February 2012 meetingThe monthly meeting was held on the 2nd February at 7pm. With Jeff Lewis indisposed the Vice William Davies took the chair. Also present were David Phillips .Hugh Thomas Don Griffiths, Samuel Jones, apologies received from Melfydd Jones,Nigel Williams, Chris Thomas and Richard James. Also present were CC Hazel Evans and the Police from N C Emlyn Namely PCSO Jeff Kedward and PCSO Gareth Augustus. Jeff introduced Gareth as the new officer in NCE and had been in office for only three days. The Chair welcomed everyone and Jeff Kedward gave his monthly report on Police activities in the area.Jeff again visited the Emlyn School to warn pupils not to park their cars on the bend opposite the school entrance. The Police had issued three parking tickets the following week and they hoped this would deter further parking. Samuel Jones reported that he had a visit from a scrap dealer last week who had offered to paint the farm sheds Samuel rejected his offer especially in the winter months but was then asked for scrap metal. They were asked to leave the property and Samuel noted the registration of the vehicle and would pass it on to Jeff Kedward. The Police were thankfull and asked for everyone to be alert for suspicious vehicles. Jeff also stated that new legislation was coming into force where scrapyards would have to pay by cheque for goods received and this would make it easier to trace dealers and origin of materials. The Chair thanked both PC's for their visit and hoped to see them in the March meeting
Matters arising 1. There was no news so far about the Post box on Mount square, Capel Iwan. CC Hazel Evans said she would give them another month before kicking up a row. Some of the members complained that their notice letters for the meeting had not been received. Don stated that he had spoken to the sorting office at Horeb complaining about letters being delivered to the wrong address. The Clerk also had the same complaint and would contact the office at Horeb 2. The Clerk stated that he had again written to the highways dept about the gutters at Gwynfa , Capel Iwan and below Black Oak farm. They still remained blocked. Hazel stated that she would chase up the matter. 3.CC Hazel Evans stated that the Environment agency had now come to an agreement regarding the drainage pipe running down the side of TY TE Cenarth. Planning permission had now been given for the 31st March 2012 when the original pipe would have to be lifted and replaced with a 2" greater diameter one. William Davies stated that all the work had to be done in one operation. It was asked whether the Environment Dept would be responsible for any accident that could happen 4. It was stated by the Clerk that some properties in the village had been connected up to the new Broadband Signal and equipment was working well. The contractors are busy now connecting up the rest of the houses Highway Matters 1. Hazel stated that Mr Tony Williams and Mr John Mcavoy were coming out next week to choose new sign locations for 30 MPH warnings near the top of Rehoboth Hill and also the "unsuitable for heavy vehicles " warning by Capel Iwan Chapel 2. Don Griffiths stated that the tree leaning across the road on Rehoboth Hill had been cut down and was now safe 3. Members stated that the ditch opposite the Paintball centre Cenarth still had not been repaired, The Highways had now placed red and white cones on the verge. Hazel stated that she would persue the matter 4. The rubbish on Gellidywill hill was still there and Samuel stated that someone had removed the metal pieces from the entrance at "Bwl Y Foel" but left the rubbish. Hazel to ckeck 5. CC Hazel Evans stated that she had spoken to the contractor working at "Tivy View" Cenarth regarding the building material being left on the disabled parking area by St Llawddog's Well. The materials had now been removed. 6.Hazel stated that she had received a copy of the land registry regarding the coach park at Heol Gelli Cenarth. This was to do with the parking of cars and trailers belonging to Corbett, No1, Heol Gelli. He was taking over the top part of the car park. Carms CC advised the Com C to place signs on the park regarding illegal parking. The Land Registry showed that the Com C had registered the land on the 2nd Feb 1999 and held "the title absolute". After discussion members agreed that Hazel Evans should talk to the County Authority as regards wording for the warning signs 7. Samuel Jones stated that the overhanging branches from Foel farm had been cut back on the road past Danrhelyg towards Penrherber 8.David Phillips stated that the road below Bwlchcaebrith towards Blaengwyddon had a nasty,dangerous patch of ice last week. Samuel stated that the Council had missed the spring water coming out of the field and was not entering the new drainage pipes. Remedial works needed to be done. Clerk to contact Highways and also remind them of water running out of Llwynffynon fields down towards Rhyd bridge. It was also stated that the bends by Plygyrhiw were also dangerous with surface water freezing due to be unable to enter the blocked ditches Other matters 1.A letter was received from the Wales Air Ambulance stating that their first helicopter was launched in the year 2001. This is their 10th anniversary year and they are proud to announce that they have flown nearly 15,000 missions in the last ten years. Their three helicopters can now reach any spot in Wales within 20 minutes. They also have 15 specially trained paramedics working full time. They have to raise £5 million to keep the service airbourne. In the next 12 months they hope to raise £500,000 to upgrade the Welshpool aircraft. The members agreed to support this important service for rural areas to the tune of £250 2.David Phillips had received an email frrom a Mr Ronnie Pigram of Benfleet History Group,South Benfleet in Essex.. we believe had seen the minuties of our Council and the note about the aircraft crash at Gors Farm, Capel Iwan. He stated that Flt Lt Leonard Aubrey Crozier (the pilot) was buried at St Mary's churchyard, South Benfleet. Essex. He had photographs of the grave and Church and was willing to send them forward to the Comm Council. His group was on www.benfleethistory.org.uk, which David Phillips had visited.Members wondered if David could contact Ronnie Pigram again and find out if he had any more information on Fitter Mechanic LAC Ronald Mc Allen (22) who also died in the crash so that we could present as much information as possible when the plaque (already made) was put up in the village later on this year. The Clerk stated that he had sent a supporting letter to the Carms County Organiser of the YFC in an attempt to employ a field officer for the movement. The Officer would be supported from the Rural development Project Grant for Rural Communities. Supporting letters would strengthen their application. The Clerk statedthat he had received a letter from the Environment Agency stating that the deadline for registration of private septic tanks etc had been moved forward to the end of June 2012 Planning matters 1. The County planning dept stated that application no W/25829 had been withdrawn...reinstatement of former cottage to residential dwelling at Troed Y Rhiw Cwmorgan 2. Application No W/25703.. Erection of two wind turbines (55KW) at Pengwern Isaf farm Cenarth had been refused 3. Application no W/26029--alterations and extensions at Danplain Cenarth...Members felt that they did not have enough information...no observations 4. App no W/26003- construction of Solar Photovoltaic (PV) scheme,inverter cabinet and security fence at Blaenbowy farm,Capel Iwan...No objections 5.Re temporary road closure -C1390 Pentre isaf bridge Panteg, Capel Iwan. The closure is required by Carm. County Council to carry out strengthening work from Monday 6th Feb 2012 for a period of four week The meeting finished at 9.15pm and the next meeting will be on March 1st 2012 at 7pm at the "Ganolfan" | ![]() |
