E. 10.A-3/MAR - Plac o Ddiolch y Winjen - Dywedodd y Cyng. Guto Jones bod pris y plac yn ddibynnol ar faint o eiriau sydd arno. Dywedodd y Clerc ei bod wedi siarad gyda Sioned Lleinau am eiriau i roi ar y plac a’i bod wedi awgrymu ‘Gyda diolch twymgalon i gwmni Winjen am eu cefnogaeth barhaus i’n cymuned’. Roedd y Cynghorwyr yn hapus gyda’r geiriad hwn. Dywedodd y Cadeirydd ei fod hi’n bwysig bod y geiriad yn ddwyieithog.

F. 11.A-3/MAR - Ffens tu ȏl i’r Festri - Dywedodd y Clerc bod hi’n cael galwadau a negeseuon wrth Simon Davies yn aml am ddiweddariad. Dywedodd y Cadeirydd ei fod yntai hefyd wedi derbyn galwad gan Jenny Wheeler am y mater. Dywedodd y Clerc hefyd ei bod wedi siarad gyda’r Cyng. Anthony John a dywedodd mai’r pris sydd gyda ni’n barod yw’r pris am y nwyddau. Dywedodd y Cyng. Hywel Bowen ei fod wedi siarad gyda’r Cyng. Anthony John ac mai postion 4 modfedd byddai angen (y rhai hiraf i’w torri yn llai). Dyweddodd y Cyng. Hywel Bowen byddai’r rhai plastig yn para am byth. Dywedodd y Cadeirydd bod pris y pren a’r plastig yn debyg iawn. Cytunwyd y byddai Simon Davies yn cael y gwaith ond mai postion plastig byddai’n cael eu defnyddio. Dywedodd y Cyng. O. 10.B-7/JUL Maes Picnic Cenarth - Dywedodd y Cadeirydd ei fod wedi bod lawr yn y maes picnic a nododd bod ddim unrhyw fesurau iechyd a diogelwch yno a bod un mainc yn enwedig yn anniogel ac yn ffiledig a bod angnen ei atgyweirio. Dywedodd hefyd bod yna 3 mainc gyda mwsogl drostynt felly dydynt ddim yn addas i ymwelwyr. Awgrymodd mai ‘pressurewasher’ sydd angen yn yr achos yma. Dywedodd y Cyng. William Davies bod gennym ni rhai meinciau a bod gan y Cyngor Sir rhai hefyd. Dywedodd y Cadeirydd y byddai e’n hapus i wneud y gwaith ond byddai angen caniatad arno. Awgrymodd y Cyng. Meurig Thomas a Hywel Bowen nad oedd pwynt defnyddio ‘pressurewasher’, gwell cael meinciau newydd. Dywedodd y Cadeirydd ei fod hi’n afiach yno a dylai pwy bynnag sy’n gyfrifol ei glanhau.

P. 10.C-7JUL - Mynediad Cadair Olwyn Cenarth - Dywedodd y Cadeirydd ei fod wedi bod lawr yng Nghenarth ger Llanllawddog ac wedi gwneud arolwg manwl o’r mynediad cadair olwyn. Dywedodd bod y banciau a’r pridd wedi cwympo mewn felly bydd yr olwynion yn mynd drosto. Gofynnodd y Cyng. Hazel Evans pwy oedd yn berchen y llwybr arall gan mai’r Cyngor Sir sydd berchen ar y darn o amgylch y ffynnon. Dywedodd bod postion solid o amgylch y darn cadair olwyn ond bod y darn derw wedi mynd i’r afon a’r llall wedi torri ar y gwaelod felly bod angen rhai newydd yno. Dywedodd y Cyng.Hazel Evans mai’r person gorau i gysylltu gyda yw’r Tivy Trout o ran y platfform. Dywedodd y Cadeirydd bod y polyn metal pellaf o amgylch y ffynnon wedi torri a’i fod yn siglo a bod atebolrwydd yno, rhaid i’w atgyweirio rhag ofn bydd rhywun yn cwympo i’r ffynnon. Dywedodd y Cyng. Hazel Evans y byddai’n edrych mewn i bwy sy’n gyfrifol am hyn. Dywedodd y Cadeirydd bod ganddo goncrit adref a all arbed cost i’r Cyngor i roi lawr o amgylch y pyst metal os bydd angen.

