yswiriant ar y cae ond bod hwn yn enw’r Cyngor. Dywedodd y Clerc y byddai’n edrych mewn i’r polisi i weld os oedd yn caniatáu offer chwarae. Dywedodd y Cyng. Hazel Evans hefyd y byddai’n rhaid cyflogi pobl i ofalu am yr offer. Dywedodd y Clerc ei bod hefyd wedi holi os y gall hi wneud ceisiadau ar gyfer grantiau i’r ardal. Dywedodd y Cyng. B. PL/07285 - Prior notification - development by telecoms operators - lattice tower - Dywedodd y Clerc ei bod wedi anfon llythyr at y Cyngor Sir yn datgan pryder ar rhan y gymdeithas am hyn yn dilyn trafodaeth gyda’r Cadeirydd.
C. PL/07294 - Householder planning permission - Build a new sunroom at the back of the house, raise the height of the roof a little in one part of the building to be able to build a porch at the front of the house - Clydfan, SA38 9LR. Dim Gwrthwynebiad.
D. PL/07411 - Prior notification building (agricultural/forestry) - Hay store - Land adjecent to Bryn Ffynnon - Dywedodd y Cyng.

A. Dywedodd y Cyng. Don Griffiths ei fod hi’n wael lawr heibio Bryn tuag at Gapel Capel Iwan.
B. Nodwyd bod Car BMW wedi parcio ger sgwâr Capel Iwan ers cyfnod hir a’i fod yn atal defnydd o’r safle parcio yno pan fo
cwrdd yn cael ei gynnal yn y Capel. Dywedodd y Cyng. Nigel Williams bod angen rhoi gwybod i Jeff Kedward PCSO am hyn.
C. Dywedodd y Cyng. Meurig Thomas bod hen focs BT ger sgwâr Plain CNE a’i fod yn rhwdu ac yn edrych yn anniben.
Cytunwyd y byddai’r Clerc yn ysgrifennu at BT.

11. SYLWADAU CYNGHORWYR -
D. Dywedodd y Cyng Hazel Evans bydd y bws yn dod i Gapel Iwan bob dydd Mawrth ac yn mynd i Gaerfyrddin am 9:10yb a dod nôl tua 2yh. Dywedodd hefyd y bydd bws bob dydd Mercher a dydd Gwener yn mynd i CNE am 9:40yb a’n gadael CNE am
1:05yp. Dywedodd y Cyng. Don Griffiths mai treial am 9 mis ydyw felly bod angen i drigolion y pentref ei ddefnyddio rhag ofn
y bydd perygl i’w golli.

Cenarth Community Council Meeting
Minutes of the meeting held at the Center, Capel Iwan on Thursday, 4th of April 2024 at 7pm.

1. PRESENT: In the Chair -Cllr. Richard James, Councillors: Don Griffiths, Cllr. Hazel Evans, Nigel Williams, Pat Thomas, William
Davies, Meurig Thomas, Hywel Bowen. Clerk - Manon Thomas.

2. APOLOGIES: Leah Jones PCSO, Jeff Kedward PCSO,Cyng. Ken Howell, Cyng. Anthony John, Cyng. Philip Gibbons

3. DECLARATIONS OF INTEREST: None

4. POLICE: None

5. MINUTES: Minutes for the March 2024 meeting were proposed by Cllr. Pat Thomas and Seconded by Cllr. Don Griffiths.

6. MATTERS ARISING FOR MINUTES:
A. 6.B-1 / JUL - Defibrillator - The Clerk stated that she had contacted St Johns and they had sent a list of potential dates. It
was agreed that the session should be held in the evening at approx 7.30pm. It was agreed that the Clerk would look into this.
B. 10.F-12/MAY - Road between Tŷ Cerrig and Brohedydd - No update.
C. 10.A-4/NOV - Penrheol Isaf Road to Derlwyn - No update.
D. 10.A-1/JUN - Pothole on Hendy turning -No update.
E. 10.A-2/NOV - Cenarth Interpretation Panels - Cllr. Hazel Evans stated that the County Council had decided to keep one of
the frames and that they had asked whether Cllr. Nigel Williams would mind erecting the new frame. Cllr. Nigel Williams stated
that this would be fine.
F. 10.A-11/JAN - Panteg Salt Box - Cllr. Hazel Evans stated that she had recieved confirmation that this would be done soon.
G. 10.B-11/JAN - Clawddcoch Gutters - No update.
H. 10.A-1/FEB - Water on Bryngolau turn - No update.
I. 10.B-1/FEB - Maesgwyn Tree - The Clerk stated that she had spoken to Paul Toft and he stated that he’d need to provide a
further quote. Cllr. Nigel Williams stated that he’d given him the Clerk’s e-mail address.
J. 10.B-1/MAR - Pothole near Glanmamog - Cllr. William Davies stated that this had been done.
K. 10.C-1/MAR - Pothole near Perth y Gwenyn - Cllr. Pat Thomas stated that it was still there and that tractors a’r avoiding the potholes by driving over the nearby owner’s lawn and ruining it.

7. CORRESPONDENCE:
• E-mail from Jane Fenn - Has asked whether she could look into getting play equipment for the field. Cllr. William Davies stated
that there is insurance on the field but this was in the Council’s name. The Clerk stated that she would look at the policy to see if it permits play equipment. Cllr. Hazel Evans stated that we would also need to employ people to care for the equipment. The Clerk
stated that Jane Fenn had also asked whether she could look into grants for the area. Cllr. Hazel Evans stated that only a
constitutional body can apply for public funding and grants. Cllr.William Davies stated that Jane Fenn was attending the Hall
committee meeting on the 11th of April. It was agreed that the Clerk would reply to the e-mail.

8. PLANNING:
E. PL/07285 - Prior notification - development by telecoms operators - lattice tower - The Clerk stated that she had sent a letter to the County Council stating the community’s concerns following a discussion with the Chairman.
F. PL/07294 - Householder planning permission - Build a new sunroom at the back of the house, raise the height of the roof a little in one part of the building to be able to build a porch at the front of the house - Clydfan, SA38 9LR. No objection.
G. PL/07411 - Prior notification building (agricultural/forestry) - Hay store - Land adjecent to Bryn Ffynnon - Cllr. William Davies stated that this has improved significantly. No objection.

9. FINANCIAL MATTERS
The Clerk stated that the following payments were made over the past month:

10. MATTERS NEEDING DISCUSSION
A. Cllr. Don Griffiths stated that it was bad past Bryn towards Capel Iwan Chapel.
B. It was stated that a BMW Car had been parked near Capel Iwan square for several weeks and that it was obstructing the use of the parking area when service was held at the Chapel. Cllr. Nigel Williams stated that this should be reported to Jeff
Kedward PCSO.
C. Cllr. Meurig Thomas stated that an old BT box on Plain square on the way to NCE is rusty and an eyesore. It was agreed that
the Clerk would write to BT regarding this.

11. COUNCILLORS’ COMMENTS -
D. Cllr. Hazel Evans stated that a bus would come to Capel Iwan every Tuesday and go to Carmarthen at 9.10am and return at
2pm. She also stated that a bus would be going every Wednesday and Friday to NCE at 9.40am and returning at 1.05pm. Cllr. Don Griffiths stated that this was a 9 month trial and that memebers of the community should use it before we lose it.

12. NEXT MEETING - The next meeting and AGM will be held on the 9th of May. The meeting was closed at 7.50pm.
