A. 6.B-1/JUL - Diffibrylydd - Dywedodd y Cadeirydd bod y Cyng. Guto Jones wedi cysylltu gydag ef er mwyn cyfarfod gyda Danny Napin yng Nghwm Morgan. Dywedodd y Cadeirydd ei fod wedi cerdded i’r pentref o gyfeiriad y Diffibrylydd a doedd ddim yn bell. Cynnigodd Danny Napin i roi’r Diffibrylydd i fyny a’i fod wedi codi ffens i’w gynnal. Dywedodd y Cyng. Philip Gibbons gallai fod problem o ran dosbarthwyr ac ymwelwyr gan nad yw myn y lleoliad mwyaf amlwg ond bod y lleoliad i ffwrdd o’r heol. Dywedodd y Cyng. Philip Gibbons ei fod wedi dweud wrth bobl y pentref am leoliad y Diffibrylydd. Cynnigodd y Cyng. Meurig Thomas y byddi’n syniad da rhoi arwydd i fyny yn y sgwâr. Dywedodd y Cyng. Hazel Evans, os yw’r Diffibrylydd wedi’i gofrestru gyda’r gwasanaeth ambiwlans yna byddan nhw’n gallu helpu pobl i ddod o hyd iddo. Dywedodd y Cyng. B. 6.A-3/MAR - CCTV - Dywedodd y Cyng. Hazel Evans bydd ffurflenni’r grant gyda hi yn y dyddiau nesaf i’w harwyddo ac unwaith bydd rheiny gyda hi, gellid archebu’r camerau CCTV.

C. 11.8-1/JUL - Kiosk Capel Iwan - Dywedodd y Cyng. Hywel Bowen ei fod wedi siarad gyda Nia Stokes a does neb hyd yma wedi cymryd y swydd.

D. 11.B-2/DEC - Giât Cefn y Neuadd - Dywedodd y Clerk ei bod wedi siarad gyda’r Cyng. Richard James ond doedd heb gael cyfle i’w hongian gan ei fod yn brysur yn cneifio ar hyn o bryd. Cytunwyd y byddai’r Cadeirydd a’r Cyng. Don Griffiths yn cysylltu gyda’r Cyng. Richard James i drefnu dyddiad i’w hongian.

F. 11.A-3/MAR - Ffens tu ȏl i’r Festri - Dywedodd y Clerk bod y Cadeirydd a’r Cyng. Don Griffiths wedi cyfarfod gyda Simon Davies am y ffens a bod Mr Davies wedi darparu amcan bris am y gwaith. Dywedodd y Cadeirydd mai’r prif broblem yw bod y pyst yn pydri ond bod y darnau arall yn iawn. Mae amcan bris eisoes wedi’i ddarparu gan Redi Plastics am byst plastig. Dywedodd y Cyng. Hywel Bowen nad oedd llawer o wahaniaeth yn yr amcan bris am bren gan Simon Davies a’r plastig. Dywedodd y Cyng. Hywel Bowen hefyd bod plastig yn para am byth ond byddai angen rhoi pyst pren newydd yno ymhen rhyw 10 mlynedd. Cytunwyd nad oedd bris mawr gan nad oedd problem iechyd a diogelwch a bod y ffens i ffwrdd o’r heol ond y byddai’r Cyng. Hywel Bowen yn ffonio’r Cyng. Anthony John i drafod y mater.

I. 10.A-12/MAY - Coeden rhwng y Ganolfan a Maes Gwyn - Dywedodd y Clerk ei bod wedi cysylltu gyda’r perchennog a’i fod wedi ysgrifennu llythyr at y Cyngor (7B isod). Dywedodd y Cyng. Don Griffiths bod y perchennog wedi dadlau mai ei goeden ef ydyw hi o’r blaen. Dywedodd y Cyng. Pat Thomas os mai ei goeden ef yw hi, rhaid iddo dalu i’w dorri gan fod hwn yn gallu bod yn ddrud. Dywedodd y Cyng. Hazel Evans gan fod y goeden ar dir preifat bydd angen ‘Tree Surgeon’ i wirio os yw’n beryglus. Cytunwyd y byddai’r Cadeirydd, y Cyng. Guto Jones, y Cyng. Don Griffiths a’r Cyng. Richard James yn trefnu cyfarfod gyda’r perchennog a ‘Tree Surgeon’, ac awgrymwyd enw Paul Toft.

