November meeting 2012

The November meeting of the Council was held on the 1st Nov at 7pm at "Y Ganolfan"

Members present: Councs William Davies (Chair), Don Griffiths, Hugh Thomas, Samuel Jones,Nigel Williams, Richard James,Guto Jones and CCF Hazel Evans. Apologies received from David Phillips,Chris Thomas and Jeff Lewis. Also present was PCSO Jeff Kedward.The Chair welcomed Jeff Kedward to the  meeting and thanked him for his presence. Jeff then gave a report on the vandalism that had been taking place at the toilet block belonging to the Ganolfan. Vandalism had taken place on two occasions and in the last one a window had beenj smashed. The Police had been informed andPCSO Jeff Kedward had been making enquires and found the culprits. He had visited parents and informed that a County Council ASBO  would be issued as a first warning.Further misbehaviour would result in a full Police Authority Order being issued.The parentsb had taken the children to apologise to the owner of Maesgwyn  Capel Iwan for disturbing his pigs and being rude and cheeky. Jeff stated that he thought there would be no further problems.   The Chair thanked for his quick response in finding the culprits. Members felt  that a letter of thanks should be sent to the Police Headquarters at Cardigan and forwarded to PCSO Jeff Kedward at N C Emlyn

Jeff also stated that he had attended a meeting outside Emlyn School today with CC Hazel Evans, Ms Meleri Griffiths (County Council)  and the Headmaster to  discuss the painting of yellow lines outside the school to prevent illegal parking. The Couny pointed out that it would be very expensive to create an order and at the moment there was no money in the pot. They would investigate placing 20mph speed limit and possibly painting zig zag lines instead, this would make  carparking on the road an official offence William again thanked Jeff for his visit and hoped to see him at the Dec meeting.

The Chair then welcomed the members to the meeting and the Clerk then read the minutes of the October meeting.They were proposed as being correct by Samuel Jones and Nigel Williams

Matters arising

1. The Clerk stated that the taster computer lessons organised by the Capel Iwan Digital forum on the 10th  and 17th Oct had been well attended and CAVS were hoping to return for further sessions in the new year

2.Members stated that the new drainage pipe had been laid from Yet Farm across the road to the drainage culvert

3. CC Hazel Evans confirmed she had received an Email from Mr John McEvoy regarding the estimated cost of setting up the required orders and leases for Heol Gelli Cenarth - Coach Park. He would be forwarding the exact costs later

4.Don Griffiths stated that the "No dog fouling" signs had arrived at Pentre isaf and would be erected shortly He also stated that the gutter in front of Gwynfa had been cleared and retrenched. Also the drainpipes down past the cemetry to Maesgwyn had been cleared as well. Don said that the deep pothole near Danrhelyg had also been repaired. We are not sure about the one on Plygyrhiw bends. Clerk to check, then contact  Carms  CC

William had received thanks from Mr Hefin Thomas Gelynen for the Council,s letter of thanks in allowing the recent visitors to see the plane crash site on his land. Hazel also stated that she had been promised that the road surface from Glenview  through Gelynen and Lletyrgaib would be done in the new year

6.Hazel stated that Mr John McEvoy was coming out to Capel Iwan on Friday 9th Nov to decide where to place the  "No heavy goods vehicle sign"  It was agreed to place it near Ardwyn square. Hazel and Ken to meet John on the 9th Nov

7 Mr McEvoy had also asked for location sites for "Cwmorgan" Members agreed the following 1.next to bridge coming from Godremamog   2.Below  Troedyrhiw   3.Near Llwynyreos 

8. Hazel stated that  the broken benches near Argoed farm entrance Cenarth had been removed by the Tech Service dept and they did not have any old bench ends at their depot Members thought  ther was an old bench behind Capel Iwan school which could be moved down to Cenarth

Correspondence

1. The Clerk stated that he had been in contact with Mr Hywel Hymphries, Estates dept regarding the new lease to cover the entrance to the village sports field and playing area behind the "Ganolfan" The documents were being sent to the Comm C 's solicitors for final signing

2 The Clerk read a letter of thanks from Carms Federation of YFC clubs for the donation the Council had sent towards the running costs of the movement

3. Members thanked Richard James for cutting the sport field hedges

4. Hazel stated that she had spoken to the Highways dept regarding the water running down from Bwlchcaebrith square.  He said that there were no drains at the location only a soakaway and Hazel promised to raise the matter again and also check on the water collecting on the Bwlchcaebrith - Penbuarth road

5. Nigel Williams stated that he had spoken to Mr John Pierce, The Highways dept regarding the broken surface on Gellydywyll Hill.They had promised to fill up the potholes

6.Hazel stated that she had made enquires about the parking areas near the Leisure Centre at N C Emlyn. CC officials were now taking up the matter to ensure parking areas for users.She was attempting to get the road surface repaired at Bryn Square towards the Elms, NC Emlyn and also Rheoboth Hill Capel Iwan

7. Hazel stated that they were still  having problems of cleanliness at Heol Gelli  Cenarth toilets.    Council officers were still checking the situation

8.William stated that a new pipe had been placed in the gutter beside "Ty Te"  in Cenarth. The previous blockage had been caused by a stone entering the pipe and building debris running down the culvert

PLANNING MATTERS

App 1. W/27211---3 bed dwelling.plot next to Mount Pleasant for Mr Keith Leighton.

2.W/27310--Conservatory inc toilet at Pantwdog Tanglwst for Mr and Mrs Smith

3.W/27313--Conversion of outbuilding to be used as a holiday flat for Mr M Wood Troed Y Rhiw Cwmorgan 

The Council had no objections

AOB

1. Hazel Evans had been told by the Highways dept that the road surface from Pengwernisaf and Cilfod had been erroded away by livestock and the area would need a complete resurfacing contract

2. Samuel Jones also stated that there were some deep potholes on the bends below Blaengwyddon Fawr and Plain junction.  Also the verges were collapsing near the drain gutters

3.Guto Jones stated that he had been approached by Mr Islwyn Jones Gerallt complaining that the "kissing gate " near Panteg Chapel had rusted away and lambs  were escaping on to the road. The Clerk was asked to contact the Countryside Recreation Unit, Ammanford.

The meeting ended at 9.30pm. The next meeting will be on the 6th Dec at 7pm at the Ganolfan
