan and Tanglwst ward. Cllr. Hazel Evans, once the notice is up, we can ask anyone to apply before 23rd July
11. COUNCILOR'S COMMENTS
- Cllr. Don Griffiths said he needed to trash around his house up to Pleasant. It was reported that 3 contractors had agreed to do this last year. Cllr. William Davies to arrange contractor.
- It was reported that the Godremamog path needed attention in relation to the trees. The Welsh Society will go on a walk there and let us know if you need attention.
- Cllr. Jeff Lewis said the sign needed to be put up in Cenarth Car Park as many people park there overnight. Ken Davies said that he had noticed the cars and that the sign was ready to be erected but the post was in need of repair as it was in error. Cllr. William Davies to ask Geraint Davies to fix the post.
- Ken Davies said that the road from Bwlchcaebrith towards Penrherber is particularly dangerous when it is wet. Cllr. Hywel Bowen said the holes filled with water making it dangerous. He said the drain also tends to flood with water. Cllr. Hazel Evans to inquire. Cllr. Don Griffiths says there is no point in calling on the council if all they are doing is putting one shovel of tar to fill the holes rather than doing a tidy job.
- Cllr. Hywel Bowen stated that it is bad from Bwlchcaebrith Square down towards the village when it is raining because there is more water there than usual because there is not enough drainage. Cllr. Hazel Evans if the farmers don't make way for the water to go there's not much we can do.
- Cllr. Guto Jones said that the Penffynnon Square gutter was still blocked and water was flowing from Black Oak square as the gutter had 'collapsed'. He said he had offered the council to use the gap below the venue to take the water but nothing has been done about this. Cllr. Hazel Evans to inquire.
- Cllr. William Davies said that the turn near Clos Glas and Glannant had gone bad. Cllr. Hazel Evans to inquire Tony Williams.
- Cllr. Hywel Bywen that he had spoken to Nia Stokes of the council about returning a red kiosk to the square but that the matter was currently stopped due to a staff restructuring. He said the Council had promised to replace the old kiosk on Bryn square. It was suggested that a kiosk would be a good place to keep a Defibrillator. Cllr. Hywel Bowen to inquire again.
- Cllr. Nigel Evans for his concern about tractors tearing down the road and creating 'passing bay' near his home.
The Chair and Clerk thanked Ken Davies for his 50 years of service to Cenarth Council.
