Cenarth Community Council
The monthly meeting of the Council was held on Thursday 5th of July 2018 at 7:00 p.m. at Y Ganolfan, Capel Iwan.
Members present:- William Davies, Don Griffiths, Nigel Williams, Samuel Jones, Jeff Lewis, Richard James, Guto Jones, Meurig Thomas and County Councillor Hazel Evans. Also present was PCSO Jeff Kedward from Newcastle Emlyn Police Station. Apologies received from Hywel Bowen and Anthony John.
As the chairman and Vice-chairman were absent members agreed that Nigel Williams shud take the chair. Nigel Williams welcomed everyone to the meeting and thanked PCSO Jeff Kedward for his presence and asked him whether he had anything to report in the district. Jeff stated that the staff had now moved back into the Police Station at Newcastle Emlyn from Crymych. It had been a quiet month and the police had bought in a new system of traffic cones to control the car parking outside Emlyn Secondary School. Members noted that a van had been calling in various houses and farms for scrap metal and old batteries. The driver had an Irish accent. Jeff asked members to keep an eye open and make a note of the vehicle registration numbers. Members also noted that a stranger had been seen walking the road at Capel Iwan recently and acting strangely. Jeff asked the local people to ring the Police Station at Newcastle Emlyn. Members also noted that certain people had been calling in houses and trying to sell new central heating boilers. The police advice was to check with the Local County Council whether these people were authorised agents or not and not disclose any personal details. As members had no further questions the chairman Nigel Williams thanked Jeff for his visit.
The clerk Ken Davies was asked to read the minutes of the meeting held in June. They were proposed as being correct by Samuel Jones and William Davies.
Matters
1. Councillor Hazel Evans stated that she had not agreed a date with the local Highways Supervisor Mr Tony Williams to come out to inspect the highway problems in the area. Hazel promised to contact Guto Jones when they were in the area so as to locate the blocked surface drain on the hill down from Black Oak square towards Tanglwst. Hazel had made several attempts to contact the Enforcement Officer with no success. She had now spoken to Mr Stephen Thomas who is in charge of this section and he is going to look at the Paintball Site at Cenarth, Gellidywyll and Gwalia at Capel Iwan.
2. The clerk also stated that he had written a letter to the Highways Dept listing all the problem areas in Cenarth Community. Also he had written to Mr Martin Murray the Units Public Rights of Way Development Officer asking him to forward maps and footpath numbers for Cenarth Community area so as to enable us to choose certain paths for clearance work. No answer had been received so far.
3. Theclerk had also informed the Highways Dept regarding the placing of black and white warning poles at Pantybwlch, Bwlchcaebrith Hill, and near Afallon-Pentre Isaf, Capel Iwan.
4. The Clark stated that the rubbish bins at Blaenesgair picnic site had been emptied and the site cleared.
5. Members noted that trashing had taken place in the area and road junction had been well cleared. Members also noted that the hedge cutting had been done to a high standard this year.
Correspondence:
1. The clerk had received a request from Mr Arwel Jones-Carmarthenshire County Council asking for a listing of all 'Land Assets' owned by Cenarth Community Council. The following had been listed:- Recreation ground and village sports field, Capel Iwan, two village greens, field at Blaenesgair and Fly-on Tanglwst. Cenarth - St Llawddogs Well area, Gelli-coach and car park and War Memorial Cenotaph.
2. Agreement was reached with Welsh Water for them to store construction materials for sewer repairs at Heol Gelli housing estate from 18th June to 13th July.
3. A letter was received from Cyngor Sir Ceredigion noting that the replacement Local Development Plan (LDP). 2018-2033 -candidate Site Consultation was taking place from 22nd June to 27th Sept 2018. To put forward a site you will need to complete a form and map showing the site for consideration from Planning Policy Neuadd Cyngor, Aberaeron, Ceredigion.
4. The clerk stated that the Annual Update of Voters Roll 2018 for Carmarthenshire County Council- Register of Electors would start on the 18th July 2018 with House Enquiry Forms -sent to each household.
5. A notice was received from Carmarthenshire County Council stating that a Waste and Tyre Amnesty would be held at Newcastle Emlyn Mart Car Park on the following dates: Saturday July 14th, Saturday October 13th, Saturday March 23rd 2019. Time 8a.m. to 12p.m.
6. A Carmarthenshire Rural Affairs Conference would be held on Friday 7th Sept 2018 from 9:30 -16:00 at The Halliwell Centre, Trinity St David, Carmarthen. Issues affecting rural communities across Carmarthenshire and actions to support rural regeneration.
Any Other Business:
1. The clerk stated that the person who used to cut the grass at the Cenotaph- Cenarth retired and a new person now looked after the churchyard mowing - namely Simon Owen. Members agreed to ask him to cut the Cenotaph to the end of the season and then work out a timetable for next year.
The meeting came to an end at 9.00. The next meeting will be held on Thursday the 6th September 2018 at 7:00 p. at Y Ganolfan, Capel Iwan.
