November 2019 Meeting

Cenarth Community Council

 

The monthly meeting of the Council was held on Thursday the 7th November 2019 at Y Ganolfan, Capel Iwan at 7:00 p.m.

 

Members Present:-

William Davies, Don Griffiths, Samuel Jones, Nigel Williams, Jeff Lewis, Richard James, Guto Jones, Hywel Bowen, Meurig Thomas  and County Councillor Hazel Evans. Apologies were received from Anthony John (Illness) and PCSO Jeff Kedward (on duty). The Chairman Hywel Bowen  welcomed everyone to the meeting and asked the clerk to read the minutes of the October meeting. The minutes were proposed as being correct by William Davies and Meurig Thomas. 

Matters arising:-

  1. The clerk stated that he had spoken to PCSO Jeff Kedward regarding the possibility of having Defibrillators placed in the Capel Iwan area. Jeff stated that he would contact the police officer of Dyfed Powys Police who gave the talk and exhibition at Drefach - Velindre Hall on the use of Defibrillators and CRP treatment. He would ask PC Matthew to forward details on how to acquire the equipment. Jeff would then contact the clerk Ken Davies with a list of suppliers and whether there were community grants available for their purchase. The clerk stated that he had spoken to Mr Michael Morgan  - a training officer from Felinfach who worked with St John Cymru First Aid. He stated that prices varied up to £1000 and he advised to check around for prices. Don Griffiths had also given the clerk contact details for British Heart Foundation. They had stated that costs could vary from £600-£1500 but they could be part funded. Also Don gave the Calonnau Cymru (Welsh Hearts) contact number. The clerk had attempted to contact them but was advised to proceed online. The clerk also noted an advert in the Clerks and Councils Direct - a firm providing defibrillators for most of the UK’s Ambulances and First Responders. Prices from £695 + Vat. Members agreed to wait for a response from PCSO 8153 Matthew - Dyfed Powys Police and attempt to contact the other organisations for further details. 

  2. The clerk stated that he had not received any answers from Carmarthenshire County Council  - Highways Dept. regarding the road surface problems in the area. Samuel Jones noted that the road surface from Llain junction through to Danrheleg village was in a terrible state. Also the wooden fence at the bend on the bottom of the hill was broken and a water drain further up the hill needed attention. The clerk and Councillor Hazel Evans to contact the Highways Dept at Johnstown, Carmarthen. 

  3. Meurig Thomas drew attention to the deep water collections on the road side by the letterbox at Ty Cerrig - it appears that a gutter which crossed the road is blocked. 

  4. The clerk stated that water was coming out of the fields near Pantygarn bend and was running down the road towards Pantygarn property. Also water was running down from the fields above Bwlchcaebrith Square and then running down towards Bronygarn bridge. Hywel Bowen also stated that deep pools of water were still collecting on the road from Bwlchcaebrith towards Bank Penbuarth. The clerk and Hazel were again asked to contact the Highways Dept. 

  5. Guto Jones drew attention to the fact that the road from Morlogws to Meribah and onwards had been resurfaced. However he drew attention to the fact that the white lines - traffic control near Crugmor had been painted in the wrong positions. Hazel asked Guto to forward her photographs of the location as she would then check with Highways. 

  6. Guto Jones also stated that a road surface water grating had been broken by the Councils JCB tractor and was now blocked by the entrance to Blaenbowi Farm. Also deep pothole below the finger post junction down towards Lan Farm had not been filled and some of the others had the tarmac washed away with the rain. Contact CC Council Highways again. 

  7. The road surface by Black Oak Farm was getting worse every day and needed prompt attention. Also surface water gutter blocked here  - water running down the road towards Penralltddu entrance. 

  8. The chairman Hywel Bowen had been in contact with Mrs Nia Stokes  - Planning Dept regarding the replacement Red Kiosk at Bryn Square, Penrherber and also the possibility of getting a Red Kiosk at Mount Square, Capel Iwan. Nia had sent Hywel an e-mail saying that she had our letter to the Enforcement Planning Dept and the person dealing with listed buildings - the kiosk at Bryn was a listed item. The officer dealing with this was now on-sick leave but she had left her a note to contact the clerk of Cenarth Community Council when she returned. 

  9. Neither the clerk or Councillor Hazel Evans had heard anything from Mr Nicholas French who was in charge of play equipment for Carmarthenshire County Council about the play equipment that was to be removed in the Llanelli area and he had promised that Cenarth CC would get a chance to take over the old set up. Councillor Hazel Evans said she would contact him again to see what the situation was. 

  10. Richard James stated that the two new picnic tables ordered by Anthony Jonn were now in storage at Bryngolau Farm. Members discussed the location and fixture of the tables and it was agreed to lay concrete bases at the rear of the village hall - Y Ganolfan, Capel Iwan. It was agreed that Hywel Bowen and William Davies would be in charge of the work. It was also noted that the concrete path leading down to the sports field needed replacing  - it was cracked and broken in several places. Both items could be taken care of at the same time. 

  11. The clerk noted that the direction sign for Newcastle Emlyn at Sycamore House junction had still not been replaced. Hazel and Ken to write again to Highways. 

  12. The clerk stated that the chairwoman and Secretary of the Carmarthenshire branch of McMillan Nurses had visited Capel Iwan Merched y Wawr meeting on the 6th of November and had been presented with a cheque for £1100 which was the amount collected at the Te-Prynhawn - Afternoon Tea event at y Ganolfan, Capel Iwan organised by Merched y Wawr. The officials thanked Cenarth C. Council for their kind donation of £150 towards the collection. 

  13. Councillor Hazel Evans stated that she had not heard anything further from the Enforcement Planning Dept regarding the One Planet Development at the Forestry Site at Flatwood, Cenarth. 

  14. Members discussed the new garage building that had been built at Heol Gelli, Housing Estate, Cenarth opposite to the Community Councils Bus and Car Park. No planning application had been seen. Also the developer was taking over the top end of the Bus Park and parking old vehicles and building materials on the site. Members agreed that the clerk should send a letter of complaint to Mr Stephen Thomas Enforcement Office at Carms C Council Offices.  

 

 

Planning Application-

  1.  W/39562 - Prior notification  - Erection of Lattice Telecom Mast on land at Cilwaunydd Fawr, Capel Iwan, Newcastle Emlyn. Applicant: EE (UK) Ltd. Hatfield Business Park. Case Officer: Helen Rice. 

The members did not have any objections and many stated that the mobile phone reception in many parts of the Capel Iwan area was very poor and this new mast might improve the situation. 

 

Any Other Matters:-

  1.   The chairman stated that he had visited the St Llawdddog Well Picnic Area in Cenarth and he noted that the paths needed maintenance work to be carried out. Also the picnic tables were in need of a clean up and some of the benches were loose. Also the boundary wall between the car park area and the river path had seen the planking removed with mounting studs now protruding which could cause an accident. Members agreed to approach the Countryside Recreation Unit - Mynydd Mawr, Tumble - Headranger Mr Nigel Powell who looks after the public footpaths etc. and ask them for their assistance. 

 

The meeting ended at 9:00 pm. Next meeting will be on Thursday 5th December 2019 at 7:00pm at Y ganolfan Capel Iwan.
