November 2011 meeting

The monthly meeting for November was held at the Ganolfan at 7pm on the 3rd of November 2011.

Members Present.. Coun. Jeff Lewis in the chair, Melfydd Jones, William Davies, David Phillips,Hugh Thomas,Richard James, Don Griffiths, Samuel James, Nigel Williams, Chris Thomas and CC Hazel Evans

The Chair welcomed everyone to the meeting including PCSO Jeff Kedward from NCE Police station. Jeff gave a full report of Police activities in the area and asked members to spread the word and take note of any suspicious vehicles especially scrap dealers. It was reported that many galvanized gates had been stolen lately. Also Jeff stated that he had spoken to the Headmaster at Emlyn School regarding pupils who were parking their cars on the bend outside the School entrance. They would be given a warning. Jeff Lewis then thanked Jeff for his visit once more

The Clerk then read the minutes of the Oct meeting and they were proposed as being correct by Melfydd Jones and Samuel Jones

Matters arising

1 CC Hazel Evans stated that she had spoken to Mr hywel Hymphries, The Estates Officer regardin the latest situation at Capel Iwan Primary School. The Council solicitors were in the process of writing new leases which would affecthe Community hall

2.Hazel had been promised that the new letterboxes would be erected within the next six weeks

3. The Clerk read a letter in answer to last month's road problems  a. The ditch opposite the Paintball Centre Cenarth had now been refilled and resurfaced   b. The ditching work near Black Oak and Bryncerrig - Pantygarn had been placed on the list c. Ditch in front of Gwynfa Capel Iwan would be inspected and a report sent to Comm Council   d. The parking and works being carried out by Mathew Corbett at No1 Heol Y Gelli Cenarth had been referred to the Housing Dept, C Evans stated that she had spoken to Mr Julian Williams of the Housing dept about the problem and he had stated that the owner was operating illegally. Further investigation was now taking placen  e. All potholes in the area would be attended to.  f, Hazel stated that she had been unable to contact Mr John Macevoy regarding the extention of the 30mph limit down towars Mill Lodge

4 Ty Te Cafe Cenarth.. Members stated that the Environment Agency people had been out to see the water drain and had Stated that the works end pipe that the owners had laid was  two,yes two inches too small in diameter. They now wanted the pipe to be changed to a bigger diameter.There was now a legal argument between the owners and the Environment Dept. There are no smells at the moment

5.The Cenotaph Cenarth    The chair Jeff Lewis stated that he had managed to get the stonemasons  Williams of St Clears to visit the site. He had recommended that the Council did some investigations into the construction of the base and then decide what kind of work they would wish to carry out. He thought it would be better off in removing the loose plaster and having the base replastered. After discussion it was agreed to have a site visit on Fri Morn Nov 4th 2011and report back to the next meeting

6. Plane crash at Gors Farm.  Nigel Williams gave an update on the latest situation regarding the memorial Plaque which was to be made by Nigel Dawson, valley group Swansea. Members looked at a copy of the wording and decided to add the following to the welsh statement   "i'r dwyrain or fan hon". It was agreed that the work should carry on.

7,Broadband update    A latest situation report letter was received from Mr Brian Lloyd..  Phase 1   76 properties have been enabled and another 46 enabled at the Mawr community in Velindre near Swansea with 26 left to be completed in 2  - 3 weeks. We shall be sharing the mast  with this community with the signal coming from Swansea

Phase 11--  Capel Iwan area.. All applicants have received their offer letters from Broadband support scheme and everyone is urged to sign and return the forms asap.  Wayleaves are being prepared for aerial positions and OFCOM will shortly be issuing the radio freqency for the system and then the equipment can be made. Hoping work will start towards the end of the year 2011

8  Footpaths   The Clerk read a letter from the Carm Countryside Recreation Officer-Mr Martin Murray regarding problems raised in October

Footpath. Pleasant  View to Panteg Chapel  FP5/14/1  and 2 needed trashing, repairs to kissing gate also Panteg to Godremamog and Rehoboth Chapel  FP. 50/42/1  and 2  to be cleared. All these will be added to the Rangers programme. It was also stated that there were no rights of way to the forestry area near Bwl y foel Penrherber. Nobody knew  why the kissing gates had been removed,maybe the owners had opened them permissibly under some farming scheme.  (or maybe stolen).

Planning matters

a. Application no W/25/440..extension and new utility room and porch at Flyon  Tanglwst for Mr B Walker had been Refused on 31.10.11

b. Full planning for no W/25498. erection of 2 no  20KW  wind turbines and associated works at land near Maudland House for Mr Paul Cheney. The comm Council had no objections

c The work being carried out near Teifi View Cenarth was on a new building which had been given planning consent. The listed building Teifi View was still under appeal

AOB

1 It was agreed that Nigel Williams attended the group meeting of the Towyside Clusters group with CC Hazel Evans at the Red Dragon Hall  Velindre

2.Hazel stated that she was attempting to arrange a visit with Tony Williams,Highways  a. To come out and look at the road from Sycamore House junction  - to Pontgarreg Chapel - Graig Y fuwch. The surface was in a terrible state with all ditches blocked and surface water everywhere

3 There was also a ditch that needed attention near Yr Hen Ysgol Penwaun  leading up to the cottages on the lane

4. Give Way signs needed attention at Plain Junction, Heol Capel Iwan and also at Tanglwst village

5. The drainage ditch near no7 Heol Gelli estate Cenarth had not been cleared- The Clerk to contact Mr Alan James, Tegfan Llwyndrain

The meeting ended at 9.30 pm. The next meeting will be on     FRIDAY  2nd DEC  at 7pm at the Ganolfan