Dywedodd y Cadeirydd ei fod e bob tro’n awyddus i gefnogi’r CFfI yn enwedig gan fod costau’n codi a bod ganddo ffigwr o £200 yn ei ben o ran cyfraniad. Dywedodd y Cyng. Philip Gibbons bod hwn yn fater pwysig iawn a byddai’n hapus i eilio’r cyfraniad hwn.

10. MATERION ANGEN TRAFODAETH -

A. Ceir Maes Carafannau Dolbryn - Dywedodd y Cyng. Don Griffiths bod nifer o gwynion wedi bod yn datgan nad yw ymwelwyr yn stopio yn y bwlch a bod angen arwydd stopio yno cyn bod damwain yn digwydd.

B. Maes Picnic Cenarth - Dywedodd y Cyng. Hywel Bowen bod y maes picnic wedi dirywio llawer gyda porfa’n tyfu’n wyllt yno. Dywedodd y Cyng. Hazel Evans y byddai’n gwiro pwy sydd berchen ar y maes picnic.

C. Mynediad Cadair Olwyn Cenarth - Dywedodd y Cyng. Hywel Bowen bod y darn mynediad cadair olwyn yng Nghenarth ddim yno mwyach gan bod ffens yno’n eu hatal. Dywedodd y Cadeirydd y byddai’n gwyrio hyn.

D. Tirlithriad Cwm Morgan - Dywedodd y Cyng. Philip Gibbons bod tirlithriad ar fan uchaf Cwm Morgan ger yr heol ger fferm Mr Honey sy’n beryglus gan bod rhaid defnyddio’r heol cyfan i’w osgoi.

E. Trasio Llwybrau - Dywedodd y Cyng. Don Griffiths bod angen trasio llwybrau heibio ei gartref a Godremamog hefyd ar llwybr Pontcarreg i Pantygwenith heibio i Rhydyfelin. Dywedodd y Cyng. William Davies y byddai’n edrych ar hyn.

Cenarth Community Council Meeting Minutes of the meeting held at the Center, Capel Iwan on Thursday, 7th of July 2022 at 7.00 pm.

1. PRESENT: In the Chair -Cllr. Nigel Williams, Councillors: Hazel Evans, Meurig Thomas, William Davies, Don Griffiths, Hywel Bowen, Philip Gibbons and Pat Thomas. Clerk - Manon Thomas.

2. APOLOGIES: Jeff Kedward PCSO, Richard James, Anthony John, y Cyng. Ken Howell a Guto Jones.

3. DECLARATIONS OF INTEREST: A. None.

4. POLICE:

A. The Chairman noted that a number of police incidents have happened recently by Brynderwen.

5. MINUTES: Minutes for the July 2022 Monthly Meeting were proposed by Cllr. Don Griffiths and Seconded by Cllr. Meurig Thomas.

6. MATTERS ARISING FOR MINUTES:

A. 6.B-1 / JUL - Defibrillator - The Chairman said that Cllr. Guto Jones contacted him in order to meet with Danny Napin in Cwm Morgan. The Chairman said that he had walked to the village from the direction of the Defibrillator and it was not far. Danny Napin proposed to put the Defibrillator up and that he had erected a fence to support it. Cllr said. Philip Gibbons there could be a problem in terms of distributors and visitors as it isn’t in the most obvious location but the location is away from the road. Cllr. Philip Gibbons said that he had told the people of the village about the location of the Defibrillator. Cllr. Meurig Thomas proposed that it would be a good idea to put a sign up in the square. Cllr. Hazel Evans said that if the Defibrillator is registered with the ambulance service then they will be able to help people find it. Cllr. Hazel Evans said that she would ask the County Council for a sign.

B. 6.A-3 / MAR - CCTV - Cllr. Hazel Evans stated that she would have the paperwork for the grant during the next few days and that once these have been signed, we could then order the CCTV cameras.

C. 11.8-1/JUL - Kiosk Capel Iwan - Cllr Hywel Bowen stated that he had spoken to Nia Stokes and nobody had filled the roll yet to look into this matter.

D. 11.B-2 / DEC -Hall Back Gate - The Clerk said that she had spoken with Cllr. Richard James but he hadn't had a chance to hang the gate as he was busy shearing at the moment. It was agreed that the Chairman and Cllr. Don Griffiths contacts Cllr. Richard James to arrange a date for its hanging.

