Cenarth Community Council

The Council meeting was held on Thursday 3rd November 2016 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present: - Don Griffiths (Chairman), William Davies, Samuel Jones, Nigel Williams, Jeff Lewis, Richard James, Guto Jones, Hywel Bowen, Anthony John and  County Councillor Hazel Evans. Apologies received from Meurig Thomas and PCSO Jeff Kedward.

The chairman Don Griffiths welcomed everyone to the meeting and asked the clerk to read the minutes of the October meeting. They were proposed as being correct by Samuel Jones and Nigel Williams.

Matters Arising

  1. Don Griffiths stated that the owner of Pentre Farm bungalow, Capel Iwan had carried out repairs to the drainage pipe across his entrance. But no work had been done on the potholes down to Pentre Isaf nor the broken drain between Brynifor and Maesgwyn.

  2. Councillor Hazel Evans read a list of emails which she had received from Mr Tony Williams, Supervisor – Highways Dept. Carmarthenshire. The following problem areas were discussed. – a) The damaged bridge at Bridgend, Cwm Cych was the responsibility of Pembrokeshire Highways Dept. b) the road gutters and drains from Llain junction, Capel Iwan Road to Blaengwyddon Fawr would be re-examined and repair works carried out c) the surface water drain below Gorwel, Bwlchcaebrith on the bend would be re-done and the level raised d) the potholes from Blaenpant to Bryngolau would be filled e) the drain from Brynifor to Maesgwyn would be inspected by camera to confirm the cause of the leakage f) the road surface from Penrheol Uchaf, Capel Iwan through to Derlwyn Square would be listed for re-surfacing.

  3. The clerk and Samuel Jones also confirmed that the road surface at the bottom of Danrhelyg Hill near the crash barriers had developed a deep sunken dip and needed attention. Clerk and Hazel to contact Highways.

  4. Don also noted that a deep pothole had appeared outside house ‘Am Nawr’ near the Cemetery, Capel Iwan.

  5. Hywel Bowen also noted that the road surface had broken up badly on the road junction turning towards Bwl y Foel from Bwlchcaebrith Square – Both of these problems to be sent forward to Highways Dept. by the clerk and Councillor Hazel Evans.

  6. Further discussion took place regarding the replacement of the public seat at St Llawddog’s Well area. The members asked the clerk to check with firms manufacturing plastic seats from recycled products. Nigel was also asked to check on the price of the seat that he installed on the Panteg to Godremamog footpath.

  7. The road surface from Cenarth Church through to the bridge had been tarmacked in the last week. Jeff Lewis stated that an excellent job of work had been done.

  8. Richard James stated that the road from Hendy Square through to Ty Cerrig was shortly to be closed so that work could be carried out by Welsh Water in replacing and cleaning the mains water supply in the area. Members discussed the bad surfacing on this stretch of road and thought it might be better to wait for the Water Board to complete their work before asking for re-surfacing.

  9. Nigel Williams gave a report and update on the damage caused to the Red Kiosk at Bryn Square, Penrherber. A car had smashed into the kiosk and had broken it into small pieces.The owner of the bungalow ‘Dryslwyn’ – Mr Tony Stringer had heard the collision but by the time he came down the culprits had driven away and he failed to get the car registration number. He had immediately rung the police and reported the matter. Nigel was contacted by Mr Tony Stringer and he also went down to see the police who later cordoned off the area. The police also contacted BT to disconnect the electricity supply and make it safe. The bungalow owner also heard noises the day following the crash. There were some youths collecting the car bumper and other pieces but they disappeared before he could see the car number. He had a long distance photo and the police are now attempting to track down the culprits. The owners of Pengelli Uchaf had heard three cars racing across the road on the night of the incident. The matter is now in the hands of Newcastle Emlyn Police. Members asked the clerk to check whether the kiosk which belonged to the Cenarth Community Council was covered by their insurance.

  10. Councillor Hazel Evans stated that the Carmarthenshire County Council had not completed their report on the proposed Boundary Commissions – Parliamentary Constituencies changes. As soon as it was completed she would report to the Community Council and then members would make their own comments.

  11. Members agreed that a wreath of remembrance should be bought from the British Legion Poppy Appeal Fund – Newcastle Emlyn. Members would place the wreath on the commemorative plaque at Capel Iwan Square to remember the aircrew killed at the Gors Farm air crash.

  12. The clerk stated that he had received several complaints in the last month from people who were losing their mobile phone signal in the area. This loss of signal has only recently happened and we wonder whether certain aerials have been switched off or re-directed. Members asked the clerk to contact our local AM and PM - Jonathan Edwards and Adam Price to complain about the loss of signal.

  13. Hywel Bowen noted that the branches were coming out from a tree at No. 3 Bro Iwan, Capel Iwan and was screening the light from the street light at that location. The clerk was asked to write to the occupants asking them to cut back the offending branches.

Correspondence

  1. A letter was received from the Carmarthenshire Area Committee stating that the next meeting would be held on the 15th November at 7:00 p.m. at The Castle Hotel, Llandovery.

  2. A focus group meeting will be held by Hywel Dda Health Board – Health Wise Wales on the 30th November 2016 at Room 1, Carmarthen Library from 11:00 a.m. to 1:00 p.m. to talk to people to understand their views.

  3. A letter received from Councillor Pam Palmer – Carmarthenshire County Council asking for support for Councils Christmas Toy Box Scheme. To assist families with financial difficulties and to donate new toys for children aged birth to 16 yrs. old. The Council Youth Support Service is organising the scheme. Toys can be dropped off at Carmarthenshire County Council Offices at Spilman Street or the Carmarthen Journal Offices in King Street.

  4. A letter was received from Hywel Dda University Health Board – Dept. for Communities, Ty Elwyn, Llanelli who provide care and support to older people and those with a physical disability. The contact details is Edward Dewar – Tel. No. 01554 899429 for information.

     

    Planning Applications:

  5. W/34527 – Shiral Equestrian Centre – Pontseli, Boncath – change of one of the tack rooms into a retail shop selling equestrian products to their customers – No Objection from the Community Council.

  6. W/34617 – erection of a single storey garden room with flat roof at Penrhiw, Cwm Morgan, Capel Iwan –no objection from the Community Council.

  7. W/34592 – erection of new steel framed building for storage of farm implements for small holding at Maes yr Hafod, Trelech- no objections from the Community Council

     

    Any Other Matters:

  8. Richard James stated that he had received complaints about dog fouling down near the street of housing at Pontgarreg Lane. Councillor Hazel Evans stated that she would contact Carmarthenshire County Council dog fouling section.

  9. The clerk stated that he had been informed that the street lamp no. 706/04 Groesffordd, Capel Iwan had been removed. The clerk had contacted the Public Lighting Unit at Tostre, Llanelli and was told that BT were replacing poles in the area and wanted the lamp to be removed. It would be replaced when the new poles were erected. However William Davies stated that the pole in question had been erected by the Community Council. Hence BT would not replace it. Members asked for further investigation before contacting the Lighting Unit.

  10. Nigel Williams stated that the heavy lorries had been churning up the road surface from Woodlands junction past the Church to Pengelli Fach when carrying heavy loads. The clerk and Hazel to contact the Highways Dept.
