Annual meeting May 2013

The annual meeting of Cenarth Comunity Council was held on Thursday 2nd May 2013 at 7 pm at the Ganolfan Capel Iwan

MEMBERS PRESENT. William Davies  (Chair). Don Griffiths, Hugh Thomas, Samuel Jones, Nigel Williams,Chris Thomas, Jeff Lewis, Richard James,Guto Jones and CC Hazel Evans. Apologies received from David Phillips and PCSO Jeff Kedward

The Chair  ,William Davies welcomed everyone to the meeting and asked the Clerk to read the minutes of the last meeting. Don Griffiths and Samuel Jones proposed that they were correct and were signed by the Chair

MATTERS ARISING: 1. The Clerk stated  that the broken toilet window at the Ganolfan had been repaired by the parent of one of the boys responsible.

2. CC Hazel Evans stated that Emlyn School had collected part of the bike shed at the Ganolfan but had not realised that the shelter was part of the shed. They would now collect the rest

3. The Chair and Clerk,with Mr and Mrs Brian Lloyd Llys Y Coed had met the staff of the National Library of Wales Aberystwyth- Gwynant Phillips and Sian Wyn Jones on the 24th of April to hand over the Enclosure map-1873, covering Cenarth Comm C land area. A digital copy would be produced when repair work had been done and presented to the Community

4. Don stated that no new "no dog fouling" signs had been erected on Pleasant View footpath. Clerk to check again  with the Countryside Rangers office.

5. The Clerk stated that he had received letters from W Evans George and Sons  NCE   (Solicitors) stating that Carms CC Legal dept wanted confirmation that the Play Equipment had been removed and also that arrangements were being made to install a separate water supply to the Ganolfan. The Clerk and William Davies (who had already done the play equipment) and contacted Welsh Water had sent signed letters to Mrs helen Cole with confirmation. Helen was now certain that the new lease would now be produced for signing

6. The Clerk read a letter from Mr D Colin Evans  exc board member for street scene regarding the present situation of Public Conveniences at Cenarth. he was stating that these were a non-statutory service and that the County Council were looking at cutting back these services, hence the attempt to transfer the responsibility to Town and Community Councils for the running costs Nigel stated that he felt that the county were trying to ignore thair responsibilities and hide behind the non-statutory heading and that no proper costings had been carried out and what the long term effect would be on local tourism.The local comm members would be attending the CAVs meeting on the 10th May to express the local feelings. Jeff lewis stated that he had been around Cenarth village collecting letters of support to keep the toilets open. People were concerned that a lump sum of money was being offered by the County to businesses in Cenarth to allow the public to use their private toilet facilities. CC Hazel Evans stated that grants had been given last year but none so far this year. All businesses had to provide disabled access. Don stated that he had been approached by members of the public complaining that the toilet facilites at Heol Gelli Cenarth were not up to standard.Hazel stated that she would speak to the Carms C C Dept

7.CC Hazel Evans stated that she had been around the Comm Csl  area of Tanglwst, Capel Iwan ,Cenarth and Penrherber with Mr John Pierce, Superviser of Highway maintenance. All the problem areas had been noted- inc Pentre Isaf, C Iwan. The road surfacing would be completed from Cwmcych to Bridgend. Richard stated that workmen had been repairing the broken verges by Bryngolau entrance. Samuel Jones stated that an irishman had called with them wanting to sell surplus tarmac they had.. Guto Jones had also been approached and he had made a note of the pickup's reg no and had passed it on  to PCSO Jeff Kedward at NCE Police Station. It was also hoped that lay-byes would be provided on Gellidywyll hill

8. CC Hazel  Evans stated that she had been in contact with the Planning Officer regarding a proposal by Mr Anthony Macdonald to build a small single bedroom log cabin close to his parents home at Cluncoch Tanglwst. She had been told that planning consent would be needed. She had informed the applicant

9. Richard James stated that he had attended a partnership meeting set up by Menter Gorllewin Sir Gar in their office in NC Emlyn. Discussions had taken place on the needs of the communities in the NCE area. Nigel apologised for not been able to attend

10.Richard stated that at the moment that there were no molehills on the sports field but the hedges and field needed attention. Richard promised to cut the hedges and roll the field. Ask David Phillips whether they could cut the grass on the field 

The next item on the agenda was choosing the Chair and Vice for 2013 - 2014 The present chair proposed that last years vice should become Chair, Richard James and was seconded by Don griffiths and Chris Thomas. The next vice -chair was due from the Cilrhedyn Ward and it was proposed by Nigel  and seconded by Samuel that Chris Thomas be appointed vice - chair for 2013 - 2014. William then thanked the members and the Clerk for the support he had received during his year in office. He also thanked Hazel for all the work she had done during the year William wished Richard all the best in the coming year in office, Richard then took over and thanked everyone for the honour of being chair and hoped that he could follow in William's footsteps. The Clerk then thanked William for running  the last year's meetings so smoothly and also thanked CC Hazel for all the hard work she had put into the Cenarth Ward. Hazell responded and wished the new officers well

CORRESPONDENCE    1. A letter was read from Mr D A Williams. Asst Area Manager, Highways stating that potholes which had been mentioned in March and April letters would receive attention

2. A confirmation letter was received from Llais Cymru that Cenarth were now full members for year  2013 - 2014. Also area meeting representatives were needed to be nominated...Chair and Vice

3.A renewal Advice note was received from AON  UK  Ltd stating that the Council Insurance was due for renewal on the 1st June   2013.. Nigel Williams and Hugh Thomas proposed that the renewal notice was paid

PLANNING MATTERS

1.Application no W/27738- One thre bedroom dwelling at plot adjacent to the Old P O--Mount Capel Iwan was granted planning permission

2 Application no W/27754-- Agric building at  Westfield Capel Iwan was refused planning permission

New applications

1. W/28023-- Installation of two endurance 50KW wind turbines at land at Penygarn, Pantybwlch, Capel Iwan. The Council had no objection

2. W/28119- Listed building - internal and external Renovation Works to rectify works undertaken before enforcement notice - 05038. The Council had no objections

Meeting closed at 9.30. Next meeting 6th june 2013 at 7 pm at the Ganolfan

 

This is my last report on Council proceedings and therfore I would like to thank everyone for their support over the years
