December Monthly

The monthly meeting for Dec was held on Fri the 2nd at 7pm at the "Ganolfan"  Capel Iwan.

MEMBERS PRESENT

Coun Jeff Lewis  (Chair),William Davies, David Phillips, Hugh Thomas, Don griffiths, Samuel Jones, Chris thomas, Richard James and CC Hazel Evans. Apology received from PCSO Jeff Kedward due to work duties

The chair welcomed everyone to the last meeting of 2011.The Clerk then read the minutes of the previous meeting and they were proposed as being correct by Chris Thomas and Don Griffiths

Matters arising

1. CC Hazel Evans reported that the new letterbox had been installed at Tanglwst village. She had received the first letter posted there from Mr Eifion Morris. She was still in contact with The Royal Mail re the replacement at Capel Iwan Square

2. The work at Black Oak ditch and Bryncerrig were still awaiting action. No report had been received about the ditch in front of Gwynfa Capel Iwan.

CC Hazel Evans stated that the housing dept had sent a warning letter to Mr Mathew Corbett, No1 Heol Gelli Cenarth regarding the business he was running beside the coach park at Cenarth and his parking of old cars and trailers

Ty-Te Cafe Cenarth

It was reported that the owners had received a letter from the Environment Dept stating that the drainage pipe that the owners had laid  was  1 inch  !!!!  too small in diameter and would have to be lifted and planning applied for replacing with another pipe. The situation was unbelievable and Hazel stated that she would visit the dept at Carmarthen offices

The Cenotaph at Cenarth

The Chair expressed thanks to our CC Hazel Evans and Gareth for the poppy wreath they had placed at the Cenotaph on Remembrance Sunday. William Davies stated that the Community Council should send a letter of thanks to Mrs Agnes J Jones, Llwynteg, Cwmorgan for the way she conducted the service at Cenarth Church and Cenotaph. Agreed that Clerk should send letter

Jeff, Melfydd, William , Samuel and Ken had visited the Cenotaph and agreed that it would be necessary to remove some of the plastering from the Cenotaph to find out what the foundations were made of. It was agreed that William and Ken approached Mr Berwyn Thomas, Cenarth and ask him to come with them to examine the stonework

Broadband update

A letter was received from Mr brian Lloyd, Llys y Coed, Capel Iwan giving an update on the present situation. Phase 1 is almost completed. Phase 11  (Capel Iwan area) the backhaul frequency licences have been issued by OFCOM and agreement agreed with all the landowners where equipment will be erected. The transmitter and receiver pole had been erected near Cnwc y Fran  C.Iwan on Nov 29th by Geraint Davies and Brian Lloyd. Brian had connected the power supply on wed 30th Nov. This would feed the village and Tanglwst. Similar work will be carried out at Rhosehill,Cardigan to cover both Cilgerran and Capel Iwan. APC Solutions will start work on Phase11 on Tuesday followed by signal testing etc. Household installation dates will be decided at a CCBP  meeting on  the 13th Dec 2011. We are still awaiting the return of some offer letters to the support team. Letters not returned means  a shortfall in funding for the scheme. Members expressed words of thanks to Brian Lloyd.

Footpaths

Don stated that there had been no action taken so far on the reported paths.

Policing and Crime Act 2009

Sexual  entertainment venues. Carms C Council were taking on a consultation exercise regarding adoption of new powers introduced by the Government giving  greater power to local authorities control over these type  of clubs. The Comm Council decided to support the action

Cenarth Public Conveniences. It has been agreed that the Carms C Council Technical services will continue to support the Cenarth conveniences up to April 2013

Cenarth  M C Chapel- Chaired Eisteddfod  Jan 28th 2012                 It was agreed that the council would send a donation of £150 towards the cost of the festival

Society of local Council Clerks 2012   Members agreed that the Clerk should renew his membership

Environment Agency Wales  An email was discussed stating that private households not coonected to mains sewerage systems should register their septic tanks wth the agency by 31st Dec 2011  CONTACT  :- www.environment-agency.gov.uk/sewagedischarge  or Tel 03708506506

Planning matters

1. W/25498  - erection of 2  20KW wind turbines at land at Maudland House Cynwil Elvet----application withdrawn

2. W25703 - Full planning permission for two endurance  E3120     55KW wind turbines on land belonging to Dilwyn Thomas Pengwern Isaf Cenarth.   No objection

AOB

   1. CC Hazel Evans stated that work was now being carried out on the road from Pontgarreg Chapel to Sycamore House  junction

2. Samuel Jones also stated that the "Give Way" sign at Plain junction had not been replaced. Also the one at Tanglwst had not been fixed either

3. Hazel stated that the drainage duct at Heol Gelli Estate Cenarth had been cleared

4.Richard James asked whether the hedge from  Brynteg Pontgarreg to Graig y Fuwch entrance could be cut back

5. David Phillips showed photographic evidence of car tyres and parts dumped on the roadside from Bwlchcaebrith Square  to Pantybwlch (on the old red barn site). Also an old washing machine had been dumped in the entrance to forestry land on Gellidywyll hill. Hazel stated that she would contact the dumping authorities

6.Chris Thomas stated that the road surface from Plygyrhiw junction Cwmcych to towards  Bridgend bridge was full of potholes- matter refered to Highways

7. Hugh Thomas stated that water was weeping out from the field below Bwlchcaebrith cross roads and running down towards Rhyd bridge--  report to highways

8. The clerk stated that he had received several telephone complaints about the mud and water collecting opposite the entrance to Brondeg, Capel Iwan- Report matter again to Highways

9. Members agreed to send Mr Jim Hawkins, Llangoedmore a donation for the work he carried out at the Cenotaph in Cenarth- cutting the grass throughout the season

10. It was decided to submit two local names to the Dr Budd Ambulance fund charity. the committee distributed about 10 grants every year at Christmas

 

The meeting ended at 9.15pm and was followed by mulled wine and mince pies prepared by the Councillors wives. The chair thanked everyone and wished us all a Merry Xmas and a happy and prosperous new year
