Williams bod angen cofnodi pwy sy’n gyfrifol am wirio’r batri, yn enwedig pan fydd hi’n rhewi. Awgrymodd y Cadeirydd efallai
dylai dau berson fynd i’w gwirio. Cytunwyd y byddai’r Cyng. Nigel Williams a Don Griffiths felly’n gwirio Penrherber, Capel
Iwan a Thanglwst a’r Cyng. Philip Gibbons yn gwirio Cwm Morgan. Dywedodd y Cyng. Nigel Williams bod y noson

Cyngor Sir (Stephen Morgan) i weld os oes angen caniatâd cynllunio am darmac neu ‘roughcast’. Gofynnodd y Cyng. Richard
James os fyddai angen safle anabl o flaen y neuadd ac arwyddion. Dywedodd y Cyng. Pat Thomas bod rhywun wedi dweud
ym More Coffi MacMillan ei bod wedi byw yn y pentref ers 7 mlynedd a nid oedd yn gwybod bod neuadd yna gan fod ddim
arwyddion. Awgrymodd y Cyng. Helen Williams y geiriau ‘Neuadd Capel Iwan Hall’. Dywedodd y Cyng. Philip Gibbons os oes
ardal anabl bydd angen iddo fod wedi’i darmacio neu ardal tynnu mewn. Gofynnodd y Cadeirydd a fyddai’n syniad tarmacio
yno. Dywedodd y Cyng. William Davies hefyd bydd angen codi wal yno a dywedodd nad y Cyngor Cymuned sydd berchen y
ddaear a’n bod ni’n talu punt y flwyddyn amdano o rent - dim ond y cae mae’r Cyngor yn berchen. Gofynnodd y Cyng. Nigel
Williams a fyddai’r Cyngor Sir yn atal pobl rhag rhoi tarmac ar y darn o flaen y neuadd - awgrymodd y dylwn ni gael rhywun

B. PL/08167 - Soar Cottage rhwng CNE a Cenarth - cais am PV Cells - dywedodd y Clerc ei bod wedi cael estyniad tan y 7fed o
Hydref er mwyn rhoi sylwadau. Dywedodd y Cyng. Philip Gibbons y gallai fod yn ‘very ugly’ a dywedodd y byddai’n mynd i’w weld
dros y penwythnos. Dywedodd y Cyng. Nigel Williams bod gwaith wedi’i neud ar y tŷ. Dywedodd y Cyng. Philip Gibbons bod y PV
Cells yma eu bod yn eu gosod a talu rhent arnynt a dywedodd eu bod yn ‘eyesore’. Awgrymodd y Cyng. Philip Gibbons y dylai
fynd i’w gweld a bod y cais yma i roi 16 ohonynt ar y llawr a nid ar y to. Dywedodd y Cyng. Nigel Williams ei fod wedi buddsoddi
ynddynt a dyma oedd y buddsoddiad gorau a wnaeth erioed. Dywedodd y Cyng. Nigel Williams nad yw’n credu y byddai’n leoliad
delfrydol. Cytunwyd y byddai’r Cyng. Philip Gibbons yn mynd i weld y safle a’n rhoi gwybod i’r Clerc os byddai sylwadau ganddo.

Dywedodd y Cyng. Philip Gibbons y dylid gofyn y dylid rhoi amod ar y caniatâd na ddylai fod yn ail dŷ na’n fwthyn gwyliau.
Dywedodd y Cyng. William Davies ei fod ddigon ar wahan a na fyddai’n atal pobl rhag gweld unrhywbeth. Dim gwrthwynebiad.
Gofynnodd y Cyng. Philip Gibbons a fyddai mynediad yn broblem gan fod hwn yn rhywbeth y mae’n rhaid ystyried.

10. MATERION ANGEN TRAFODAETH -
- Dywedodd y Cadeirydd bod Dŵr yn dod lawr o Bwlchcaebrith lawr tuag at Blaendyffryn.
- Dywedodd y Cyng. Hazel Evans nafyddai’r Cyngor Sir yn fodlon rhoi gwter yno.
-Dywedodd y Cyng. William Davies bod mwy o ddŵr yn dod lawr o yna nawr nagerioed.
-Dywedodd y Cadeirydd bod twll rhwng Bronygarn a Hendy, Cenarth.