E. 10.A-3 / MAR - Windmill ‘Thank You’ Plaque - As Cllr Guto Jones was absent, there was no update.

F. 11.A-3 / MAR - Fencing Behind the Vestry - The Clerk said that the Chairman and Cllr. Don Griffiths had met with Simon Davies about the fence and that Mr Davies had provided a price estimate for the work. The Chairman said that the main problem is that the posts are rotting but that the other pieces are fine. A price estimate has already been provided by Redi Plastics for plastic posts. Cllr. Hywel Bowen said that there was not much difference in the price for wood from Simon Davies and the plastic. Cllr. Hywel Bowen also said that plastic lasts forever but it would be necessary to put new wooden posts there in about 10 years. It was agreed that there was no immediate rush as there was no health and safety problem and the fence was away from the road but that Cllr. Hywel Bowen calls Cllr. Anthony John to discuss the matter.

G. 11.A-7/APR - Water on the side of the road between Bwlchydomen and Bwlchcaebrith - No Update.

H. 11.B-7/APR - Hole in the road between Glannant and Clos Glas - Cllr. William Davies said that the hole had been filled but there is another hole there now.

I. 10.A-12/MAY - Tree between the Center and Maes Gwyn - The Clerk said that she had contacted the owner and that he had written a letter to the Council (7B below). Cllr. Don Griffiths said that the owner has previously argued that it is his tree. Cllr. Pat Thomas said if it is his tree, he must pay to cut it as this can be expensive. Cllr. Hazel Evans said as the tree is on private land a Tree Surgeon will be needed to check if it is dangerous. It was agreed that the Chairman, Cllr. Guto Jones, Cllr. Don Griffiths and Cllr. Richard James would arrange a meeting with the owner and a Tree Surgeon, and Paul Toft's name was suggested.

J. 10.C-12/MAY - Road on Blaenpant corner - No update.

K. 10.D-12/MAY - Road past Blaengwyddon - No update.

L. 10.E-12/MAY - Road on Bryngolau corner - No update.

M. 10..F-12/MAY - Road between Tŷ Cerrig and Brohedydd - No update.

7. CORRESPONDENCE:

A. Letter 4/7/22 to Elen Bowen requesting sponsorship for the European Rally. The Chairman said that he was always keen to support the YFC especially as costs were rising and he had a figure of £200 in his head in terms of contribution. Cllr said. Philip Gibbons that this is a very important issue and he would be happy to second this contribution.

B. Email 14/6/22 to Colin Bention, Maesgwyn, Capel Iwan about the felling of trees.

C. Email 13/6/22 to Natural Resources Wales about the Ash Trees in Cenarth Forest.

D. Letter 6/7/22 to Zurich about Public Liablitiy Insurance Renewal. It was agreed to renew the policy. This was proposed by Cllr. Don Griffiths and seconded by Cllr. Meurig Thomas.

E. Email 19/6/22 to ASJ Maintenance - tender for maintenance work and pasture cutting.

8. PLANNING:

A. PL/04154 - Full Planning Permission - Earth banked nutrient store to comply with Environmental Permitting Regulations and SSAFO Regulations, and proposed Welsh Agricultural Pollution Regulations - Bryngolau, Capel Iwan - Under Consultation. No Objection.

B. PL/04269 - Proposed loft conversion/first floor extension to exisiting bungalow and the erection of a new triple garage to the rear of the dwelling - Cnwc-y-Fran, Capel Iwan - Under consultation until 25/7/22. Cllr Philip Gibbons stated that a triple garage is rather substantial and warned that this is usually intrustive for the neighbours and usually the first stage of conversion into a holiday cottage. Cllr Hazel Evans agreed with this point. Cllr Hywel Bowen stated that it isn’t right on the road. No Objection.

10. MATTERS NEEDING DISCUSSION -

A. Cars From Dolbryn Caravan Park - Cllr Don Griffiths stated that a number of complaints have been made stating that visitors don’t stop at the junction and a stop sign needs to be put there before an accident happens.

B. Cenarth Picnic Area - Cllr. Hywel Bowen stated that the picnic area has deteriorated a lot and that grass was growing wild there. Cllr. Hazel Evans stated that she would check who owns the picnic area.

C. Wheelchair Acces in Cenarth - Cllr Hywel Bowen stated that the wheelchair access section in Cenarth isn’t there anymore as there is a fence stopping it. The Chairman stated that he would check this.

D. Subsidance in Cwm Morgan - Cllr. Philip Gibbons stated that there is a subsided area and a hazard at the top of Cwm Morgan near Mr Honey’s farm near the road where a drain has fallen in and people have to use the full width of the road to avoid it.

E. Trashing Footpaths - Cllr Don Griffiths stated that footpaths need to be trashed by his house and Godremamog and also on Pontcareg to Pantygwenith paths past Rhydyfelin. Cllr. William Davies stated that he would look at this.
