Cenarth Community Council
The monthly meeting of the Council was held on Thursday 9th January 2020 at Y Ganolfan, Capel Iwan at 7:00 p.m.
Members Present:-
William Davies, Don Griffiths, Samuel Jones, Nigel Williams, Jeff Lewis, Richard James, Guto Jones, Hywel Bowen, Anthony John and County Councillor Hazel Evans. Apologies were received from Meurig Thomas, PC Bradley DAvies and PCSO Jeff Kedward.
The Chairman Hywel Bowen welcomed everyone to the first meeting of the year 2020 and wished everyone a Happy New Year. Hywel then asked the clerk to read the minutes of the December 2019 meeting. The clerk also wished a Blwyddyn Newydd Dda to all the members present. He then read the minutes and they were proposed as being correct by Nigel WIlliams and William Davies.
Matters arising:-

Highways Problems - County Councillor Hazel Evans stated that she had arranged a meeting with the Highways Inspector Mr Tony Williams for Wednesday 15th January at 2:00p.m. Hazel and the clerk to meet him at Capel Iwan Square and attempt to visit all the problem areas.

Samuel Jones stated that the safety fence at the bottom of Danrhelyg Hill had been damaged and needed repair and also a drainage grating was blocked there and needed clearing. Add to the list for Mr Tony Williams.

Don Griffiths stated that the green verge in front of Afallon, Capel Iwan had been damaged by heavy lorries and all the debris had been washed into the surface water drain which was now blocked with water running down towards Pentref Isaf - add to the list.

Councillor Hazel Evans stated that she was sure that the bridge repairs at Bridgend, Cwm Cych was being carried out by Pembrokeshire County Council. She would check with Highways again.

Richard James stated that the road from the bottom of Plyg y Rhiw towards Bridgend was collapsing in several places and falling into the River Cych. A real danger for traffic. Problem to be given to Mr Tony Williams.

The chairman stated that he had not been in contact with Mrs Stokes, Planning Dept. regarding the replacement of the Red Kiosks at Sgwar y Bryn, Penrherber and also getting a replacement to place at Mount Square, Capel Iwan. Hywel stated that he would contact her again in the coming week.

The clerk stated that he had been in contact with the Community Bureau Grant Office at Ammanford - Regeneration Policy regarding the possibility of new play equipment for the village sports field at Capel Iwan. The Bureau Officer Lorena Alvarez had made enquiries and the best way forward would be to apply for a National Lottery Grant. She had spoken to Mr Chris Baker from the Lottery and he had noted that it was very important to demonstrate that the project was a Community led, i.e. getting local children and inhabitants to put forward their ideas as to that to erect and hold local events on the field to support the application. It was agreed that we ask Ms Lorena Alvarez to attend our Council meeting.

The clerk stated that he had spoken to Mr Carl Atkins regarding the building development taking place at No 1 Heol Gelli, Cenarth without planning permission. His department Enforcement Monitoring had not been out yet to see the site and respond to us regarding the debris and rubbish that was being dumped on the Community Council Bus and Car Park at Heol Gelli, Cenarth. As soon as he had carried out an inspection he would contact the Community Council and advise us on the best way forward to clear the car park. Members agreed that the clerk should send Mr Matthew Corbett a registered letter stating that the Community Council owned the Car and Coach Park at Heol Gelli and they were not happy about his actions in dumping materials etc at the top end of the Park and they wished the site to be cleared and not used as a dumping ground.

Nigel Williams stated that he had been down at St Llawddog’s Well Picnic area had removed the protruding fixing bolts and the wall top was now safe. Members agreed to leave the wall as it was and they thanked Nigel for his visit.

The clerk read a letter of thanks from Mrs Julia James (secretary) of Capel MC Chapel Cenarth Annual Eisteddfod on January 25th for donation of £150 given by yhe Cenarth Community Council to assist with running costs.
Correspondence -

A letter was received from Carmarthenshire County Council Traffic Management stating that an emergency road closure would be in force for 21 days on the C-1287 Derlwyn Square to Cwm Cych from the 6th January. Work was being carried out by BT Openreach.

A letter was received from Carmarthenshire County Council Financial Services asking the Cenarth Community Council what the Precept Requirement would be for the year 2020/21. After discussion it was proposed that the Council should demand a sum of £9000. This would be the same as the previous year. The chairman Hywel Bowen and the clerk Ken Davies signed the Precept upon Billing Authority Form and return it to Carmarthenshire County Council.

The clerk stated that he had spoken to Mr CArl Atkins Enforcement Officer at Carmarthenshire County Council who stated that he had not been out to see the development at No 1 Gelli, Cenarth. He stated that he would inform the Community Council of the outcome after his visit. Ken asked about the Flatwood Cenarth development - he stated that the case was still ongoing.

The clerk stated that he had been advised by the Development Officer at Un Llais Cymru, Ammanford that the Community Council should send the owner of the building at No 1 Heol Gelli, Cenarth a letter asking him to remove the materials and cars that he was dumping on the car park at Heol Gelli.

Samuel Jones stated that the wooden safety fence at the bottom of Danyrhelyg bend had been broken again. Hazel and Ken were asked to include the site when the Highways Supervisor paid a visit next week.

Discussions took place on placing a warning and conditions on the Car and Coach Park at Heol Gelli, Cenarth. The clerk was asked to make enquiries with local sign makers.

W/39999 - Full Planning - Agricultural Portal Framed Shed at Blaenffos Farm, Newcastle Emlyn Sa38 9JD. Applicant Mr Gareth Morgan. Case Officer Ms Helen Rice. The members did not have any objection to the application.
The meeting ended at 9:00 pm. The next meeting will be on Thursday 6th February 2020 at 7:00pm at Y ganolfan Capel Iwan.