- Cynnigodd y Cadeirydd bod angen help ar bwyllgor y neuadd gan fod y llwybyr heibio ochr y neuadd wedi cracio a dywedodd
y Cyng. Don Griffiths bod y ‘manhole’ o flaen yr ysgol wedi cwympo ychydig a gyda mwy o draffig a bod angen ei ailwneud
cyn fod rhywbeth yn digwydd. Dywedodd y Cyng. William Davies bod angen gwirio beth sydd yno. Dywedodd y Cyng. Helen
Williams ei fod yn beryglus ac os bydd rhywbeth yn digwydd yna bydd yr atebolrwydd yn cwympo ar ein ysgwyddau ni.
Dywedodd y Cyng. Nigel Williams bod angen gwneud rhywbeth yn weddol gyflym. Cynnigodd y Cyng. William Davies y
byddai’r Cadeirydd yn edrych arno. Dywedodd y Cyng. William Davies mai ‘Right of Way’ sydd gyda ni a mae angen gwirio
pwy sydd â chyfrifoldeb i ofalu a gwirio am hyn. Awgrymodd y Cyng. Meurig Thomas o bosib dylid gwneud yr holl waith yr un
pryd os yw mor wael â hynny.
11. SYLWADAU CYNGHORWYR -
E. Dywedodd y Cyng. Pat Thomas bod £1,100 wedi ei godi tuag at Macmillan gyda’r Bore Coffi a diolchwyd am y cyfraniad.
F. Dywedodd y Cyng. Pat Thomas bod yna gyngerdd nos yfory yn y Neuadd am 7.30 a bod rhai tocynnau ar ôl.
12. CYFARFOD NESAF - Cynhelir y cyfarfod nesaf ar y 7fed o Dachwedd. Daeth y Cyfarfod i ben am 20.20.
Cenarth Community Council Meeting
Minutes of the meeting held at the Center, Capel Iwan on Thursday, 3rd of October 2024 at 7pm.

