Cenarth Community Council
The monthly meeting of the Council was held on the 1st February 2018 at 7:00 p.m. at Y Ganolfan, Capel Iwan.
Members present:- William Davies, Don Griffiths, Samuel Jones, Nigel Williams, Richard James, Hywel Bowen, Meurig Thomas, Anthony John and County Councillor Hazel Evans. Also present was PCSO Jeff Kedward from Newcastle Emlyn Police Station. Apologies received from Jeff Lewis and Guto Jones.
Nigel Williams welcomed everyone to the meeting and thanked PCSO Jeff Kedward for his presence and asked him whether he had anything to report for the area. Jeff stated that it had been a very busy month for the police at Newcastle Emlyn with follow ups to the break-ins. He apologised that he had not visited the offending car racers around Capel Iwan but they were on the list. Members asked about the Farm Watch scheme and Jeff stated that the Police were busy visiting farms in Pembrokeshire and marking farm machinery. It was hoped that the scheme would be extended to Carmarthenshire and Ceredigion. Members noted that scrap merchants had been in the area looking for old batteries etc. Jeff asked everyone to make notes of vehicle registration numbers. He then left the meeting and Nigel thanked him for his visit.
The clerk was then asked to read the minutes of the January meeting. They were proposed as being correct by Anthony John and Williams Davies.
Matters Arising:
1. Samuel Jones noted that the yellow Salt and Grit bin situated on the green at Llain Road junction had been knocked over and pushed to the road verge. He also noted that large 4x4 tyre marks were seen on the two greens near the bin. He thought that one of these 4x4 rallies had been held in the area recently. PCSO Jeff Kedward also made a note of the incident. The bin needed re-locating and being filled with grit and salt. Councillor Hazel Evans and the clerk made a note of the request.
2. Nigel Williams asked Councillor Hazel Evans whether it would be possible to have the road sweeper to clean up from Yet Farm, Gellidywyll Hill through to Bryn Square. Nigel also noted that a gutter was blocked or a drain pipe broken on the roadside leading up towards Gelligetti entrance and near the Mormon Church, Cardigan Road.
3. The road conditions were again discussed as no action had been taken. County Councillor Hazel Evans stated that she was to meet the Area Supervisor Mr Tony Williams on Friday morning and they were to visit all the listed complaints in the area. Hazel stated that the finances were low at County level till the 1st April 2018 and she hoped for more repairs to be carried out after this date.
4. Richard James stated that the Highways Dept had been out and cleared the problem at Pontgarreg Farm entrance. Richard also stated that a local resident had ripped his car tyre when avoiding on coming traffic on blaengwyddon bends due to having to gone in to one of the deep gullies on the road verges there. It was advised that he should contact the Carms C.C. and ask for a damage claim form.
5. The clerk noted that he had received two letters from Mr Jason Lawday Carms Countryside Access Officer regarding the Modification Order to the 3 Horseshoe Path. He had now identified the owners of the land and the next step would be to notify them of the application and arrange their permission to carry out a site visit. Then a consultation document would be produced and a meeting held with the statutory consultees which would include the Cenarth Community Council. The second letter included two Notices which would be sent to the land owners with covering letters and map copies. The Council needed to sign and date these and return them to Mr Jason Lawday.
6. The clerk had also received an email from Mr Nigel Powell Outdoor Recreation Service regarding the overhanging branches at St Llawddogs Well and Picnic Area. Mr Stephen Edwards Environmental Dept had replied at long last stating that the tree would be inspected after July. The dead wood would have to be removed, but if the Ash Disease was present then a decision on the possible removal or major crown reduction.
7. A letter and phone call was received from Mr Arwel Price (Public Lighting Engineer) Carms C.C. regarding the two street lamps that were not working at Capel Iwan namely 1. Penrheol Uchaf providing a new overhead cable and 2. Groesffordd - lamp replacement by BT Services. Mr Arwel Price would make a site visit on 30th Jan 2018 at 10a.m. As the clerk was in hospital Mr Richard James and Meurig Thomas were asked to go and meet him and discuss the problems further. Richard and Meurig gave a report where they had made the point as to why the replacement cable could not come from the original connection box. Arwel agreed that he would look at getting a stronger anchorage point to run the supply wire to the street lamp at Penrheol Uchaf. Arwel also stated that an agreement had been reached with BT regarding the Groesffordd lamp and they would ask SWALEC to reconnect this lamp.
8. William Davies stated that the fly tipping at the lay by on Rhiw Ddu, Capel Iwan to Frondeg entrance had still not been cleared. Hazel and the clerk would again contact the fly tipping Dept. C.C.C.
9. No reports had been received from the Enforcement Officer regarding the problems at Cenarth and Capel Iwan.
10. The clerk stated that Ms Jenny Wheeler had placed the new guard posts around the Well area at Capel Iwan Village Green.
11. The clerk was asked to complete a questionnaire from the Carms C.C. Cross Party Committee to find out what problems and topics affected the rural communities in Carmarthenshire. The answer received would be used by Council to set out new guidelines as to how to improve life in our rural communities.
12. The clerk stated that he had received a message from Mrs Jo Jones, Towerhill, Penrherber asking whether the Cenarth Community Council was willing to nominate a member to be on the Newcastle Emlyn Swimming Pool Committee. As Nigel is the present representative members asked him whether he would be willing to stay on. Nigel agreed and the clerk to contact Mrs Jo Jones.
Planning Applications
1. W/36714. - full planning for a single storey extension to provide a kitchen, bathroom and bedroom. Location at Dolbryn, Capel Iwan Road, Newcastle Emlyn. Applicant Mr Paul Edwards. Case Officer - Mr David Roberts. Members had no objections.
The meeting came to an end at 9.00. The next meeting will be held on Thursday the 1st March 2018 at 7:00 p. at Y Ganolfan, Capel Iwan.