Q. 10.D-7/JUL - Tirlithriad Cwm Morgan - Dywedodd y Cadeirydd ei fod wedi gweld lleoliad y tirlithriad a’i fod yn cyd-fynd gyda’r Cyng. Philip Gibbons a doedd methu credu sut nad oedd damwain wedi digwydd yno eto. Dywedodd y Cyng. Philip Gibbons ei fod yn risg i yrrwyr beiciau modur yn enwedig gan ei fod yn anwastad. Dywedodd y Cyng. Hazel Evans bod y Cyngor Sir wedi dweud wrthi eu bod wedi gwneud y gwaith ger Llwyn Einon. Dywedodd y Cyng. Philip Gibbons y byddai’n edrych ar ei ffordd adref. Dywedodd y Cyng. Hazel Evans bod y Cyngor Sir yn anhebygol o wneud unrhywbeth fan hyn gan ei fod mor serth. Dywedodd y Cyng. Hazel Evans y byddai’n gofyn i Chris Edwards yn y Cyngor Sir am hyn.

R. 10.E-7/JUL - Trasio Llwybrau - Dywedodd y Cyng. Don Griffiths bod y Cyng. William Davies wedi gwneud hyn.

7. GOHEBIAETH:

A. E-bost 3/8 - Caroline Owen - Hysbysu bod y grant o £500 wedi’i gymeradwyo.

B. Llythyr - Cerebral Palsy Cymru - gofyn am gyfraniad. Dywedodd y Cyng. Guto Jones ei fod yn cynnig bod y Cyngor yn cyfrannu rhywbeth at yr achos. Cytunwyd y byddai’r Cyngor yn cyfrannu £100.

8. CYNLLUNIO:

A. PL/04335 - Lawful development - proposed use - Glanafon, Cwm Morgan - “It is clear that the application in February 2010 was a retrospective one for works completed (probably) in 2009 and that the intended use of the roof was always for it to be a sun deck. It had fencing and decking installed and the plans approved by Carmarthenshire CC allowed for steps to provide access to the sundeck.The steps were installed many many years and due to their age are now in need of replacement. This indicates that the steps were constructed at the point at, or very close to, the date at which permission was given. I believe therefore that the steps have been in general use since 2010 and have not been the cause of any complaint, or enforcement action and therefore a LDC should be issued”. Dywedodd y Cyng. B. PL/04424 - Full Planning Permission - Brynteg, Penrherber - Two glamping units t/w parking and electrical vehicle chargin points. Dim Gwrthwynebiad.

C. PL/04406 - Full Planning Permission - Llwynddu, Capel Iwan - Demolition of farmhouse and proposed replacement dwelling and associated works. Dim Gwrthwynebaid.

D. PL/04479 - Prior notification - Building (agricultural/forestry) - Tool storage/day space and restroom/office secure place. Dywedodd y Cyng. William Davies nad oes llawer gallwn ni wneud am hyn.

SEPTEMBER 2022 MEETING

Cenarth Community Council Meeting

Minutes of the meeting held at the Center, Capel Iwan on Thursday, 7th of July 2022 at 7.00 pm.

1. PRESENT: In the Chair -Cllr. Nigel Williams, Councillors: Hazel Evans, Meurig Thomas, William Davies, Don Griffiths, Hywel Bowen, Philip Gibbons, Guto Jones and Pat Thomas. Clerk - Manon Thomas.

2. APOLOGIES: Jeff Kedward PCSO, Richard James, Anthony John, and Cyng. Ken Howell.

3. DECLARATIONS OF INTEREST:

A. Cllr Guto Jones stated that he has an interest in matter 6.E.10.A-3/MAR.

4. POLICE: None

5. MINUTES: Minutes for the July 2022 Monthly Meeting were proposed by Cllr. William Davies and Seconded by Cllr. Hywel Bowen

6. MATTERS ARISING FOR MINUTES:

A. 6.B-1 / JUL - Defibrillator - Cllr. Hazel Evans stated that the County Council had agreed to supply signs and she would chase this. Cllr. Hywel Bowen stated that the Defibrillator in Cwm Morgan was very tidy. Cllr. Philip Gibbons stated that he had told the residents in Cwm Morgan about the location of the Defibrillator.

B. 6.A-3 / MAR - CCTV - The Clerk stated that that the CCTV cameras had been ordered.

C. 11.8-1/JUL - Kiosk Capel Iwan - No update

D. 11.B-2 / DEC -Hall Back Gate - The Chairman stated that he had arranged to meet Cllr. Richard James on Tuesday at 9:30am to hang the gate. The Chairman stated that Cllr. Richard James apologised for the delay as he had been very busy over the summer.

E. 10.A-3 / MAR - Windmill ‘Thank You’ Plaque - Cllr. Guto Jones stated that the price of the plack would depend on how many words are on it. The Clerk stated that she had spoken to Sioned Lleinau regarding the wording on the Plack who had suggested ‘With heartfelt appreciation to Winjen for their continued support to our community’. The Councillors stated that they were happy with this wording. The Chairman stated that it was important that the plack was bilingual.

