Cenarth Community Council Meeting

Minutes of the meeting held at the Center, Capel Iwan on Thursday, 7th of November 2024 at 7pm.

1. PRESENT: In the Chair - Cllr. Hywel Bowen Councillors: Pat Thomas, Don Griffiths, Nigel Williams, Helen Williams, Richard James, Meurig Thomas. Clerk - Manon Thomas,

2. APOLOGIES: Leah Jones PCSO, Cllr. Ken Howell, Jeff Kedward PCSO, Anthony John, Philip Gibbons, Cllr. Hazel Evans, William Davies.

3. DECLARATIONS OF INTEREST: None

4. POLICE: None

5. MINUTES: Minutes for the October 2024 meeting were proposed by Cllr. Don Griffiths and Seconded by Cllr. Pat Thomas.

6. MATTERS ARISING FOR MINUTES:

A. 6.B-1 / JUL - Defibrillator - It was agreed that Don Griffiths and Nigel Williams would check them in the next two weeks.

B. 10.A-4/NOV - Penrheol Isaf Road to Derlwyn - No update. Cllr. Don Griffiths stated that he had seen the County Council workers yesterday filling a pothole with a spade, stamping on it, taking a photo, then driving off. He said it was a joke. Cllr. Helen Williams stated that this is a waste of money as they will have to do this again in a few months.

C. 10.A-1/JUN - Pothole on Hendy turning - The Chairman stated that one of these had been sorted.

D. 10.A-11/JAN - Panteg Salt Box - Cllr Pat Thomas stated that this had been done.

E. 10.A-1/FEB - Water on Bryngolau turn - No update.

F. 10.B-9/MAY - Tarmac at back of the Hall - No update.

G. 10.E-9/MAY - Road from Cwm Morgan to Glyncoch - No Update.

H. 10.A-3/OCT - Water from Bwlchcaebrith to Blaendyffryn - No update.

I. 10.B-3/OCT - Pothole between Bronygarn and Hendy - No update.

J. 10.C-3/OCT - Path by the Hall - Cllr. Richard James stated that it would be best to do this at the same time as the tarmac. The Chairman stated that the manhole is being sorted at the moment and that he had put concrete down as there was only wood holding it up.

K. Cenarth Toilets - It was agreed that we should offer a meeting with the County Council.

7. CORRESPONDENCE:

- Christmas Toy Appeal Letter - Cllr. Meurig Thomas offered £200 and this was seconded by Cllr. Don Griffiths.

- Wales Air Ambulance Letter - It was suggested that we should give the same as previous years. Cllr Meurig Thomas offered £250 and this was seconded by Cllr. Helen Williams.

- Llythyr Radio Glangwili - Cllr. Meurig Thomas offered £100 and this was seconded by Cllr. Hywel Bowen.

- Cenarth Toilets Asset Transfer- Cllr. Nigel Williams sated that it costs £3,500 to keep the other toilets in Cenarth opern. The Chairman stated that the other toilets are on Ceredigion’s side. Cllr. Richard James stated that more information is needed on this. The Chairman stated that it is important to keep them open for visitors throughout the year.

8. PLANNING:

D. PL/08394 - Full planning permission - Construction of concrete slurry store and associated works - Pengelli Fach, Cenarth - No objection.

E. PL/08399 - Prior notification: Road (agricultural/forestry) - 1 No. new timber harvesting track approx 750m in length and 5m in width - Allt y Ceiliog, Cenarth, SA38 9JL - It was agreed that further information was required on this.

10. MATTERS NEEDING DISCUSSION

A. Cllr. Don Griffiths stated that the branches have fallen near Godremamog path again.

B. Cllr. Don Griffiths stated that the bench on Capel Iwan square has broken.

11. COUNCILLORS’ COMMENTS -

C. The Council sent their best wishes to Cllr. William Davies and Cllr Anthony John’s family.

D. The Chairman congratulated the Clerk for winning the chair and the crown in the Carmarthenshire YFC Eisteddfod and Capel Iwan YFC for their success in the Carmarthenshire and Wales YFC Eisteddfod.