3. DECLARATIONS OF INTEREST: None
4. POLICE: None
5. MINUTES: Minutes for the September 2024 meeting were proposed by Cllr. Don Griffiths and Seconded by Cllr. Nigel Williams.
6. MATTERS ARISING FOR MINUTES:
6.B-1 / JUL - Defibrillator - The Clerk stated that they needed a status check every three months. Cllr. Nigel Williams said
that it is necessary to record who is responsible for checking the battery, especially when it freezes. The Chairman suggested
that perhaps two people should go and check them. It was agreed that Cllr. Nigel Williams and Don Griffiths therefore check
Penrherber, Capel Iwan and Tanglwst and Cllr. Philip Gibbons checks out the Morgan Valley. Cllr. Nigel Williams said that the
training night was very successful and the hall was full and he thanked the Clerk for organising. Cllr. Don Griffiths said that
some have said it would be good if they have shown how to use the defibrillator further.
10.A-4/NOV - Penrheol Isaf Road to Derlwyn - Cllr. Hazel Evans said that Martin Day from the County Council had been out
in the area apart from Cwm Morgan, but he said he would be out next Monday.
10.A-1/JUN - Pothole on Hendy turning -No Update.
10.A-11/JAN - Panteg Salt Box - Cllr Hazel Evans said that this would be there next week.
10.A-1/FEB - Water on Bryngolau turn - Cllr. Hazel Evans said that there is no drain there and the County Council will not
put one there. The Chairman said that he had several narrow shaves there and that it was dangerous.
10.B-9/MAY - Tarmac at back of the Hall - Cllr. Hazel Evans said it would be better to contact the County Council's planning
department (Stephen Morgan) to see if planning permission is required for tarmac or 'roughcast'. Cllr. Richard James asked if
a disabled site is needed in front of the hall and signs. Cllr. Pat Thomas said that someone said at the MacMillan Coffee
Morning and said that she had lived in the village for 7 years and did not know there was a hall there as there were no signs.
Cllr. Helen Williams suggested the words 'Neuadd Capel Iwan Hall'. Cllr. Philip Gibbons said if there is a disabled area it will
need to be tarmaced or a pull-in area. The Chairman asked if it would be an idea to tarmac there. Cllr. William Davies said that
we will also need to build a wall there and he said that the Community Council does not own the land and that we pay a
pound a year for it in rent - the Council only owns the field. Cllr. Nigel Williams asked whether the County Council would
prevent people from putting tarmac on the stretch in front of the hall - he suggested that we should get someone more from
the County Council.
10.E-9/MAY - Road from Cwm Morgan to Glyncoch - No Update.
10.I-9/MAY - Flatwood Visit - Cllr. Hazel Evans said that once a year is up, they are supposed to publish a report about their
profits and they should pay council tax. Cllr. Nigel Williams said that he is sure they have moved in for a long time as cars
come out often and there is a lot of coming and going.
10.B-11/JUL - Cenarth Cenetaph - Cllr. Nigel Williams said that he has done this twice now and the Councillors thanked him
for this. The Councillors suggested to pay for the petrol and this was also seconded by the Councillors.
6.J-5/SEPT - Heol y Gelli Car Park - Cllr. Nigel Williams stated that the County Council had done the work here.
K. 10.A-5/SEPT - Greenpark to Black Oak - Cllr. Helen Evans said that Geraint Davies had opened around the gutter to make
room for the water. The Chairman thanked Geraint for this.
7. CORRESPONDENCE:
- Letter from NCE Resilience - the Chairman stated that we didn’t know enough about it and Cllr. Richard James suggested we
should ask for more information.
8. PLANNING:
D. PL/08167 - Soar Cottage between NCE and Cenarth - application for PV Cells - the Clerk stated that she had applied for an
extension for comments until the 7th of October. Cllr. Philip Gibbons stated that this could be very ugly and that he would visit on
the weekend. Cllr. Nigel Williams stated that work had been done on the house. Cllr Philip Gibbons stated that PV Cells are going
to be put there and they will pay rent on them but they will be an eyesore. Cllr Philip Gibbons suggested that he should go see
them as there is an application to put 16 there on the ground. Cllr. Nigel Williams stated that he had invested in some and these
were the best investment he had made. He also stated that the location isn’t ideal. It was agreed that Cllr. Philip Gibbons would
visit the site and let the Clerk know if he had any comments.
E. PL/08253 - Full planning permission - Change of use of existing detached garage to form dwelling - Brynmeillion, CNE, SA38 9RJ -
Cllr. Philip Gibbons stated that we should ask to put a condition that the property shouldn’t be a second home or a holiday cottage.
Cllr. William Davies stated that it is far enough apart that it won’t restrict views. No objection. Cllr. Philip Gibbons asked whether
access would be an issue and it is somehting to consider.
9. FINANCIAL MATTERS
The Clerk stated that the following payments were made over the past month:

10. MATTERS NEEDING DISCUSSION
- The Chairman said that Water was coming down from Bwlchcaebrith down towards Blaendyffryn. Cllr Hazel Evans said that the County Council would not be willing to put a gutter there. Cllr William Davies said that more water is coming down from
there now than ever.
- The Chairman said there was a hole between Bronygarn and Hendy, Cenarth.
-The Chairman said that Bwlchcaebrith square down towards Natwerydd was bad.
-The Chairman proposed that the hall committee needed help as the pathway past the side of the hall was cracked and Cllr
Don Griffiths said that the 'manhole' in front of the school has collapsed a little and with more traffic and that it needs to be
redone before something happens. Cllr. William Davies said that it is necessary to check what is there. Cllr. Helen Williams
said that it is dangerous and if something happens then the liability will fall on our shoulders. Cllr. Nigel Williams said that
something needs to be done fairly quickly. Cllr. William Davies proposed that the Chairman would look at. Cllr. William Davies
said that we have the Right of Way and we need to check who has responsibility to look after and check this. Cllr Meurig
Thomas suggested possibly all the work should be done at the same time if it is that bad.
