Cenarth Community Council

The Annual Council meeting was held on Thursday 11th May 2017 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present: - Don Griffiths (Chairman), William Davies, Samuel Jones, Jeff Lewis, Nigel Williams, Guto Jones, Anthony John and County Councillor Hazel Evans. Apologies received from Richard James, Hywel Bowen and Meurig Thomas. Also PCSO Jeff Kedward informed us that they had been called out on a local incident.

The chairman Don Griffiths welcomed everyone to the meeting and he and the clerk Ken Davies congratulated Councillor Hazel Evans on being re-elected as our new County Councillor. Everyone thanked Hazel for all the hard work and effort she has put into looking after our local problems. The clerk also congratulated all the Community Councillors for the Cenarth and Cilrhedyn Wards on being re-elected en-bloc for a further five year period.

Don then asked the clerk to read the minutes of the April meeting. They were proposed as being correct by Samuel Jones and Jeff Lewis.

Matters Arising

  1. Road conditions in the area were serious and no action had been taken on reported problems by the Highways Department. Councillor Hazel Evans stated that she had been contacted by the Area Surveyor - Mr Tony Williams and he would be coming out to meet Hazel and the clerk Ken Davies on Tuesday the 16th of May and inspect the roads in the area and works required.

  2. Jeff Lewis was going to contact Hywel Bowen to arrange a date for a site meeting at Argoed Farm Caravan Site – Cenarth to determine the location for the new public seat.

  3. Anthony John stated that the road conditions were still bad at Pantygarn bend – road gutter blocked and drainage trench getting deeper causing danger to motorists. Also the surface of the lay-by there needed levelling out. Also surface water was entering Maes-yr-Awel property with gravel and stones and mud everywhere.

  4. Councillor Hazel Evans stated that work had been completed at the Penlone Mobile Phone mast. Mobile phone signals had improved in some areas but still not good enough.

  5. Guto Jones reported that the road surface from Black Oak Square to Tanglwst village and onto to Gillfachmerson were in a really bad state of repair. Clerk and Hazel would contact Highways Department again.

  6. The Clerk stated that he had received information from Cariad a firm that provides defibrillators and free training to communities across Wales. The chairman was asked to pass the information onto the chairman of the Cenarth Village Association.

  7. A letter was received from Carmarthenshire County Council - Admin and Law Division requesting the Community Council to forward two names of people to attend a Code of Conduct training session at County Hall, Carmarthen. The Clerk and Anthony John were asked to attend.

  8. The next item on the agenda was the appointment of the Chairman and Vice Chairman for the coming year 2017-2018. The present Chairman Don Griffiths proposed that Nigel Williams be chosen as Chairman and was seconded by Jeff Lewis. Then William Davies proposed that Anthony John be chosen as Vice Chairmen and Don Griffiths seconded. Don then gave thanks for the support he had been given during his year of chairmanship. The clerk also thanked Don for the way and work he had done during the past year. Nigel Williams then took over as Chairman for the rest of the meeting.

  9. The clerk stated that he had received a letter from Zurich Insurance stating that the Council insurance was due for re-renewal on the 1st June 2017. The members agreed that the policy be renewed.

Any Other Matters:

  1. Jeff Lewis stated that he had been approached by local residents in Cenarth Village who complained that a caravan belonging to the Three Horseshoes Inn, Cenarth had been placed across a path leading down to the River Teifi and blocking the entrance. Members agreed that the clerk should check the schedule of Public Rights of Way for the area and report back to the next meeting.

  2. Clerk to arrange for new Council Mandate to be set up with Barclays Bank.

  3. Clerk to check again with street Lighting Department at Tostre Industrial Estate, Llanelli to find out about the re-mounting of lamp no: 706/04 at Groesffordd, Capel Iwan.

The meeting ended at 9:00 p.m. Next meeting Thursday 1st June 2017 at 7.00 p.m. at y Ganolfan, Capel Iwan.
