Cenarth Community Council

The Council meeting was held on Thursday 5th January 2017 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present: - Don Griffiths (Chairman), William Davies, Samuel Jones, Nigel Williams, Jeff Lewis, Richard James, Hywel Bowen, Meurig Thomas and County Councillor Hazel Evans. Apologies received from Guto Jones and Anthony John. Also present PCSO Jeff Kedward and Newcastle Emlyn PC.

The chairman Don Griffiths welcomed everyone to the first meeting of the New Year and wished everyone a happy new year. Don then asked the Police whether they had anything for the community and also welcomed Newcastle Emlyn PC to her first meeting at Capel Iwan and also stated that we were all glad to see PCSO Jeff Kedward back on duty after his accident. He reported that it had been a quiet period over Christmas with no real problems. Members noted that cars were speeding in and out of Capel Iwan village and the police would approach the owners. The police then left and were thanked by Don for their visit. The clerk was then asked to read the minutes of the December meeting. Ken then wished everyone a Happy New Year and congratulated Don on his special birthday in December. The minutes were then read and proposed as being correct by William Davies and Jeff Lewis.

Matters Arising

  1. Samuel Jones noted that no action had been taken about the dip in the road surface at the bottom of Danrhelyg Hill – Clerk and Hazel to contact Highways again. The clerk noted that the pot-hole by house ‘Am Nawr’ opposite the cemetery at Capel Iwan had been filled. The chairman also stated that no action had been taken regarding deep pot-holes on the road leading to Pentre Isaf, Capel Iwan and also there was a deep one on Ardwyn Square. Councillor Hazel Evans read an email from the Highways Dept. stating that workmen would be attending to the listed pot-holes and the road edging on the road from Llain junction, Capel Iwan the week after the Christmas break. Also further checks would be carried out on the drain from Gwynfa through to Maesgwyn. Also Don Griffiths stated that all drains on this section of road were blocked with debris and gravel.

  2. Hywel Bowen gave a report on his dealing with Second Life Products Wales, Pontardawe who produced recycled outdoor seating. They were willing to produce a 5 foot black/brown moulded bench to be located near Argoed Meadow Caravan Park. Members discussed the details and agreed that the clerk should contact the firm and arrange production and delivery. It was also asked to engrave ‘Cyngor Cymuned Cenarth’ on the bench slat. It was also agreed that the present bench should be moved to the location where the wooden bench had been near Glancorrwg Cottage. Hywel, Jeff and Nigel would firstly carry out an inspection of the original base.

  3. The clerk reported that he had walked the road from Hendy Square through to Ty Cerrig where the Welsh Water contractors were replacing mains water pipes. The road surface had been dug up in several places and would need re-surfacing after the works had been completed.

  4. The clerk stated that he had not received any further information from Carmarthenshire County Council Planning Dept. regarding the replacement of the Red Kiosk at Bryn Square, Penrherber. He would check again in the coming week.

  5. Councillor Hazel Evans stated that she would forward a copy of the proposed Boundary Commission Parliamentary Constituencies changes to the clerk by email.

  6. The clerk stated that there had been no improvement in the mobile phone signal in the area. Councillor Hazel Evans suggested that the clerk could call at the Plaid Cymru Office, Newcastle Emlyn and get them to draft another letter to EE and also Jonathan Edwards MP and Adam Price AM.

  7. The clerk noted that the overhanging branches from house No 3 – Bro Iwan had been cut back and no longer obscured the street lamp at that location.

  8. Councillor Hazel Evans read an email from the Street Lamp Office at Tostre stating that BT would be replacing the lamp pole no: 706/04 near Groesffordd, Capel Iwan.

  9. Samuel Jones stated that the surface water was still running down towards Plain. Also there was water collecting on the flat area of the road before descending the hill towards Danrhelyg bend – contact Highways again.

  10. The clerk stated that the pot-holes opposite to Llain junction Road had been filled for the time being.

  11. Hywel Bowen stated that there was water seepage below the grating on Bwlchcaebrith Hill and running down the hill and freezing. Also nothing had been done to the sunken grating at the same location. Also attention was drawn to the surface breaking up on the road from Bwlchcaebrith Square towards Penrherber. This was again due to water collection and drains blocked. Contact Highways again – Hazel and Clerk.

     

Correspondence

  1. A letter was received from Carmarthenshire County Council -Financial Dept. requesting the Community Councils Precept requirement for 2017-2018. Members discussed the financial balance and possible projects for next year. Eventually it was agreed that the precept should remain at the same level as for 2016/17.The clerk would respond to the request.

  2. A consultation letter was received from the National Assembly Commission asking Assembly Members and members of the public what they think about a proposal to change the National Assembly Wales name. After discussion members agreed on the name ‘Senedd’ and

    Members as Aelod o’r Senedd (AS).

    A letter of thanks was received from the Secretary of the Macmillan Cancer Support Group – Carmarthenshire Committee for the kind donation of £150 given by the Cenarth Community Council to Capel Iwan Merched y Wawr when they held their Tea and Coffee Afternoon at Y Ganolfan, Capel Iwan when a sum in excess of £800 was raised.

     

Planning Application Consultation:

  1. W/34851 – Certificate of Lawfulness – Existing. To retain the use of a dwelling created from two caravans and use as a single dwelling in excess of four years. Location at Carne Farm, Penrherber, Newcastle Emlyn. The Council had no objections.

The meeting ended 9:00 p.m. Next meeting Thursday 2nd February 2017 at 7.00 p.m. at y Ganolfan, Capel Iwan.
