FEBRUARY 2024 MEETING Minutes of the meeting held at the Center, Capel Iwan on Thursday, 1st of February 2024 at 7pm. 1. PRESENT: In the Chair -Cllr. Richard James, Councillors: Don Griffiths, Cllr. Hazel Evans, Nigel Williams, Cllr. Ken Howell, Anthony John, Pat Thomas, William Davies, Philip Gibbons, Meurig Thomas, Hywel Bowen. Clerk - Manon Thomas. 2. APOLOGIES: Cllr Guto Jones, Shannon Sinnott PCSO, Jeff Kedward PCSO 3. DECLARATIONS OF INTEREST: None 4. POLICE: None 5. MINUTES: Minutes for the January 2024 meeting were proposed by Cllr. William Davies and Seconded by Cllr. Hywel Bowen. 6. MATTERS ARISING FOR MINUTES: A. 6.B-1 / JUL - Defibrillator - The Clerk said she was looking into more grants. Cllr. Pat Thomas said that it is Defibrillators month with St Johns and that they are offering free courses. Cllr. Nigel Williams said that he heard a story on the radio about how valuable defibrillators are and if there was a course to be held here parents should be encouraged to bring their children too. B. 10.F-12/MAY - Road between Tŷ Cerrig and Brohedydd - Cllr. Hazel Evans said that she met Chris Edwards from the County Council on the 30th of January and that the 'Hotbox' is in our area for the next two months. C. 10.A-4/NOV - Penrheol Isaf Road to Derlwyn - Cllr. Hazel Evans said that she met Chris Edwards from the County Council on the 30th of January and that the 'Hotbox' is in our area for the next two months. Cllr. Don Griffiths stated that this section is particularly bad because slurry tankers have been traveling over it. D. 10.D-6/APR - Lawn Mower- The Chairman stated that the garage was closed until the 7th of February so there was no update. E. 10.A-1/JUN - Pothole on Hendy turning - Cllr. Hazel Evans said that she met Chris Edwards from the County Council on the 30th of January and that the 'Hotbox' is in our area for the next two months. F. 10.C-1/JUN - Penrherber Road - Cllr. Hazel Evans said that she met Chris Edwards from the County Council on the 30th of January and that the 'Hotbox' is in our area for the next two months. G. 10.A-7/SEPT - Post Office Hedge - Cllr. Pat Thomas stated that the Chairman had done a good job here. The Councillors thanked him for this. H. 10.A-2/NOV - Cenarth Interpretation Panels - Cllr. Hazel Evans said that we agreed to contribute £400 last month, she said they cost £1,200 as it was digital. She said that the County Council was keen to change it before the Easter holidays. Cllr. Nigel Williams said that he noticed that one of the signs was black and so he cleaned both signs but said that the Welsh wording on the smallest sign had faded so something needs to be done about this. He said that in terms of the big sign, it has improved a lot. He said the problem with the small sign is that it is located under the trees. Cllr. Philip Gibbons asked if the digital signs were more likely to be vandalized and problematic in terms of power supply. Cllr. Hazel Evans explained that the signs would have been printed but with a QR code so no power supply was required. Cllr. Philip Gibbons said that it sounds expensive. Cllr. Nigel Williams said that the framework is right. Cllr. Hazel Evans said that the complaint came from the Cenarth community. The Chairman proposed that the Council should contribute half the price (£600). Cllr. Philip Gibbons said that he did not agree with contributing but would not vote against this. Cllr. Philip Gibbons suggested to meet on site. He asked if they were complaining about the Welsh language. Cllr. Hazel Evans said that it is a complaint that the Welsh wording is not clear on the signs but that there is a perfect right to complain about the lack of Welsh as both languages have equal status. Cllr. Meurig Thomas proposed £500 and this was seconded by Cllr. William Davies. I. 10.B-2/NOV - Ardwyn Street Lamp - Cllr. Don Griffiths stated that this was now working. J. 10.A-7/DEC - Water collecting near Llwynffynnon, Bwlchcaebrith - Cllr. Hazel Evans said that Chris Edwards from the County Council was aware of this. K. 10.A-11/JAN - Panteg Salt Box - Cllr. Hazel Evans stated that Chris Edwards has promised that this would come to Panteg and Tanglwst. L. 10.B-11/JAN - Clawddcoch Gutters - Cllr. Hazel Evans stated that she would pass this on to the County Council. M. 10.C-11/JAN - Road Past Cenarth Cenetaph - Cllr. Hazel Evans said that she met Chris Edwards from the County Council on the 30th of January and that the 'Hotbox' is in our area for the next two months. 7. CORRESPONDENCE: N. Letter from Cllr. Guto Jones stepping down as a Councilor - It was said that this was a big shock and would be a huge loss for the Council. Cllr. Hazel Evans that it is necessary to contact Amanda Edwards/Bebb from the County Council to inform her about this. O. Letter from Ruth Pilcher about the 'Rural Youth Cafe' - Cllr. Hazel Evans said that it is not relevant to us as it is for the residents of Ceredigion. 8. PLANNING: B. PL/07055 - Removal/Variation of Condition - Variation of Condition 1 on W/34214 (To extend the period of commencement of development by 5 years) - Tŷ’r Ysgol, Capel Iwan, Newcastle Emlyn, SA38 9LT - Cllr. Philip Gibbons stated that they have had a long time to complete the work and that the application had been made in the name of a company and it could be a problem with machines parking there. Cllr. Don Griffiths stated that the Council only has a right of way to the hall. No objection. 9. FINANCIAL MATTERS The Clerk stated that the following payments were made over the past month: A. Clerk wage B. Payments In- none C. Payments Out - none 10. MATTERS NEEDING DISCUSSION A. Cllr. Meurig Thomas said the water that collects near Bryngolau is dangerous as people pull over to the other side of the road to avoid it. B. The tree near Maesgwyn was discussed - it was agreed that Paul Toft (07973891898) should be contacted in order to cut the tree as he had already seen the tree. Cllr. Don Griffiths said that Paul Toft said that several trees needed to be cut. Cllr. Nigel Williams said that Paul Toft had made a report of the site and it would likely cost over £1,000. It was noted that a price for the work should be obtained from Paul Toft and then the Chairman and Cllr. Don Griffiths is going to discuss the matter with the owner of Maesgwyn as he should be sharing the costs 50:50. 11. COUNCILLORS’ COMMENTS - C. The Chairman said that he had called with Olly and he did not want any contribution but for us to make a contribution to charity. Cllr. William Davies suggested that we should get a voucher. Cllr. Pat Thomas suggested a voucher for Newcastle Emlyn shops. Cllr. William Davies proposed £25 and this was seconded by Cllr. Don Griffiths. 12. NEXT MEETING - The next meeting will be held on the 7th of March. The meeting was closed at 7:45pm.