F. 11.A-3 / MAR - Fencing Behind the Vestry - The Clerk stated that she had recieved many calls and messages from Simon Davies for an update. The Chairman stated that he had also recieved a call from Jenny Wheeler regarding the matter. The Clerk also stated that she had spoken to Cllr. Anthony John and he stated that we already have the price for the goods. Cllr. Hywel Bowen that he had also spoken to Cllr. Anthony John and he stated that it was the 4 inch posts that were required (the longest ones to cut in half). Cllr. Hywel Powen stated that the plastic posts would last forever. The Chairman stated that the plastic and wood price was very similar. It was agreed that Simon Davies Simon Davies would get the work but that plastic posts would be used. Cllr. Meurig Thomas stated that it is important that Simon Davies gets the work because he had done a lot of work for free around the village in the past. Cllr. William Davies stated that only 4 posts will be visable. It was agreed that the Clerk would speak to Simon Davies and Cllr. Anthony John.

G. 11.A-7/APR - Water on the side of the road between Bwlchydomen and Bwlchcaebrith - No Update - Clerk to send a list to Tony Williams.

H. 11.B-7/APR - Hole in the road between Glannant and Clos Glas - No Update - Clerk to send a list to Tony Williams.

I. 10.A-12/MAY - Tree between the Center and Maes Gwyn - It was agreed that some Councillors should meet with the owner of Maes Gwyn on Tuesday.

J. 10.C-12/MAY - Road on Blaenpant corner - No update - Clerk to send a list to Tony Williams.

K. 10.D-12/MAY - Road past Blaengwyddon - No update - Clerk to send a list to Tony Williams.

L. 10.E-12/MAY - Road on Bryngolau corner - No update - Clerk to send a list to Tony Williams.

M. 10..F-12/MAY - Road between Tŷ Cerrig and Brohedydd - No update.

N. 10.A-7/JUL - Dolbryn Caravan Park Cars- Cllr. Hywel Bowen said that the caravan park is open all year round and that he has seen accidents almost happening several times with cars not stopping. It was agreed that the Clerk would write to the owners to ask for a 'stop' sign.

O. 10.B-7/JUL Cenarth Picnic Area - The Chairman said that he had been down in the picnic area and noted that there were no health and safety measures there and that one bench in particular was unsafe and disgusting and needed to be repaired. He also said that there are 3 benches with moss over them so they are not suitable for visitors. He suggested that a pressurewasher is needed in this case. Cllr. William Davies said that we own some benches and that the County Council also owns some. The Chairman said that he would be happy to do the work but he would need permission. Cllr. Meurig Thomas and Cllr. Hywel Bowen suggested that there was no point in using a pressurewasher’ and it would be better to get new benches. The Chairman said it was vile there and whoever was responsible should clean it.

P. 10.C-7JUL - Cenarth Wheelchair Access - The Chairman said that he had been down in Cenarth near Llanllawdog and had made a detailed survey of the wheelchair access. He said the banks and soil have collapsed so the wheelchair wheels will get stuck. Cllr. Hazel Evans asked who owned the other path as the County Council owns the section around the well. He said that there were solid posts around the wheelchair section but that the oak section had gone into the river and the other had broken at the bottom so new ones were needed there. Cllr. Hazel Evans said that the best person to contact is the Tivy Trout in terms of the platform. The Chairman said that the farthest metal pole around the well was broken and that it was swinging and that there was liability there, it must be repaired in case someone falls into the well. Cllr. Hazel Evans said that she would look into who is responsible for this. The Chairman said that he has concrete at home to put down around the metal posts if necessary which can save the Council some money.

Q. 10.D-7/JUL - Cwm Morgan Subsidance - The Chairman said that he had seen the location of the landslide and that he agreed with Cllr. Philip Gibbons and couldn't believe how an accident hadn't happened there yet. Cllr. Philip Gibbons said that it is a risk for motorbike drivers especially as it is uneven. Cllr. Hazel Evans said that the County Council had informed her that they had done the work near Llwyn Einon. Cllr. Philip Gibbons said that he would look at this on his way home. Cllr. Hazel Evans said that the County Council is unlikely to do anything here as it is so steep. Cllr. Hazel Evans said that she would ask Chris Edwards at the County Council about this.

R. 10.E-7/JUL - Trashing Paths - Cllr. Don Griffiths said that Cllr. William Davies had already done this.

7. CORRESPONDENCE:

A. Email 3/8 - Caroline Owen - Stating that the £500 grant had been given the go-ahead.

B. Letter - Cerebral Palsy Wales - asking for a donation. Cllr. Guto Jones stated that he proposed that the Council makes a donation. It was agreed that the Council would donate £100.

8. PLANNING:

A. A. The Councillors asked about the annual dinner and it was agreed that the Clerk would make enquiries.
