April meetingThe April meeting of the Council was held on Thurs evening the 5th April at 7pm at the Ganolfan Capel Iwan Members present :Coun Jeff Lewis, (Chair)Melfydd Jones, William Davies, David Phillips, Hugh Thomas, Don Griffiths, Samuel Jones,Nigel Williams, Richard James, and CC Hazel Evans. Apology received from Chris Thomas due to work commitment and the Police were unable to attend due to work shift hours. The Chair Jeff Lewis welcomed everyone to the meeting and was glad to see that Melfydd was present after his recent illness. The members had first of all met at Caoel Iwan Square to discuss the location of the memorial plaque to the aircraft crash at Gors Farm. It was agreed to place the stand at the edge of the flower bed on the right hand side of the village green. William had agreed to be in charge of the erection. The Clerk then read the minutes of the last meeting and they were proposed and seconded as being correct by Melfydd Jones and Nigel Willliams Matters arising 1. CC Hazel Evans stated that she had been in contact with Royal Mail regarding the removal of the letter box from Capel Iwan Square.They had promised to replace the box with a bigger version and would be placed on a new pole erected on the same site as before. The moving of the box would need planning permission.The work would be completed as soon as possible. Melfydd stated that the posting slot on the box at Pant Y Bwlch was too small to receive bigger envelopes.. Contact the GPO again. Highway matters: 1.Members reported that work had been started on the ditch opposite the Paintball centre at Cenarth. New drainage gutters had been laid and also safety fencing on the bend. Tarmacing was just about completed. 2..Hazel stated that the rubbish on Gellidywyll hill had been removed but the old washing machine was on private land and the owner would be notified for removel. Samuel Jones stated that the fly tipping at Bwl Y Foel had been cleared. 3. The Chair,Jeff lewis had made out a specimen notice to place at the Coach Park at Heol Gelli Cenarth to prevent Mr Corbett, No1 Heol Gelli from parking old cars and trailers at the top end of the park. Members felt that a warning about fines should be put on the notice. However after discussion it was agreed that the Clerk should contact "Un Llais Cymru", One Voice Wales regarding the legality of the wording.Hazel stated that ND Signs had produced very good work for the church at NC Emlyn 4.Hazel stated that she had been in contact again with the Highways Dept regarding the allocation of a bus shelter for Cenarth village near the Three Horseshoes Inn.She had been promised a shelter at the beginning of the next financial year. OTHER Matters.. 1. David Phillips and Melfydd Jones had been discussing the latest situation regarding the Plane crash at Gors Farm in 1944. They had been in contact with Mr Ronnie Pigram of the Benfleet History group in an attempt to get further information about LAC Ronald Mc Allen.David had also placed an entry on the Council website seeking information. 2...The Clerk read a letter of thanks from the local newspaper "Y Garthen" for the Community Council's donation of £100 towards the running costs 3. A letter was received from "Talking books Wales" Heol Pensarn, Carmarthen, who provide books in cd or cassete form for blind and partially sighted people in the area. They post app.4,000 titles free of charge every year. Any one who wishes to use the service should contact Linda Williams on 01267 238225. The Council was asked to support financially and it was agreed to send the sum of £100 towards the running costs 4..It was also agreed to support the NC Emlyn Annual Chaired Eisteddfod 2012 by donating a sum of £150 towards the costs. 5. The Chair, Jeff Lewis reported that a group of young people of all nationalites calling themselves The rangers had been working around the St Llawddog;s Well area in Cenarth.They had given the area a facelift and everything looked really smart and clean after their efforts. Jeff asked whether repairs could be done to the well walls to prevent the water from escaping at ground level. Contact the countryside Rangers service at Tumble. PLANNING The following application had been granted 1. W/26190.Extension at Malindi Lodge for D B Jones 2. W/26744 Two storey extension at Flyon Capel Iwan 3. W/26079. Variation of condition2 of W/18983 at Teifi View,Cenarth AOB 1 Jeff Lewis stated that tractors and trailers were going through Cenarth village carrying sawdust and wood chips which were being blown off into the road surface and kerbs Could the Highways have the sweeper sent to the area 2. The pavements at Heol Gelli were breaking up and the surfaces were a danger to pedestrians especially near no7. Contact the Carms Housing dept 3 David Phillips informed the members that he could no longer cut the greens in front of the Chapel at Capel Iwan and around the village spring area due to back problems. Members agreed that the Clerk approach MS Jenny Wheeler, "Yr Helyg", Capel Iwan and ask her whether she would take over the grass cutting in this area as she already cut the cemetry area. 4. The Chair also thanked Melfydd Jones for his faithful service to the Community Council at Cenarth. Jeff and all the members and Clerk wished Melfydd a happy retirement and good health, Melfydd responded with kind words and wished everyone a successful futurs As the County Election is being held on the 3rd May 2012 (Thurs) the next meeting will be held on May 10th 2912 at 7pm in the "Ganolfan" Capel Iwan
