PL/07247 - Full planning permission - Proposed change of use from shed/store to Holiday let, proposed summer house/pool on  existing disused water tanks, retrospective planning for an existing shed and all associated works - Land west of Glyn-y-Mêl, Capel  Iwan - Dywedodd y Cyng. Ken Howell bod modd gwneud cais i’r Cyngor fel bo’r arian am y S106 yn cael ei gadw er lles y  gymuned leol. Dywedodd y Cyng. William Davies ei fod yn well na beth sydd yna nawr. Dywedodd y Cyng. Nigel Williams nad yw’n  waeth na beth sy’n digwydd yn Flatwood Cenarth sy’n ‘disgusting’. Dywedodd y Cyng. Anthony John oleuaf ei bod wedi gwneud  cais am ganiatâd. Dim Gwrthwynebiad. 

B. PL/06972 - Full planning permission - Proposed erection of a single dwelling - Land adjacent to Addewid-Haf, Capel Iwan -  Dywedodd y Cyng. Pat Thomas eu bod yn gwpwl ifanc a dylid cefnogi a cytnwyd gyda hyn - Dim Gwrthwynebiad. 

C. PL/07285 - Prior notification - development by telecoms operators - lattice tower - land near trees east of Capel Iwan road -  Dywedodd y Cadeirydd mai hwn yw fferm y Cyngor, sef Hendy, Cenarth ger Bronygarn. Dywedodd y Cyng. Philip Gibbons bod y  cais cyntaf yn ‘prior warning’ a bod y mast 5g i fod yn 44 metr o uchder ac o bosib byddai werth cael golwg arno ond os bod y  mast i fynd ar dir y Cyngor, does dim pwynt cael barn arno. Ategodd y byddai’n ‘tremendous eyesore’ i rywun. Dywedwyd mai’r  broblem yw bod pawb eisiau gwasanaeth ffôn symudol. Dywedodd y Cyng. Philip Gibbons mai’r unig rheswm dros mastiau 5g yw  ar gyfer budd masnachol. Cytunwyd y byddai’r Clerc yn edrych mewn i’r mater. 

D. PL/07176 - Full planning permission - proposed earth banked nutrient store to comply with the Water Resources (Control of  Agricultural Pollution) (Wales) Regulations 2021- Hendy, Capel Iwan - Dywedodd y Cadeirydd bod hwn gyda’r ffermiwr sydd ar  fferm y Cyngor ar gyfer NVZ gan fod y storfa sydd ganddo ar hyn o bryd ddim yn cydlynnu gyda’r rheoliadau. Dywedodd bod rhaid iddo dalu allan o boced ei hun ar ei gyfer er mai fferm y Cyngor ydyw. Dywedodd y Cadeirydd bod rhaid i’r ffermwr wneud hyn er  mwyn gallu parhau i ffermio. Dim Gwrthwynebiad.

Cenarth Community Council Meeting  

Minutes of the meeting held at the Center, Capel Iwan on Thursday, 7th of March 2024 at 7pm. 

1. PRESENT: In the Chair -Cllr. Richard James, Councillors: Don Griffiths, Cllr. Hazel Evans, Nigel Williams, Cllr. Ken Howell, Anthony  John, Pat Thomas, William Davies, Philip Gibbons. Clerk - Manon Thomas. 

2. APOLOGIES: Leah Jones PCSO, Jeff Kedward PCSO, Meurig Thomas, Hywel Bowen. 

3. DECLARATIONS OF INTEREST:  

The Chairman stated that he has an interest in a financial matter.  

Cllr. Hazel Evans stated that she has an interest in planning application PL/06972. 

4. POLICE: None 

5. MINUTES: Minutes for the February 2024 meeting were proposed by Cllr. Don Griffiths and Seconded by Cllr. William Davies. 6. MATTERS ARISING FOR MINUTES:  

A. 6.B-1 / JUL - Defibrillator - It was agreed that one additional defibrillator was needed for the hall. Cllr. Pat Thomas asked if it  was possible to get some for free. It was also agreed that there should be a community evening to learn how to use them. Cllr.  Ken Howell said that Llangeler Council bought the Defibrillator but that the ambulance service looked after them. 

B. 10.F-12/MAY - Road between Tŷ Cerrig and Brohedydd - No update. 

C. 10.A-4/NOV - Penrheol Isaf Road to Derlwyn - No update. 

D. 10.D-6/APR - Lawn Mower- The Chairman stated that it has now been returned and is now working again.  E. 10.A-1/JUN - Pothole on Hendy turning -No update. 

F. 10.C-1/JUN - Penrherber Road - Cllr. Hazel Evans said that this has now been done. 

G. 10.A-2/NOV - Cenarth Interpretation Panels - The Clerk stated that she had recieved an invoice from Mr Wait and that he  had sent the design on to the Council for their information. 

H. 10.A-11/JAN - Panteg Salt Box - No update. 

I. 10.B-11/JAN - Clawddcoch Gutters - No update.  

J. 10.C-11/JAN - Road Past Cenarth Cenetaph - Cllr. Don Griffiths stated that this had now been done.  K. 10.A-1/FEB - Water on Bryngolau turn - No update. 

L. 10.B-1/FEB - Coeden Maesgwyn - Cllr. Don Griffiths and Cllr. Nigel Williams stated that they had met with Paul Toft and that  he had stated that 3 trees needed to be cut for certain but there was Ash Dieback on most of the trees. Paul Toft suggested  that the Council could arrange for the fallen trees to be moved to keep the cost down.

8. PLANNING: 

E. PL/07247 - Full planning permission - Proposed change of use from shed/store to Holiday let, proposed summer house/pool on  existing disused water tanks, retrospective planning for an existing shed and all associated works - Land west of Glyn-y-Mêl, Capel  Iwan - Cllr. Ken Howell stated that it was possible to make an application to the Council so that the money made from S106 is kept  for the local community. Cllr. William Davies stated that this was better than what is there at the moment. Cllr. Nigel Williams stated  that it isn’t worse than what is happening at Flatwood, Cenarth which is disgusting. Cllr. Anthony John stated that at least they had  made a planning applciaiton. No objection. 

F. PL/06972 - Full planning permission - Proposed erection of a single dwelling - Land adjacent to Addewid-Haf, Capel Iwan - Cllr.  Pat Thomas stated that they are a young couple and the Council should support them and all agreed with this. No objection. 

G. PL/07285 - Prior notification - development by telecoms operators - lattice tower - land near trees east of Capel Iwan road - The  Chairman stated that this is on the Council’s farm at Hendy, Cenarth near Bronygarn. Cllr. Philip Gibbons stated that the fist  application was a prior warning and that a 5G mast is to come there which is 44m high and suggested that it may be worth having  a look at it but also suggested that as it is going on the Council’s land, there isn’t a point having an opinion on it. He added that it  would be a tremendous eyesore for someone. It was suggested that the main problem is that everyone wants a mobile phone  signal. Cllr. Philip Gibbons stated that the only reason 5G masts are in existence is for commercial gain. It was agreed that the  Clerk would look into the matter. 

H. PL/07176 - Full planning permission - proposed earth banked nutrient store to comply with the Water Resources (Control of  Agricultural Pollution) (Wales) Regulations 2021- Hendy, Capel Iwan - The Chairman stated that this is with the farmer on the Council’s farm for NVZ purposes because the storage in existance at the moment isn’t compliant with the regulations. He added  that he would have to pay out of his own pocket although it is the Council’s farm. The Chairman stated that the farmer has to do  this to enable him to continue farming. No objection.

10. MATTERS NEEDING DISCUSSION  

A. Cllr. Don Griffiths stated that the manhole cover was unsafe in the car park. 

B. Cllr. William Davies stated that there is a big pothole near Glanmamog and that the road is bad towards Frondeg. C. Cllr. Pat Thomas stated that there is a pothole near Perth y Gwenyn. 

11. COUNCILLORS’ COMMENTS -  

D. The Chairman stated that the County Council have been filling potholes in the area. 

12. NEXT MEETING - The next meeting will be held on the 2nd of May. The meeting was closed at 8pm.
